The Inspections Division policy is that building permits can't be submitted until final site plans have been approved. Hat
said, if you send Michael Dellinger (mdellinger@albemarle.org) an email and ask if you can submit both at the same
time, I can inform him (please CC me on the email) that the site plan is, in fact, approvable and Planning has no
objections to submitting both at once. This may allow both to be submitted.

9. [32.7.5.1] Per the approved conditions of SP2018-01, conditions
#2 states:
'The restaurant, tavern, and inn and accessory uses shall
not consume water in excess of existing permitted capacity
of the existing water system (76,000 gallons per day) and
sewage system (60,000 gallons per day). If the central water
or sewerage system must be expanded to meet existing or
future demand for residential users, the applicant shall seek
and obtain all necessary approvals for expanding the system
from the Virginia Department of Health, the Virginia
Department of Environmental Quality, and the Albemarle
County Board of Supervisors. Any expansion of the central
water or sewerage system to meet existing or future
demand for residential uses shall be solely for the use of
residential users." Please provide documentation that the
new uses proposed will not exceed the 76,000 gallons of
water and 60,000 gallons of daily sewage capacities
specified by this condition. Rev. 1: Comment will be
addressed, pending Fire Rescue verifying that the attached
Fire Rescue comment #2 is addressed.

WPO202100054), and is willing to take a bit of a chance (CAO review of docs pending, within moments), then please glance
over the attached SWM and public drainage deeds that accompany Timmons plat of Oct-19, 2021, last revised 4-Nov 2021, to
see if acceptable to Keswick Hall. If Williams Mullen is not supporting the effort, please disregard this email. If Keswick signs
/CDD receives one (1) original of each signed notarized deed and three (3) original signed /notarized plats, tomorrow, we may
be able to get these items recorded before the end of the month. If not, then the December date listed in documents is likely
accurate, and more reasonable. Note: both documents include reference to December, 2021. I will be glad to send .DOCX files
of deeds if requested, if November is even a remote possibility, and Williams Mullen may edit dates. If Williams Mullen makes

Thanks for email updating progress of items required for preconstruction —we cannot advance to preconstruction (Grading
Permit) without a recorded easement /deed, but frequent email reminders may help keep this in front of us. Attached, please
find email from Nov-4. SWM Maintenance Agreement was recorded, yesterday. I intend to send template deeds (Attached) to
county attorney's office for internal review, after sending this email. Note: Albemarle County circuit court online system does
not display the recorded Maintenance Agreement, and will not for several days. I relied on a 2019 deed for Keswick to format
attached deeds with bk.-pg. of Agreement that was recorded, yesterday. This is as responsive as is practical, or as is
possible. Please do not hesitate to check in next week, though we anticipate no updates prior to then. Next week is a short
week for virtually everyone. We cannot skip routine steps and proceed to preconstruction without a recorded plat, WPO plan

Thanks for your kind note. I was away Monday and Tuesday; tomorrow is a holiday —sorry for delayed
response. I am glad you are working through WPO plan bond, nutrient purchase, Maintenance Agreement,
easement plat, and SWPPP, with Ana, or with Engineering. That's a bit of a list.
I checked revised plan this morning ( that Jessica sent), and sent brief email to Riki this evening asking for
help with a minor item (labels, 06.6 , and should be able to approve WP0202100054 once the easement plat is
recorded (once the SWM Maintenance Agreement is recorded).
I believe Geoff, who is quite responsive, may be able to fold this into his schedule, but he is likewise aware of
: Maintenance Agreement, easement plat, nutrient purchase, SWPPP, and bond requirements, all prerequisite
to a preconstruction meeting. Next week seems ambitious.
Please note:
-0.34 lb. credit purchase is required; please continue to work with Ana, who will notify Engineering once
Affidavit and bill of sale are approved.
-SWPPP information (delayed until project award) is required, at earliest convenience ; please update SWPPP
with contractor information, and provide digital link to revised SWPPP.
-SWM Facility deed with plat must be recorded ( Engineering formats deed template once SW Agreement is
recorded; county records Agreement, once Agreement is approved).
-WPO plan bond must be posted —has a WPO plan bond estimate request been submitted? My memory is
faulty —perhaps it has, but just hasn't come through.
Note: Any Mfr. estimate of installed expense of proprietary detention system (ADS, Contech, Lane, etc.)
would be quite helpful, vis-a-vis bond.
Any of these items, if incomplete, may delay preconstruction; all items are prerequisite to scheduling
preconstruction.

