Re: SDP202100055 North Pointe Clubhouse Final Site Plan
The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
Comments from Initial Site Plan Action Letter (dated December 4, 2020):
1. [ZMA2013-07, ZMA2000-9] Proffer 9.2 Bus Stop Turnoffs, Bus Stop Improvements, and Bus Service. Prior to final site
plan approval, the County Transportation Planner and VDOT shall review and approve the proposed location of the
bus stop turnoff and the bus stop improvements. VDOT has not reviewed the revised initial site plan, which depicts the bus
turnoff, the attached VDOT approval predates this revision. First submittal: Comment addressed. site Plan shows bus
turnoff and VDOT has stated no objections to including this in the right-of-way in this location. See attached VDOT
letter for further information.
2. 132.7.2.1, 32.5.2(i)] VehicularAccess to Site. Prior to final site plan approval, the roads serving the site and providing the
bus stop turnoff shall be approved on a road plan and either built of bonded. Currently these roads are being reviewed
under SUB2016-92. First submittal: Road plans for streets that will serve the site have been approved. Roads must be
built or bonded prior to final site plan approval. Please see attached Engineering Division comments for further
information. Rev. 2: Comment stands, please see attached Engineering Division comments.

3. [ZMA2000-09, ZMA2013-7, 4.16.2] Application Plan and Proffer 3.2. Please provide the required playground within
Park I. Depict the square footage of the playground and list the recreational structures in the playground. The
playground shall be a minimum of 2,000 SF and shall be fenced. The minimum equipment required in the playground is
1 swing (4 seats), 1 slide, 2 climbers, 1 buckabout or whirl, 2 benches. Also, provide a sidewalk to the playground from
the parking lot. First submittal: Comment not addressed, no playground is shown on the plans. Per applicant comment
response letter, the playground is shown on the landscape plan. However, the plan set submitted does not include a
landscape plan. See corn ments u nd or "New Comments Final Sit e Pl an " for more information. Rev. 1: See
comments #4
and #15 below.
4. [4.16.2] Minimum Facilities within the Recreation Areas. Please provide documentation of the types and square footage
of amenities that will be provided within the building. First submittal: Comment not addressed, no playground is shown
on the plans. Per applicant comment response letter, the plavground is shown on the landscape plan. However, the
plan set submitted does not include a landscape plan. S ee comme nts and er " New Com me nts Fin al Sit e PI a n"
for more information. Rev. 2: Comment not addressed. The revised materials submitted include an illustrative exhibit
of the playground that is not included in the site plan drawing set. The playground improvements need to be included
in the final site plan drawings. Currently, the playground is not shown on the site layout drawings. All proposed
improvements, including any playground equipment (including climbers, slide, swing equivalents), facilities, sidewalks
leading to the playground, etc. need to be shown on the site plan layout drawings with dimensions, areas, etc.
Playground is shown across plans and proposed improvements identified to include the play equipment and surfacing.
5. [32.7.9.7(a)(2), 32.7.9.7] Screening/Parking Areas. Commercial uses and parking areas shall be screened from adjacent
residential uses. On the final site plan, please provide a landscape plan that provides the required plantings. First
submittal: Comment not addressed, no landscape plan is included. See comments under "New Comments Final
Site Plan' for more information. Rev. 2: Comment notfully addressed. A separate single sheet landscaping plan
was submitted with the revised materials, but it is not included in the final site plan drawing set. Landscaping plans
need to be included in the actual final site plan set and must address all requirements mentioned in comment #6, #8

6. 132.7.9.5(e)] Shrubs Along Public Streets. The parking area is located so that the parked cars will be visible from the
public street, as such additional planting of low street shrubs (12" tall minimum) between the street and the parking
area is required. Provide shrubs in this area that meet the criteria in Section 32.7.9.5(e). The shrubs shall be in a single
row planted five feet on center. On the final site plan provide a landscape plan that provides the required plantings.
First submittal: Comment not addressed, no landscape plan is included. See comments under 'blew Comments Final
Site Plan' for more information. Rev. 1: Comment addressed provided that the landscaping plans are included with
the full site plan drawings as mentioned in comment #5 above.

7. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. On the landscape plan, please identify whether existing wooded
areas are evergreen, deciduous, or a mix thereof. First submittal: Comment addressed.
8. [32.5.2(p), 32.7.9.7(a)(1)&(2) & 32.7.9.7(d), 32.6.20)] Landscaping. Provide a complete landscape plan that meets all
requirements of Section 32.7.9 with the final site plan. The plan shall provide the required street trees, meet tree
canopy requirements, meet parking lot landscaping requirements, and screening requirements. First submittal:
Comment not addressed, no landscape plan is included. See comments under "New Comments Fin at Sit e PI a n "
for more information. Rev. 1: See comment #16 below.
9. [32.7.4.1] Approval of a VSMP Plan is required prior to final site plan approval. See attached Engineering review
comments for further information. First submittal: Comment stands, please see Engineering comments. Rev. 1:
Comment addressed.
10. [ZMA2013-07, ZMA2000-9] Discontinue the title of sheet C-1B, `modified application plan" as this is not a true
statement and it is misleading. The Board of Supervisors has not approved a modified application plan. Relabel this
page "Layout Plan". First submittal: Comment stands, the side bar has been revised to layout plan, but the drawing still
says "Mod ified Ap p I is ati on PI an. " PI ease rev ise . Rev. 1: Comment addressed.
11. [32.5.2(b)] Height. Label the height of the building. First submittal: Comment not addressed. The building height note
on Sheet C-3 is blank, please state the proposed building height. Rev. 1: Comment addressed.
12. [32.5.2(n)] Any proposed outdoor lighting must be shown on the final site plan. A photometric plan and lighting cut
sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec
4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required

ed with landscape p 1 an. " No landscape plan is included in the plan set. Please provide a separate lighting plan on the
revised submittal. Since the lighting plan needs to show photometric measurements (footcandles), staff highly suggests
not showing all lighting plan details on the same drawing as proposed landscaping. Rev. 1: Lighting plan has been
provided but is separate from the site plan drawing set. Lighting plan needs to be included within the full site plan
drawings. See comment #17 below forfurther information.

13. [32.6] The final site plan shall meet all the requirements of section 32.6 of Chapter 18 of the Code. First submittal:

New Comments Final Site Plan
14. [General Comment] The clubhouse parcel has not yet been subdivided. Please indicate when this parcel will be
created. Additional comments may be forthcoming pending applicant response. Rev. 1: Subdivision application to
create clubhouse parcel is under review. This comment will be addressed once the clubhouse plat has been
approved and recorded and the site plan has been updated to state the plat recordation information(deed book and
page number) and the new Tax Map Parcel (TMP) number, acreage, etc.
15. [32.7.7] Please show all proposed and required recreational facilities and associated improvements. For any
recreation equipment within the playground area, please provide manufacturer cut sheets/details of the specific
equipment. Rev. 1: Comment not addressed. The illustrative exhibit shows a proposed recreational area at the east
side of the clubhouse parcel. However, none of the improvements within the recreational area, including
walkways, are visible on the site plan. All of that information needs to be shown on the site plan. Dimensions of
improvements should be included. The climbers, swing equivalent hammocks, buckabout/whirlwind equivalent
features, and slide should be shown and labeled on the site plan drawings. Also, the site plan should show and
dimension the badminton court/flexible use area on the pool deck. Manufacturer spec sheets for all of the
proposed recreational equipment (specifically the hammocks and buckabout/swing equivalent features) should be
provided on the construction detail drawings.
The climbers, the swing equivalent group hammock, the buckabout/whirlwind equivalent features, and slides are labeled on the
site landscape plans. The play lawn at the club house pool deck has been dimensioned and all manufacturer specifications have
been provided for the intended play features on L1.02 Play Equipment Details Sheet. Notes have been provided explaining the
intention to substitute one climber requirement with the nature play boulder/ rock scramble and the substitution of the typical
swing equipment with a group hammock due to the sloped nature of the site.
16. [32.7.9] Please provide a landscaping plan that complies with all requirements of Section 32.7.9 on the final site plan.
This includes the following:
a. Provide a landscaping schedule that identifies proposed tree and shrub species, quantity, size/height at time of
installation, etc. Include columns stating the canopy area per individual landscaping species and a separate
column stating the total canopy per species based on the quantity of each tree or shrub species provided. The
canopy areas per species must match the Plant Canopy Calculations table hyperlinked below. Rev. 1:
Comment not fully addressed.
Reauired street tree calculation on Sheet 1-1.02 should state that 13 street trees are reauired, not 8. Please
revise the calculation so that it states 8 are reauired. There are only 8 street trees proposed, please provide 5
more trees.
The design team added 5 additional trees to the street scape for a total of 13. Due to the bus stop, intersections, and
parking entrance, there is limited street frontage available for street trees, 1 was added along Cliffstone Boulevard, 4 have
been added north of the property line along Steep Rock Drive.
Parkina tree calculation on Sheet 1-1.02 should state that 3 oarkina trees are reauired. not 2. The calculation
states that 4 parking trees are provided, butstaff only counts 3 that meet the requirement (the three London
Plan Trees located within islands of the interior parking lot). No additional parking trees need to be added,
but please update the calculation so that it states that 3 Darkina trees are reauired and provided.

