The County of Albemarle Planning Division will grant or recommend approval of the plat referenced
above once the following comments have been addressed: [Each comment is preceded by the applicable
reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302(B)1] Provide the date of the last revision of the plat on future submittals of this plat.
Comment still applies to future submittals.
2. [14-302(B)5] This property is also located within the Entrance Corridor Overlay District. Add
this overlay district to the zoning note on the cover sheet of the plat. Comment addressed.
3. [14-302(A)5] The proposed right-of-way to be dedicated needs to be labelled as "hereby
dedicated to the County for public use."
Identify whether the proposed drainage and stormwater management easements are private or
public. If public, label as "hereby dedicated to public use." Comments addressed.
4. [14-303(D)] Provide additional information on the property proposed to be dedicated in the
areas of 80, 85, and 357 square feet. It is unclear what the boundaries of those areas are, and the
grey shading does not show up for those three areas. As stated by Engineering below, insets of
those areas are recommended Comment addressed.
5. [General Comment] Deeds for the easements are required. These deeds will be prepared by
the Engineering Division once all plat comments have been satisfactorily addressed and will be
required to be recorded along with the easement plat. Comment still applies.

A single plat review comment remains, item l.b. —we appreciate plat revisions which address virtually all review
comments. Engineering is glad to check plat revision (.PDF preview) later today, or tomorrow, item 1.b.

1. Sheet 2
a. For clarity, recommend inset details (1`40') for 80, 85, and 357 ft2 R/W dedication. (Rev. 1) Withdrawn.
Applicant (12/23/21 letter): `The ROW dedication in these portions of the property is to accommodate a curb
and gutter section, with a planting strip and sidewalk. Because the existing ROW nearly accommodates this
street section, the new boundary line is set 4"-10" behind the existing boundary line in some areas of the
dedication. In addition to the small areas of dedication (80, 85, and 357 SF), the dedication is along 100-200
LF of road frontage that is curvilinear, resulting in a variable width ROW dedication. Due to these conditions,
inset maps of a meaningful scale would be very large, but would require extraneous sheets; because the new
boundary line would be clearly defined by this plat, we respectfully pose that the inset maps would not provide
additional utility and the needed information is provided in the definition of the new boundary.' Engineering
accepts this well -reasoned position for review item l.a.
b. Provide inset detail for N 22°51'54" E 0.45' boundary segment relative to C 13, C1. (Rev. 1) Persists.
Applicant: identical response to l.a. As follow-up: In this instance, it is possible to infer but not positively
determine that 0.45' boundary segment departs (on bearing N22°51'54"E) from north end of C 13, but this
inference requires an understanding of plat conventions. Please provide 1" =20' inset scale to clarify
orientation of C 13-0.45' line-Cl. Note: If LS is strictly opposed, then comment is withdrawn. Engineering
encourages .PDF preview be sent prior to formal resubmittal for quick check /approval.
2. Sheet 3: Label C7, C8, and boundary segment S 83°32'23"W, 41.35' for reference. (Rev. 1) Addressed. Applicant:
`Additional references have been added for clarity.'
3. Sheet 4
a. Provide inset detail for D14. (Rev. 1) Addressed. Applicant: `This jog D14 in the easement has been
removed.'
b. Provide linework to discriminate between public drainage and SWM facility easements; that is, provide
separate SWM facility easements for each underground detention system sufficient to allow future
maintenance of each system. (Rev. 1) Addressed.
c. Label drainage easement upstream and south of the southernmost detention /SWM facility `New variable
width private drainage easement.' (Rev. 1) Addressed.
d. Label all remaining drainage easements `new variable width public drainage easement' since remaining
drainage easements lie downstream of SWM facilities, and storm pipe downstream of SWM facilities require
public drainage easements. (Rev. 1) Addressed.
e. Please work with design engineer to evaluate proposed SWM facility width and private /public drainage
easement widths against Albemarle County Design Standard Manual easement diagram, at ACDSM, p. 15

widths may need to increase, based on size -depth of burial of detention systems, once compared with easement
diagram. (Rev. 1) Addressed.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Foresight Survey, dated 22
December 2021, and offers the following comments:
1. In light of the response to previous comments, add a note: "VDOT will be responsible
for maintaining sight distance for a private entrance within the sight distance easement."
Similar language pointing to the easement that specifically releases VDOT from
responsibility for maintenance of sight distance for private entrances will also be
acceptable.
Please provide a digital copy in PDF format of the revised plan along with a comment response
letter. If further information is desired, please contact Doug McAvoy Jr. at (540) 718-6113.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
