RE: Crozet Self Storage— Initial Site Plan Review — SDP202100081- Comment Response Letter
Dear Mr. McCollum:
We have reviewed all of your comments from December 9, 2021 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
Albemarle County Planning Services (Planner) — Kevin McCollum:
Comments to be addressed prior to final site plan approval:
1. [32.7.2.3] Pedestrian infrastructure, designed and constructed to the standards of the
Virginia Department of Transportation, should be provided adjacent to Route 250 and
Crozet Avenue for the length of the parcel. See comments from Transportation Planning
staff below. Please address the following:
a. The Crozet Master Plan recommends a minimum 10' wide shared -use path along
Route 250.
5' concrete sidewalk with a 6' buffer has been provided along Route 250
frontage. Due to limited right-of-way beyond the edge of pavement, a 10' wide
shared -use path with a 6' buffer is not feasible. Based on January 27 meeting,
sidewalk does not extend to intersections, to allow flexibility for future
connections and avoid unsafe pedestrian crossing conditions, without
crosswalks and receiving ramps on the opposite side of the road.
b. A sidewalk meeting minimum VDOT standards should be provided along the
frontage of Crozet Avenue.
Based on January 27 meeting, sidewalk has not been provided along Crozet
Ave frontage, due to impacts to steep slopes and existing trees that are part of
ARB screening considerations.

performs any testing and inspections of the public sewer and water main(s). The
Albemarle County Building Inspections Department (ACBID) does a visual inspection and
witnesses the testing of the building drain, water service pipe and the sprinkler lead-in
connection. The developer/contractor is responsible to retain a Special Inspector as
outlined in the updated Albemarle County Policy for Site Utilities to perform the visual
inspection and testing of all utilities not covered by the ACSA or ACBID. This includes
building sewers, water and fire line branches between the main and the
meter(s)/building(s). The Special Inspector's report must be submitted and approved by
the Albemarle County Engineering Department prior to a Certificate of Occupancy being
issued.
Note has been added. See General Note #38 on sheet C3.0.

submittal. Labels have been added to street signs in the survey for additional clarity.
4. Provide drainage calculations.
Drainage calculations were provided in previous submittal on sheet C6.0-C6.3 and in
the calculations book. Updated calculations have been provided in this submittal.
Additional copies and/or digital versions can be provided upon request.
S. Sight distance shown (150 ft) does not conform with Intersection -Sight -Distance (280 ft)
in Table 2-5 or Stopping -Sight -Distance (155 ft) in Table 2-6, both in Appendix F of the
Road Design Manual. Please correct the problem, explain the discrepancy, or apply for a
Design Waiver or Design Exception.
Sight distance profile has been added; see sheet C7.2. Please note that the provided
sight distance is for the stopping -sight, as measured along the path of travel. Due to
the tight curve on Brownsville Road, it is expected that vehicles will be travelling at
low speeds, further reducing the actual stopping distance required. Additionally, to
maintain the full 280' intersection -sight distance, the viewing angle would require the
driver to nearly turn around to see the oncoming traffic. A design waiver will be
submitted.
6. Please provide profiles along the sight -distance lines and ensure they conform with
Table 2-5, Appendix F of the Road Design Manual.
Sight distance profile has been added; see sheet C7.2.
Rivanna Water and Sewer Authority (RWSA) — Victoria Fort & Dyon Vega:
RWSA will require a sewer flow acceptance prior to final site plan approval. The request will
need to be sent to us by ACSA and will include the following:
1. Estimated average daily dry weather sewage flow (ADDWF).
Water and sewer demand calculations are being developed and will be included in the
next submittal. Placeholder for ADDWF has been added to Cover Sheet.
2. Point of connection into RWSA system (which manhole).
The proposed sanitary sewer outfalls to an existing private lift station, which flows via
an existing 2" force main to an existing ACSA sanitary sewer manhole approximately
1,000' west of the site. Agreements are in place from both VDOT and ACSA to allow
for the continued use of the existing private force main.
3. Number of units/square footage.
Square footage has been added to the Proposed Use of the Zoning Site Requirements
on the Cover Sheet. Number of storage units -has not yet been fully determined, but is
anticipated to be approximately 700-750.
4. Estimated in-service date.
In-service date has been added to Cover Sheet.
Virginia Department of Health (VDH) — Alan Mazurowski:
1. The plan indicates that water will be supplied by a public system, but sewer will be
private. However, our records show that the former deli/convenience store and
residences were connected to the public sewer system sometime after the original
onsite septic system failed in 1998. Therefore, I recommend that the plan be revised to
reflect that change.
Cover Sheet has been revised to indicate public sewer service.
We have included PDF copies of the plans and calculations for your review. If you have any
