The following is our comment response letter addressing comments received from Community Development Department. Each comment is addressed and responded to as follows: Department of Community Development Planning / Margaret Maliszewski Comment 1: Consider revising the west elevations of Buildings 3 and 4 so that these EC -facing elevations have the appearance of primary elevations. Response 1: The west elevations have been revised to have the appearance of primary elevations. Comment 2: Provide material/color samples for review. Response 2: A physical materials board has been provided in this submission. Comment 3: Consider a more muted color substitute for a white fiber cement. Response 3: The white fiver cement tone has been revised to be slightly warmer. Comment 4: Provide perspective views of the apartment buildings. Response 4: Perspective views have been provided in this submission. Comment 5: Provide a detail for the cemetery fence in the site plan. Chain link fence is not appropriate. Response 5: Fence details have been added to sheet C-905 w . BohlerEngineering.com Margaret Maliszewski BOHLER I Final Site Plan 15' Review Response January 24, 2022 Page 2 of 4 Comment 6: Add the standard mechanical equipment note to the plan: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. Response 6: This note was added under "General Notes" to sheets C-703, C-705, and C- 706. Comment 7: Revise the lighting plan to eliminate spillover in excess of .5 fc. Response 7: The lighting plan has been revised to eliminate spillover in excess of 0.5 fc Comment 8: Revise the lighting plan to include details on light fixture type and style. Response 8: The light fixture information can be found in the Calculation Summary table on Sheets C-710 thru C-713. Details can be found on sheet C-714. Comment 9: Revise the lighting plan to include information on light fixture color temperature. Warm white light is appropriate. Response 9: Note 1. on sheet C- 710 thru C-713 was added to address comment. Comment 10: Revise the lighting plan to include information on light fixture color/finish. Response 10: The light color is referenced in the specifications on sheet C-714 Comment 11: Revise the lighting plan to include proposed pole heights, with a maximum not to exceed 20'. Response 11: The pole heights are stated on the Luminaire schedule on sheets C-710 thru C-713. Comment 12: Revise the lighting plan to include wall -mounted lights. Response 12: Final location of wall packs along the building are still being coordinated however the governing site pole locations are show. Comment 13: Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." Response 13: Note 2. on sheet C- 710 thru C-713 was added to reflect comment. Comment 14: Provide a complete row of street trees along the Rt. 29 frontage. (Fill the gap near the cemetery.) Response 14: A complete row of street trees has been provided along the Route 29 frontage, including the gap near the cemetery. (See sheets C-703 and C- 704) Comment 15: Resolve the cable line/tree conflict along the frontage while maintaining an organized planting pattern. Response 15: The cable line/ tree conflict along the Route 29 frontage has been resolved by repositioning the trees further back from the line location while maintaining an organized planting pattern. (See sheet C-703 and C-704) w . Response 16: The frontage streets have been specified as 3" caliper as this fulfills the requirement of the corridor caliper requirement of 3" for street trees per Sec. 20C.7H Table 4. Comment 17: Consider adding trees along Travelway B and Private Road C. Response 17: Tress have been added along Travelways B and Private Road C where allowable. (See sheets C-703 — C-706) Comment 18: Add perimeter trees (2 '/2" caliper, 40' on center) along the east, west and south sides of the large parking lot. Response 18: Additional trees have been added to the eastern, western, and southern perimeter of the large parking lot area where allowable. (See sheets C-703 — C-706) Comment 19: Increase the planting size of interior parking lot trees to 2'/z" caliper. Response 19: Parking lot trees have remained at the specified caliper per county code. The tree calipers listed on the Landscape Plan sheets/landscape schedules (see sheets C-703 — C-706) fulfill the minimum tree size requirements of Sec. 32.7.9.6.0 Landscaping within a Parking Area. Comment 20: Consider adding trees along the west elevation of Building 1. Response 20: Additional trees have been added to the western elevation of building 1. (See sheets C-703 and C-706). Comment 21: Add the standard plant health note to the plan: "All site planting of trees and shrubs shall be allowed to reach, and be maintained at, mature height, the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." Response 21: The specified plant health note has been added to the landscape notes (#6) on the Landscape Plan sheets. (See sheets C-703 — C-706). Comment 22: Revise grading to provide rounded contours in the vicinity of the new entrance from Rt. 29. Response 22: Contours have been rounded near Rt. 29 Comment 23: Resolve the conflict between grading and drip line of trees to remain in the vicinity of the cemetery and Rt. 29. Response 23: The existing tree dripline/tree preservation area has been coordinated with the limits of demolition/grading. The Tree Canopy compliance table has been updated accordingly. (See sheets C-703 — C-707). Comment 24: Maintain grading outside the driplines of trees to remain. Show tree protection fencing on, and coordinated throughout, the grading, landscaping, and erosion and sediment control plans. Response 24: The existing tree dripline/tree preservation area has been coordinated with the limits of demolition/grading. The Tree Canopy compliance table has been updated accordingly. (See sheets C-703 — C-707). w . Response 25: The open area North of Ridgewood Drive contains existing vegetation that should be preserved however, additional plants have been added to the non -vegetated areas as allowable. Due to the presence of existing overhead wires, mostly small trees and shrubs have been added to supplement the existing plantings. The landscape schedules and Tree Canopy compliance table has been updated accordingly. (See sheets C- 703 — C-707).
