Albemarle County Planning Services (Planner) — Ben Holt 1. [32.4.2.1.F] - County records show that the $448.00 notification fee has not been paid. This fee will need to be paid prior to final site plan approval. Response: Comment noted. $448 fee will be paid prior to site plan approval. 2. [32.6.2.D] — Water and Sewer Facilities. Note the size of the existing sewer connection that crosses Plank Rd (Rt 692). Label the sewer easement as public or private and indicate the party responsible for maintenance. Provide documentation regarding easement and maintenance agreement for the sewersystem. Response: The size of the proposed sewer connection that crosses Plank Road has been labeled on sheet 6 and a private easement. An offsite easement plat exhibit has been provided, not for comment but to show the reviewer that the recorded documents should be coming prior to another round of comments. 3. [32.5.2.A] — General info. Indicate that the property is within an Entrance Corridor zoning overlay and the Flood Hazard Overlay. Provide method of determination proving that the site area is not located within a flood hazard overlay district. The use/expansion cannot be approved otherwise. Response: Floodplain information note has been provided on the cover sheet: Refer to SDP199900010 and SDP199900074 for Letter of Map Revision and documentation showing the building is not within the floodplain. Albemarle County Engineering — Matthew Wantland 1. Revise the note on the cover sheet to show the disturbed area Response: The disturbed area has been provided on the cover sheet. 2. Provide additional information on the sewer for determination of a central system [Chapter 16]. How many connections will the proposed sewer serve and how many connections will be served once it is tied in to the existing sewer? Response: The existing VPDES permitted treatment system Crossroad Village Center has one connection. The fire department is adding one connection to the existing VPDES permitted treatment system Crossroad Village Center. The total number of connections will be 2. 3. Provide the study/methods used to show the site does not fall into a flood hazard zone. [18.30.31 Response: Floodplain information note has been provided on the cover sheet: Refer to SDP199900010 and SDP199900074 for Letter of Map Revision and documentation showing the building is not within the floodplain. VDOT — Doug McAvoy 1. Please confirm there are no impacts to the right-of-way as a result of this work. Response: The 2x2" sanitary force lateral through the ROW will be bored. The plans call out for overhead utilities to be buried in the ROW. These utility extensions will require their own permits at time of construction but do not require a permit for site plan approval. 999 Second Street SE. It does not appear the location of the proposed construction will interfere with the existing septic system. However, if the addition will result in expanded water use — increased number of personnel, dinners, banquets, etc. that are not already held —we will need a capacity assessment of the existing system provided by a wastewater engineer before we can recommend approval of the site plan Response: It is not anticipated that there will be an expanded water use on the property. Fire/Rescue — Howard Lagomarsino 1. Please add a note to the plan with the ISO calculated needed fire flow for the building. Response: The note has been added to the utility sheet. 2. Please add a note on the plan as to the nearest water source available to support for suppression operations. Response: The note has been added to the utility sheet. CDD Inspections — Betty Slough Replace Note 9 under Plan on page 2 with this: 1. All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). Response: This project is outside ACSA jurisdiction. Note not added. 2. The Albemarle County Building Inspections Department (ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. Response: The note has been added to the utility sheet. 3. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s).. Response: The note has been added to the utility sheet. 999 Second Street SE. The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Response: The note has been added to the utility sheet. CDD ARB — Khris Taggart 1. An ARB Countywide Certificate of Appropriateness application is required for review. In Part B of the ARB application form https://www.albemarle.org/Home/ShowDocument?id=956 ), that would be a Countywide Certificate of Appropriateness for "Additions to ARB-approved buildings." Here is a link (https://www.albemarle.org/Home/ShowDocument?id=966 ) to the submittal requirements for that type of application. Response: A certificate of appropriateness application has been provided with this submittal online. Samples have been dropped off at CDD c/o Khris Taggart.
