RE: ARB -2007-54: Kia Auto Dealership (Tax Map 78, Parcels 9 and 9A)
Dear Janet:
The Albemarle County Architectural Review Board, at its meeting on July 2, 2007 completed a
review of the above -noted request to construct a one-story addition to the service center and a
two-story sales office, and to expand the outdoor display of vehicles. The ARB took the following
actions.
Regarding the Request for Special Use Permit, the ARB voted unanimously (4:0) to forward the
following recommendation to the Planning Commission:
The ARB has no objection to the request for the Special Use Permit, with the following
conditions:
1. Vehicles shall not be elevated anywhere on site.
2. Vehicles shall be displayed only in areas indicated for display shown on the site plan
entitled "Kia Auto Dealership Major Site Plan Amendment" prepared by Dominion
Development Resources, LLC, with revisions dated 5-25-07.
3. Display parking shall be only in designated striped parking spaces.
4. Final site plan approval is subject to ARB approval of the lighting plan (which shall be
submitted with the site plan). Maximum light levels on site shall not exceed 30
footcandles.
5. Final site plan approval is subject to ARB approval of the landscape plan (which shall be
submitted with the site plan). Landscaping shown on the plan may be required to be in
excess of the minimum requirements of ARB guidelines or the Zoning Ordinance to
compensate for the negative visual impact of the proposed use, particularly regarding
particularly regarding perimeter trees at the new display area.
Regarding the Preliminary Site Plan, by a vote of 4:0, the ARB unanimously voted for final
approval of the Certificate of Appropriateness, pending staff administrative approval of the
following conditions:
1. Move the proposed pipe in the northwest corner of the site out of the planting strip. Continue
the row of red maples along the northern property line and along the west property line north
of the travelway.
2. Move the proposed pipe on the south side of Olympia Drive out of the planting strip. Provide
large shade trees 40' on center at 2'/2" caliper minimum along the Olympia frontage.
3. Show the existing tree line and proposed tree line on the plan. Clarify on the plan the extent
of grading proposed with the Kia expansion.
4. Correct notes 7, 13 and 14 under "Site Specific Notes" on Sheet C1.
5. Correct the parking calculations on Sheet C 1.
6. The proposed four (4) bay building extension shall be painted neutral or dark gray/brown
with cornice strip accents to match the existing building on the west elevation.
7. Existing CMU shall be painted to match the color of the new bays on the west elevation as
referenced in drawing dated July 2, 2007.
8. Final building elevations shall be shown accurately with the existing retaining wall.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated
ARB revision dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the memo
also. Highlighting the changes in the drawing with "clouding" or by other means will
facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with
your revisions to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued.
