HomeMy WebLinkAboutZMA200600014 Request of Modification, Variance, Waiver 2008-02-12Date: February 12, 2008 Claudette Grant County of Albemarle Zoning Department 401 McIntire Road Charlottesville, VA 22902 Re: Request for Modification of Sec. 8.4 of Albemarle County Zoning Ordinance Georgetown/Hydraulic Professional Offices, TMP 60F-3 Dear Claudette, Section 8.4 of the Zoning Ordinance states that "A planned development district may be established in any development area identified in the comprehensive plan, and in any rural area identified in the comprehensive plan if the district is a planned historic district, containing a historic site and the purposes of the district include the restoration, preservation, conservation and enhancement of the historic site, provided that its location is suitable for the character of the proposed uses and structures." This site is shown on the Land Use Plan as "Rural Area" just outside of a development area for "Urban Density." Per section 8.2, a modification of the requirements of section 8.4 is requested in order to allow the development of this project in a Rural Area. The reasons for this modification request are as follows: 1. The site is currently zoned C-1 Commercial, and an approved by -right site plan exists permitting a gas station and convenience store. The proposed two-story office building, with relegated parking provides a preferable alternative. 2. The proposed two-story office building conforms closely to the Neighborhood Model of Development principles of; pedestrian orientation, neighborhood friendly streets, parks and open spaces, buildings and spaces of human scale, relegated parking, and site planning that respects terrain. 3. The location of the site, on the corner of Georgetown and Hydraulic Roads, is adjacent to the County's Growth area on the other side of Georgetown and Hydraulic Roads. It is located on a bus line and is in close proximity to residential and commercial uses. This project will contribute to the overall mix of types and uses in the growth area, and will harmoniously anchor the corner of this intersection with an attractive, human scaled building.