b. [32.7.9.4 (c)] Existing landscape features as described in this Code section. Rev. 1: Comment addressed.
c. 132.7.9.51 Provide a calculation of required street trees and show proposed street trees. Street trees must be
large or medium tree species from the Albemarle County Approved Plants List hyperlinked below. Trees must
be spaced 50' on center. Rev. 1: Comment not fully addressed. The landscape plan (Sheet 1-1.01) shows street

trees. but the label does not state the proposed tree species. The label should indicate which tree species is
proposed from the schedule on Sheet L7.02.
The design team has included the proposed street tree species in the plant palette and notes the species use as a street
tree in the Planting Schedule "Notes" column on L2.02. The street tree species shall include: Acerx freemanii'Jeffersred',
AcerSaccharum'Legacy', and Liquidambarstyraciflua'Ward' Cherokeen'.
d. [32.7.9.8] Minimum total landscaping canopyfor the site area. 20% of the site must be canopy area. Site area
is calculated as described in Section 32.7.9.8 (c). Please provide a calculation on the landscaping plan
identifying the percentage and sq. ft. of required and proposed canopy area. Rev. 1: Sheet L7.02 states that
the provided canopy measures 18, 552 sa.ft. However, the plant schedule is missing canopy information for
the proposed trees and shrubs, as well as for the street trees. Please provide this canopy area in the table so
that staff can verify that 18,552 sg.ft. of total canopy will be provided.
The design team has added columns in the plant schedule on L2.02 to show the individual canopy for each species, the
amount of canopy that counts toward meeting canopy requirements and total canopy. Total Tree Canopy toward Tree
Canopy Requirements includes trees and shrubs exceeding five feet in height at a maturity of ten years after planting;
within the gross acreage of the developed site property. These assumptions are noted at the bottom of the Plant
Schedule as well as the Albemarle resource used to calculate the tree canopy square footage calculations.
e. All proposed landscaping must be species identified on the Albemarle County Approved Plants List. Rev. 1:
Comment addressed.
Canopy areas for specifictree and shrub species can be obtained from the Plant Canopy Calculations table.
Rev. 1: Comment addressed.
g. [32.7.9.9 (a)] Add a note stating "All landscaping shall be installed by the first planting season following the
issuance of the first certificate of occupancy within the development, or a phase thereof." Rev. 1:
Comment notaddressed, note is not included.
The requested note has been included on L2.02 Landscape Planting Plan.
h. [32.7.9.9 (C)] Add a note stating "All landscaping and screening shall be maintained in a healthy condition by
the current owner or a property owners' association, and replaced when necessary. Replacement material shall
comply with the approved landscape plan." Rev. 1: Comment not addressed, note is not included.

17. [32..8] Provide a lighting plan that addresses the following:
a. [4.17] Showthe location of all outdoor lighting for any luminaries equipped with a lamp which emits 3,000 or
more maximum lumens. Rev. 1: Comment addressed.
b. [4.17] Provide a luminaire schedule identifying each type of outdoor luminaire proposed. Include the
manufacturer name, model number, lamp type (e.g. LED, incandescent, etc.), wattage/lumens emitted, and
pole/mounting height. Include a column in the schedule that identifies the symbology used for each fixture on
the lighting plan. State the number of each outdoor luminaire provided by type. Rev. 1: Comment addressed.
c. [4.17] Provide a table with photometric data for each luminaire type. Show photometric measurements within
the site and along all property boundaries. Please be aware that Albemarle County requires photometric plans
to use a Light Loss Factor (LLF) of 1.0 to calculate footcandle measurements on site plans. Please be aware
that the spillover of lighting from luminaires onto public roads and property in residential or rural areas
zoning districts shall not exceed one-half foot candle. Rev. 1: One of the type lamps near the dumpster
enclosure shows spillover onto adjacent properties that measures 1.6 and 0.7 footcandles. The maximum
footcandle measurement along all property lines is 0.5 footcandles. Please revise the lighting plan so that
the footcandle spillover onto the adjacent properties does notexceed 0.5 footcandles. Additional
footcandle measurements should be shown along this property line.
The design team added an additional property line photometrics calculation to ensure all footcandles are <0.5.
An Additional fixture type (AB) has been added to the schedule with a house side shield to ensure
no spillage onto adjacent property at the dumpster location.
d. [4.17.4 (a)] Provide manufacturer cut sheets for all outdoor luminaires that will emit 3,000 lumens or greater.
Be sure that the cut -sheets identify that these luminaires will be equipped with full -cutoff fixtures. Rev. 1:

e. [4.17.4 (b)(1)] Add a note to the lighting plan stating "The spillover of lighting from luminaires onto public

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced North Pointe Clubhouse, as submitted by Townes Site
Engineering, dated October 01, 2021 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