In regards to the 2000 Marchant Street Initial Site Plan development, I have the following question/comment:
Perhaps the County would consider:
• assigning a Broadway Street address to all future buildings on the 2000 Marchant Street site;
• reassigning the existing building at 2000 Marchant Street a Broadway Street address.
Here is my thinking:
Judging by the recent traffic issues at the end of East Market Street brought about with the development of the Wool
Factory, it's increasingly clear that online navigation systems inform people's driving routes, even in the face of posted
signage routing drivers to an alternate route.
The power of these online navigation systems is also evident in the driving patterns of people trying to reach 2000
Marchant St. Currently, there are vehicles (directed by various online navigation systems) trying to access 2000
Marchant Street via the portion of Marchant Street on the other side of the railroad tracks. Since the railroad tracks are
now closed, and there is nowhere to turn around, those vehicles then must back down that portion of Marchant Street,
often driving over the existing roadside plantings. For a while, one online navigation system instructed drivers to 2000
Marchant St via East Market Street, turning them up Marchant Street, and then instructed them to park at the railroad
crossing (even though there is nowhere to park there) and then cross the tracks on foot to reach 2000 Marchant.
The portion of Marchant Street between the railroad tracks and East Market Street is in the City of Charlottesville, not
the County of Albemarle. However, since the City never accepted Marchant Street as a public road, that portion of
Marchant Street is not maintained by the City. It seems wise then to proactively minimize future traffic on the City's
portion of Marchant Street. Trying to monitor and correct each and every navigation system is not a practical solution. It
is with this consideration in mind that I offer assigning the proposed new structures a Broadway Street address (and
possibly changing the existing 2000 Marchant Street address to a Broadway Street address) as a proactive way to
manage this issue before it balloons into a bigger one.

Question for A -Team regarding Keswick Hall:
SP2018-01 Plan shows this as Building #9. 1 couldn't fine anything that says we anticipated this building to be
demolished and re -built. The conditions the BOS approved for the SP are in the attached PDF titled "Actions 24."
The site plan currently under review proposes to demolish the existing building and re -build a pool house and new pool.
Existing building currently does have a pool behind it.
Just want to make sure that this major site plan amendment isn't proposing something that we would require a SP
amendment for. I couldn't find any LODs or anything from us to the property owners stating that this specific proposal
has been vetted by the County yet. I know there was a fire in one of the buildings at Keswick Hall sometime over the
past year or two that totally destroyed the structure, but I don't know which building that was specifically. Perhaps it
was this "Building #9" and that is what the site plan is for?

I have not yet began my review of this application, but I will forward you my comments once they are ready. This is a
major amendment, which means it is being reviewed by all members of the Albemarle County Site Review Committee
(SRC). E911 and the Architectural Review Board (ARB) staff have completed their reviews and have no comments or
required changes. VDOT also sent me the attached no objection letter.
As other reviewers complete their reviews, I will forward you any comments or approvals from them. My comments
may be available sooner than the 11/4/2021 date that is listed in County View currently. I'll keep you updated as we
move forward with the review.

project. On Sheet C4.0, the site plan shows a new sanitary line being installed to "tie building sanitary to connect to
existing line. See Standard ACSA Sewer Service Lateral Connection Detail."
Can you verify whether this site is served by any ACSA water or sewer lines? VDH also sent me the attached letter stating
that they believe the site is actually served by ACSA.

Hi Vivian,
Last week was an SRC submittal date. My distribution list did not have any SRC items on it, but one did come in. The
reason it wasn't on my list was because the application was filed electronically and got lost in the intake
system. Margaret & I were not made aware of the application until Thursday afternoon.
I am trying to put together the legal ad and will have it into County View by then end of the day today. The application
number is SDP202100076 Keswick Hall Spa Major Site Plan Amendment.
