STAFF CONTACT(S): David Pennock APPLICANT: Glenmore Associates Limited Partnership CONSENT AGENDA: ACTION: INFORMATION: ATTACHMENTS: Yes 1;7X� /I MIA 0407: PROPERTY OWNER/CONTRACT PURCHASER: Glenmore Associates Limited Partnership BACKGROUND: The subject parcel, Tax Map 93A1 Parcel 1, contains approximately 201.603 acres and is located throughout the Glenmore Subdivision in the Scottsville Magisterial District (Attachment A). Glenmore Subdivision is zoned Planned Residential District (PRD). The portion of the parcel subject to this request is approximately 47.052 acres at the terminus of Carroll Creek Road (private right -of -way) north of the tertiary treatment plant (Attachment B).This request is submitted for review based on the requirements of Chapter 18, Section 8, Planned Development Districts. DISCUSSION: Pursuant to Chapter 18, Section 8.5.5.2, each subdivision plat for a planned development shall be reviewed for compliance with the following: a. The approved application plan, and the approved standards for development, the accepted proffers, and the authorized waivers or modifications and any conditions imposed therewith, if any; The Glenmore Subdivision Master Plan was most recently amended April 19, 2000 as part of ZMA -99 -16 (Attachment Q. ZMA -99 -16 also increased the maximum allowable single family units and amended the proffers. The subject property falls within a portion of land described on the Master Plan as areas 29, 30, 31, and 32. Each of these areas is designated as "Single Family ". The application plan for ZMA -99 -16 further identifies the area as a future residential section. The current request shows one additional lot, with access from an existing road. Thus, it appears to comply with previously approved application plans. b. The permitted uses within the planned development zoning district, including all proffers, as determined by the zoning administrator after consultation with the director of planning and community development; in making this determination, the zoning administrator shall be guided by section 22.2.1 of this chapter•, The applicant has indicated that this lot is being created for use in a financial transaction. At this time, there are no plans to build on it. However, the preliminary plan as shown would allow for the construction of a single family residence. This potential use complies with the intent of Chapter 18, Section 19, Planned Residential Districts, and with the proffers of ZMA- 99 -16. These proffers limit the type of residential development to detached single - family dwellings and various accessory uses. c. In addition to the foregoing, conformity with the application plan and the standards of development. There is not a Code of Development associated with Glenmore Subdivision.
