Please find our responses to the comments below in bold lettering. 1. Please provide SWPPP using county template; https://www.albemarle.org/home/showpublisheddocument/166/63720231032753000 0. A SWPPP has been provided with the resubmission. 2. Provide (SWM) Calculations. SWM Calculations have been provided. Per coordination with County Engineering. The Birdwood Golf Course Plan WP0201800016 has been revised to show compliance with energy balance for stormwater quantity. A new VRRM Redevelopment spread sheet has been provided for the proposed disturbance as part of the new WPO package submitted. The remaining 1.1 LB of credits will be used from WP0201800016 and the remaining credits required will be purchased from an approved DEQ credit bank. 3. Include VRRM.xIs in calculation packet, with summary VRRM.xIs data included on the plans. a. Engineering anticipates a measurable (>0.0 lb.) VRRM.xIs stormwater quality phosphorous reduction requirement associated with 1.90 Ac. Proposed (pedestrian path) area of land disturbance. See response to comment #2. b. Engineering anticipates Applicant may rely on analysis to show post -developed storm runoff meets requirements listed at 9VAC25-870-66.D., but please be mindful of possible impacts to adjacent down gradient properties. Analysis ENGINEERING I DESIGN I TECHNOLOGY should consider whether increased volume of sheet flow may cause/contribute to erosion, sedimentation, or flooding of down gradient properties. SWM Calculations have been provided. Per coordination with County Engineering. Anew VSMP Application is required. Comment acknowledged cover has been updated. A VSMP Application is being submitted. i. Please check 'No' to Amendment, modification or transfer. Application has been updated. ii. Please check 'Yes' to resubmission of plan and include ref. to plan received 09/21/20, which referenced WPO201800016. Application has been updated. b. (WPO2018-00016) VAR10L442 was terminated 08/12/2020. Acknowledged. c. WPO201800016 bond is released. Acknowledged. d. WPO201800016 is ineligible for Amendment. SWM Calculations have been provided. Per coordination with County Engineering. The Birdwood Golf Course Plan WPO201800016 has been revised to show compliance with energy balance for stormwater quantity. e. A new application is required. Acknowledged a new application has been provided. f. Additional application fee is likely required. Acknowledged applicant is coordinating with county staff to determine the final fee amount. g. A new VSMP state permit (VAR 10) is required for this project. Acknowledged application and fee is being submitted. h. Calculations and SWPPP typical of new construction with area of land disturbance >10,000 SF is required. Acknowledged. Calculations and SWPPP have been provided. i. Once a new WPO plan application is received, a new WPO # can be assigned. Acknowledged. We will update the cover once provide. j. (For now, these review comments are listed in CV at WPO201800016 Amendment #3.) Acknowledged. 5. C2.0, Existing conditions: Show/label conserved open space, and forest and open space identical with areas shown on (SUB201800113) plat recorded at deed bk.-pg. 05080- 425. Plat begins pg. 432. Per SUB201800113 there is no conserved open space, forest and open space within the viewport shown on sheet plan C2.0. Therefore, the proposed golf cart path will not impact any of these areas of concern. See small size of plat attached for reference. 6. If a portion of proposed 8' pedestrian path, rolltop curb and gutter, other improvements, impervious area, or temporary land disturbance are proposed for areas occupied by platted SWM BMPs (COS/FOS), then please provide new equivalent COS/FOS to offset impact to recorded SWIM BMPs. a. Note: New SWM-related easement/s would require separate easement plat application. Comment Acknowledged. The proposed golf cart path does not impact any areas occupied by platted SWM BMP's, COS, or FOS. 7. Please provide title sheet (note) reference to Birdwood Golf Course Easement Plat, SUB201800113. Acknowledged. Reference to Birdwood Golf Course Easement Plat has been added to the cover sheet on C0.0. 8. It is unclear whether Letter of Revision visible in CV under WP0201800016 reached Planning Division. Please coordinate any required Planning Application (Letter of Revision, for example) directly with Planning Division. Engineering is concerned since a 5-sheet Letter of Revision appears in CV under WP0201800016, apparently submitted with WPO items. This LOR is d. 12/07/2018, with revised date of 09/20/2021. Please coordinate site plan requirements with CDD/Planning Division. I believe this comment was clarified through our meetings but please let me know if there are further comments or questions. 9. Once COS/FOS areas are identified, and calculations/VRRM.xls/SWPPP submitted, additional WPO plan review comments are possible.'
