The following is our comment response letter addressing comments received from various departments. Each comment is addressed and responded to as follows: Albemarle County Planning Services — Kevin McCollum Comments from Initial Site Plan Action Letter (July 28, 2021) Comment 1: [32.5.2(a)] Please correct the Tax Map and Parcel Number on the cover sheet and any additional TMP reference number on the Plans to say Tax Map and Parcel number or simply TMP instead of "PIN." Revise the TMP reference in the Site Data table on Sheet C-101. Response 1: PIN reference in the Site Date table on Sheet C-101 has been revised to TMP. Comment 2: [32.5.2(a)(b)] Please include the following general information and information regarding the proposed use on the Cover Sheet. b. Zoning Overlay Districts — Airport Impact Area and Entrance Corridor. Please add "Steep Slopes — Managed" to the Zoning Overlay Districts information in the Site Data table on Sheet C-101. Response 2: "Steep Slopes — Managed" has been added to the Zoning Overlay Districts information in the Site Data table. w . BohlerEngineering.com BOHLER Kevin McCollum Final Site Plan 151 Review Response January 21, 2022 Page 2 of 5 Comment 3: [32.5.2 (k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. Comments stands. Response 3: Easements have been labeled, see Sheet C-501. Easement plat to be recorded prior to plan approval. Comment 4: [4.12.19(c)] On the final site plan, please provide a plan and profile view detail of the proposed dumpster enclosure. Identify the dimensions, materials, etc. Comment stands. Response 4: Plan and profile view detail of the proposed dumpster is located on the bottom right hand side of Sheet C-705 Conceptual Elevations. Final Site Plan Review Comments Comment 1: [32.6.2] Please include the Final Site Plan Number on the Cover Sheet — SDP202100084. Response 1: Final Site Plan number added to Site Data table on Sheet C-101. Comment 2: [General Comment] Please add a date of revision to Sheet 2. Response 2: Revision date of 01/21/2022 for second submission added to each sheet. Albemarle County Engineering Services — David James Comment 1: [C-502] Show HGL in the storm profiles. Response 1: The 10 year HGLs for storm profiles shown on Sheets C-502 & 503 Comment 2: [C-502] Show VDOT designations, throat length for each DI, grate type for each grate inlet. Response 2: VDOT structure designations, throat length for drop inlets and grate type for grate inlets have been added and shown on Sheet C-501. Comment 3: Easement plat will need to be recorded prior to FSP approval. Response 3: Acknowledged; easement plat to be recorded prior to plan approval. Comment 4: Provide safety railing for walls over 30" high. Response 4: Safety railings labeled for retaining walls over 2.5' high, see Sheet C-301. Comment 5: Stormwater runoff from parking area is concentrated and must be piped or adequately channeled to STM B-10. Response 5: New drop inlet B-20 has been added to pipe concentrated flow to B-10 shown on Sheet C-501. Comment 6: Provide half -clogged design for STM B-10 opening following VDOT Drainage Manual. Response 6: Half -clogged design for STM B-10 shown on Sheet C-504. w . Ensure no part of the vehicle crosses over curb or into parking zones. Response 7: Truck Movement Plan now provided as Sheet C-304. Comment 8: Provide drainage area maps. Response 8: Post Developed drainage divides and areas are shown on Sheet C-501. Comment 9: Provide VDOT MASH guardrail (GR-MGS1) before wall drop-off (where height is a foot or above). Response 9: Guardrail is shown and labeled on Sheet C-301 and is located at the north eastern retaining wall next to the proposed dumpster. Comment 10: Note: Separate building permit will be needed for walls over 3-ft high. Response 10: Acknowledged. Albemarle County Building Inspections — Betty Slough Comment 1: Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. Response 1: Note added as Note 7 on Sheet C-102 under Albemarle County Notes. Comment 2: Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. Response 2: This is Note 1 on Sheet C-102 under Albemarle County Notes. Comment 3: Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response 3: This is Note 4 on Sheet C-102 under Albemarle County Notes. Comment 4: Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. Response 4: This is Note 5 on Sheet C-102 under Albemarle County Notes. Comment 5: Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s).The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle w . This includes building sewers, water and fire line branches between the main and the meter(s)/building(s).The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Response 5: Note added as Note 8 on Sheet C-102 under Albemarle County Notes. Albemarle County Fire -Rescue — Howard Lagomarsino Comment 1: There is an FDC near the NW corner of the building suggesting presence of sprinkler system. A fire hydrant is required within 100 ft of the FDC and arranged so that when in use with the FDC, the travel way is not obstructed Response 1: A fire hydrant has been added near the rear of the building to allow a 100ft connection to the FDC. Shown on Sheet C-303. Comment 2: 1 see the types of fire lane signs and appreciate the notation, but do not see the locations they are installed at on the site plan, including sheet C303 Response 2: Sign locations, labels and legend shown on Sheet C-303. Leaders have been added to the labels to point at sign location for clarification. Comment 3: Please clarify the locations of the hydrant mentioned as within 250 ft of building Response 3: Existing fire hydrant label added and shown on Sheet C-303. Existing fire hydrant is located at the southern edge of property near the proposed sidewalk. Comment 4: Indicate with a note on the plan, the needed fire flow for the building in accordance with ISO Response 4: Note added as Utility Note 4 on Sheet C-501. Department of Transportation — Doug MCAyoy Comment 1: Label the ADA pedestrian ramps across the vehicle entrance as CG-12 and show the detectable warning surface. Response 1: CG-12 ramp label and detectable warning surface shown on Sheet C-301. Comment 2: Plans appear to show brick -pattern for entire entrance into the road. Show the brick -pattern crosswalk with asphalt pavement going into the road, for one lane - width, for the length of 2' beyond either side of the entrance. Response 2: A brick pattern has been added to the proposed brick crosswalk. The area of WP-2 Overlay has been revised to extend one lane width into Seminole Trail shown on Sheet C-301. Comment 3: The sidewalk appears to narrow from the existing sidewalk to the minimum 5' width across the front of the subject -property. Keep the existing width of the sidewalk for its entire length. Response 3: Sidewalk revised to match existing sidewalk widths on Sheet C-301. w .
