I followed up with everyone after our 3:00 meeting and I think I got some good answers. Thank you all again for helping us through the tail end of this process. I hope that we can satisfy everyone's final requirements. We have some of you meeting us at 5th St Landing starting around 9:00 AM Monday morning. We should have Diggs meeting with Joel and I believe the trail contractor will be out there as well. Please be aware that we'll have paving going on and the Holiday Inn has sensitivities to life. Randy is working this weekend to have the amended easement prepared for Cameron. This should be the final piece of his puzzle to get the minor amendment approved. I have included a markup of the site plan outlining which areas are being held up and what items will be in progress. I've color coded the sections for reference. The main hold up is the orange area that consists of the bike lane, curbing and sidewalk. This is the section that is being held up by the shop drawings for a VDOT approved D-Box (not going to pretend to have this structure figured out completely in my head). Joel and Diggs will be meeting on site regarding this Monday morning. Hopefully, I can better address the timeline of the other items after this meeting. Per Diggs, construction on the taper lane (green) will commence this week. In talking to Joel about their approval for vehicular safety, it was his thought that we are at a "punch list" stage once the entrance (purple) is complete (feel free to correct me if I misstate this). The bike lane (orange), taper lane (green), and curbing would not be items that would hold up his approval for CO. Hopefully we are far enough through with the taper lane in the next couple weeks and the northbound improvements are all that remains. The right turn in/right turn out and entry paving (purple) are all that is required in order to open the site. Joel, I'd be happy to walk through additional items that you need to see complete while we are on site. The contractor for the internal trail (blue) will hopefully begin Tuesday/Wednesday and wrap up at the end of this week/beginning of next. Asphalt should complete at the end of this week and striping will happen at the start of next week. The path (red) connecting the sidewalk to the internal path will be the absolute last thing to be complete in that portion of the site work. Keith, Ashley, and I will be walking the site to check the boxes one more time for things they'd like to see in regards to phasing and safety. Please let me know if we can work through bonding on the remaining items or if anyone has any items left for their list so we can address them ASAP. I should be able to have close valuations on work remaining after the 9:00 meetings. Again, I want to thank all of you for your help with this process. The file is too large to send the whole thing, so I extracted two drawings where you can see it (attached). It's hard to see on sheet 3, but it's clearer in the exhibits on Sheet 13. Proffer 5a: yes, that's the buffer. With their minor amendment that's currently under review (SDP201900045), I had commented telling them that all of the buffer landscaping needed to be installed as part of phase 1. See my attached comment letter, comment #15. 1 was erring on the side of caution and just made a judgement call that they would need it all installed at the beginning as part of phase 1. Based on my comment letter, it looks like they revised the minor amendment so that all the buffer landscaping was proposed in phase 1. As I mentioned to Keith earlier, that minor has not been approved. They haven't resubmitted since my comments went out in January. Let me know if you need anything else. It now seems like we have a solution that will work for everyone, however, the solution (an offset D box) has a 3-week lead time for manufacture (once it receives final approval) and then still needs to be coordinated for install and completion. This could push us out another couple months, which will be unacceptable for Starbucks. Unless sidewalks and planting strips get installed along both sides of the proposed private street ROW all the way back to the new parcel, waiver request would need to be filed, which would still require approval by the Planning Commission. In short, when dealing with existing conditions, it's almost impossible to capture everything on 2D paper. Our responsibility during construction is to ensure everything built within the public ROW is per VDOT Contract Documents - Standards, Specifications, Road Design Manual, Drainage Manual, Structures Manual, Code of Virginia, VTMs etc. Everyone has a role in this and unfortunately there will always be field issues discovered during lay out or construction that must be addressed. Here is the plan note that's always included; The big issue for your development is roadway drainage vs. the site plan modifications. The second issue is the importance of guardrail construction and safety standards that aren't always detailed sufficiently on the plans. You are permitted to build to your approved plan (which was deemed unconstructable and in the amendment process). However, we've identified these issues that may make it difficult to build and stabilize your plan in a way that we can be comfortable releasing the permit. Our comments thus far have been an effort to head off these problems you may encounter. Additionally the retaining wall would still need to be approved by our structure and bridge department considering its placement over an inventoried structure governed by federal inspection guidelines. This is not handled during plan review, most frequently, because the engineer at the time does not have enough specificity regarding the wall design. Structure shop drawings are always required for retaining walls supporting critical roadway features. The shop drawings contain additional details necessary but depend on the VDOT pre approved structure selected by the Contractors Geotechnical engineer. Let's meet again next year to discuss further. Structure shop drawings are always required for retaining walls supporting critical roadway features. Below are my answers to your questions: Selling off a piece and doing mini -storage: there are some hurdles you would have to go through in order to do a different use and building layout on your property than what you've been approved for already. The Zoning Map Amendment (ZMA201200007) had a proffered concept plan tied to it, and development of your site will be held to that plan unless you go through another rezoning and amend the concept plan. And since rezonings have to go through the Planning Commission and Board of Supervisors as public hearings, there is no guarantee that it will end up being approved. Parking requirements for self -storage facilities: the Zoning Ordinance does not specify a standard for this use. What you would have to do is file a request with the Zoning Administrator to determine what the parking requirements are. You would provide him with an analysis of what you think you need, and then he'd evaluate it and either approve it or say that a different calculation is needed. Retaining % acre for constructing a small building: this is another element that we would need to see drawn up on plans. It would also require an amendment to the ZMA concept plan. I can't verify whether we would support or not support a change to the layout without seeing it. One more consideration, and this is a big one, to keep in mind if you are actually thinking about changing this site, is that it is in the Entrance Corridor. This means the mini -storage building and all new buildings would have to go back through the ARB for review. Most mini -storage developers already have a specific building design in mind and often times the EC guidelines conflict with the more standardized corporate design of national mini -storage companies. Their working plans show the new sidewalk being extended to the City line. My recollection is that we agreed to stop the sidewalk where the primitive walkway on 5th ended. Anyone on the sidewalk heading north will have to crawl over the guardrail in order to exit the sidewalk. An extensive retaining wall will have to be constructed over Moore's creek to support the sidewalk... which will be inaccessible. Again my recollection is that the county agreed to modify the length of the sidewalk extension. The ZMA approved for the property shows the sidewalk going all the way to the municipal boundary. What was approved on Scott's plan is consistent with the ZMA requirements. Scott's plan shows the sidewalk going over the bridge and ending at the culvert wing wall as shown on Sheet 13 of the Collins Plan. Based on the exhibit shown on Sheet 13 of Scott's plan, the guardrail isn't going to be an issue for pedestrians to access the sidewalk. Part of the guardrail is getting removed near the entrance to your site. Closer to the bridge, the road pavement will be widened to accommodate the sidewalk and other improvements. When the site in the city gets developed the guardrail will likely be either totally removed or altered in a way so that new sidewalk connecting to the sidewalk will be accessible with no impediments. This is how sidewalk networks get constructed piecemeal in all localities. I know this may not be what you wanted to hear, but that's a required improvement. Light pole locations shown on the lighting plan differ somewhat from those shown on the site, grading and utility plans. Please revise for consistency throughout. 6. Many plant symbols are too light to read when shown under pipes, etc. In the plant schedule, the smallest symbols are too small to clearly distinguish them from each other. Revise accordingly. 8. There appear to be inconsistencies between the plant schedule and the plan in the quantities of some plants. Please check the Red Maple, Willow Oak, Allee Elm, and Eastern Red Cedar. 9.
