Per your request, Timmons Group has calculated the pro-rata share of the requested road o,
improvements associated with the relocation of St Anne's-Belfield's (STAB) Middle School to the
Lower Campus located on Faulconer Drive.
As indicated in the report, and agreed upon by the County and VDOT, the following >
intersections/road improvements are associated with the relocation of the Middle School: 0

The estimate provided by Joel Denunzio (VDOT) for the southbound right turn lane on Faulconer x
Drive indicated a cost of $71,000. Timmons Group calculated a cost for the requested LL
westbound right turn taper on Old Ivy Road based on the aforementioned estimate. The y
estimated cost for westbound right turn taper on Old Ivy Road is$40,000. v

The pro-rata share was determined using (1) the site-generated traffic estimate for the Middle
School and (2) the projected 2010 total traffic volumes. The "impact percentage"was calculated Ni
using the total number of site-generated trips compared against the total number of entering o
trips at each of the subject intersections. The calculations are summarized in the table below: `" 00

Juan,
So I can disregard the left turn lane prices provided, given that the TIA did not indicate left turn lanes at
Intersection 4 or 5?
Also, should I proceed using the $71,000 cost estimate for the right turn lane on Faulconer Drive at the ramp?
Lastly, there is no cost estimate provided for a right turn taper(as identified in the study). What cost should be
used? I assume a left turn taper would be less expensive than a full width right turn lane.

Thanks for the information. Just to clarify, the study cited 2 school related improvements
➢ On Faulconer Drive as it approaches the SB off ramp from Route 29 a 100' right lane was indicated (the
taper was warranted under background conditions)
➢ On Old Ivy Rd (WB) as it approaches Faulconer Drive a right turn taper was indicated.
The information you provided below shows prices for(1) a left turn lane at Faulconer/Ramp intersection and (2) a
left turn lane at Faulconer/Old Ivy. Neither of these corresponds with the school related improvements cited in the
submitted study. My experience in the past, and shown below, is that left turn lanes are more expensive to install
given the transitions. I see you included the cost for a right turn lane but no explanation was associated with that
line item.
Any explanation you can provide will be appreciated.

Juan,
I ran the estimates for the improvements to route 855 and route 601 as we discussed at our meeting last week I
used PCES (Project Cost Estimating System)to generate these estimates. PCES takes historical data from
advertised VDOT projects and generates a database according to the type of facility and features of the road. I
used a functional classification of urban local street with a shoulder design which is in line with the current road.
also generated the estimate assuming the project would fall under rolling terrain. Please also note that these
estimates do not include any type of right of way or utility costs. If you have any questions, please contact me
and I will try and answer any questions.
