Re: Redfields Phase V Property
Dear Joan and John:
Joan, thank you again for taking the time to meet with Justin Beights and me in late
March to discuss the Redfields Phase V property. As we indicated in that meeting, Redfields
Development Corporation, which owns the subject property (identified as Albemarle tax map
Parcel 076R0- 00 -00- 00100) (the " Redfields property") has been working to identify options for
minimal development of the property that would enable it to fulfill its legal obligations to the
Redfields Land Trust. We are now at the point of trying to determine what County approvals
would be required for such development so that we may adequately plan for such requirements.
Because I understand that the review process will involve the Current Development Department,
I thought it would be appropriate to also direct this request to John Shepherd in his new position
of Chief of Current Development.
As we discussed at the March meeting, one concept we have identified is to create a few
large lots from the Redfields property. Enclosed for your review is an exhibit prepared by
Collins Engineering marked "Exhibit 1" which graphically demonstrates this proposal. In
Exhibit 1, the Redfields property is divided into three lots, two of which would be accessed
through an existing reserved access easement through Lot 1 of the adjacent Mountain Valley
Farm subdivision, which is served by Ambrose Commons Drive, an existing public road. Only

the third lot would be accessed from the existing cul-de -sac at the end of Fieldstone Drive in
Redfields. This proposal would avoid adding significant additional traffic to Fieldstone Drive
and Redfields Road.
The second proposal is to combine the Redfields Phase V property with Lot 1 of
Mountain Valley Farm, and then create a total of three large lots from the combined parcels.
Because Lot 1 in Mountain Valley Farm already exists, there would only be a net gain of two
lots. This proposal is graphically shown on the Collins Engineering "Exhibit 2." Access to the
three proposed lots would be from Ambrose Conunons Drive in Mountain Valley Farm rather
than through Redfields, so there would be no additional traffic on Fieldstone Drive and Redfields
Road.
Mountain Valley Farm is an existing, approved subdivision. Lot 1 contains 29.122 acres
and includes significant road frontage along Ambrose Commons Drive sufficient to support the
proposals. Although the Mountain Valley Farm property is owned by a different entity called
Evergreen Land Company, many of the Evergreen Land principals are also principals of
Redfields Development Corporation, and we are certain that the two entities will work together
as may be necessary to carry out the proposals. Both proposals would involve far fewer lots on
the Redfields property than the owners have recently proposed, and would involve at most,
— access for only one lot from Fieldstone- Drive.
We would appreciate knowing what the process would be to proceed with one of the two
proposals, and about any comments you have regarding the proposals.
