IN ORDER TO MEET WATER QUANTITY REQUIREMENTS AT THIS POINT THROUGH THE ENERGY BALANCE EQUATION, THE PROJECT IMPROVEMENTS WILL DIVERT A PORTION OF THE STORMWATER RUNOFF DRAINING TO THIS INLET TO THE PROJECT'S THIRD OUTFALL POINT (OUTFALL C). AFTER EXITING THE PROJECT SITE, OUTFALL B AND OUTFALL C'S FLOWS ARE CONVEYED THROUGH A CLOSED STORM SYSTEM UNTIL IT AN OUTFALL AT JARMANS GAP ROAD TO THE NATURAL CHANNEL DRAINING TO POWELL'S CREEK. THE CLOSED STORM SYSTEM THROUGH WHICH IT FLOWS WAS CONSTRUCTED WITH THE TWO CONSTRUCTED STREETSCAPE PROJECTS IN DOWNTOWN CROZET. THE FLOW IN THIS CLOSED STORM SYSTEM WILL CONTAIN THE 10-YEAR STORM BECAUSE THIS SYSTEM WAS DESIGNED TO CONVEY A "FULL BUILD -OUT" RUNOFF FOR THE 10-YEAR STORM. THE "FULL BUILD -OUT" DESIGN ACCOUNTED FOR FUTURE DEVELOPMENT OF OFF -SITE DRAINAGE AREAS (SUCH AS THE SQUARE AND OAK STREET IMPROVEMENTS). FURTHER, THE CONCRETE PIPE SYSTEM WILL ENSURE THE 2-YEAR VELOCITIES WILL NOT BE EROSIVE WITHIN THE CLOSED STORM SYSTEM. THE DOWNTOWN CROZET STORM SYSTEM DRAINS INTO A STABILIZED NATURAL CHANNEL BEGINNING ON THE SOUTH SIDE OF THE JARMANS GAP ROAD & CARTER STREET INTERSECTION. SIMILAR TO THE UPSTREAM CLOSED STORM SYSTEM, THIS CHANNEL WAS DESIGNED TO THE "FULL BUILD -OUT" CONDITION AND ACCOUNTS FOR THE SQUARE AND OAK STREET IMPROVEMENTS DEVELOPMENT. DURING CHANNEL DESIGN, SIX CROSS SECTIONS WERE SELECTED TO ANALYZE AND VERIFY NON -EROSIVE VELOCITIES FOR THE 2-YEAR STORM AND ADEQUATE CAPACITY FOR THE 10-YEAR STORM. THE RESULTS OF THIS ANALYSIS SHOWED THE CHANNEL CONTAINING THE 10-YEAR FLOWS AND NOT ERODING DURING 2-YEAR VELOCITIES. THIS PROJECT WAS ANALYZED UNDER THE GUIDANCE FROM VDOT'S INSTRUCTIONAL AND INFORMATIONAL MEMORANDUM (l&/M) 1I1kf-LD-195.12, DATED JULY 2019. PER SCENARIO 3 OF THIS I8e1M, FULL DEPTH RECONSTRUCTION OF PAVEMENT WITHIN THE EXISTING PAVEMENT FOOTPRINT THAT MAINTAINS THE ORIGINAL PURPOSE OF CONSTRUCTION IS CONSIDERED DISTURBED AREA FOR E&S PURPOSES, BUT NOT SWM PURPOSES. UTILIZING THIS METHODOLOGY, THE TOTAL DISTUUBED "A -SITE" AREA USED FOR SWM PURPOSES WILL BE CONFINED TO THE LIMITS OUTLINED IN SCENARIO J. THE IMPROVEMENTS ASSOCIATED WITH THIS PROJECT REDUCES THE TOTAL PHOSPHOROUS LOAD FOR THE "A -SITE" AREA BY 0.09 LB/YR THROUGH THE CONSTRUCTION OF PERVIOUS AREA. THUS, THIS PROJECT SATISFIES WATER QUALITY CRITERIA. Areas not at final grade that will remain dormant longer than 14 days must have temporary soil stabilization within seven days. Areas that will be dormant longer than one year must have permanent soil stabilization. MS-2 All soil stockpiles and borrow areas must be stabilized or protected with sediment trapping measures. Temporary protection and permanent stabilization shall be applied to all on -site soil stockpiles and borrow areas and soil intentionally transported from the project site. MS-3 Permanent vegetative cover shall be established on denuded areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established until a ground cover is achieved that is uniform, mature enough to survive, and will inhibit erosion. MS-4 Sediment basins and traps, and perimeter ESC measures intended to trap sediment must be constructed as a first step in any land -disturbing activity and shall be made functional before upslope land disturbance takes place. MS-5 Stabilization measures shall be applied to earthen structures such as dams, dikes, and diversions immediately upon installation. MS-6 Sediment basin and trap design information. ** MS-7 Cut and fill slopes must be designed and constructed in a manner that will minimize erosion. Slopes that are found to be eroding excessively within one year of permanent stabilization shall be provided with additional slope stabilizing measures until the problem is corrected. MS-8 Concentrated runoff shall not flow down cut or fill slopes unless contained within an adequate temporary or permanent channel, flume, or slope drain structure. MS-9 Whenever water seeps from a slope face, adequate drainage or other protection must be provided. MS-10 Inlet protection is required for all storm inlets that will be made operable during construction MS-11 Before newly constructed storm water conveyance systems are made operational, adequate outlet protection and any required channel lining must be installed in both the conveyance channel and receiving channel. MS-12 When work in a live watercourse is performed, precautions must be taken to minimize encroachment, control sediment transport, and stabilize the work area to the greatest extent during construction. Non -erodible material shall be used for the construction of causeways and cofferdams. Earthen fill may be used if armored by non -erodible cover materials. MS-13 When a live watercourse must be crossed by construction vehicles more than twice in any six-month period, a temporary vehicular stream crossing constructed of non -erodible material must be provided. MS-14 All applicable federal, state, and local regulations related to working in or crossing live watercourses must be met. MS-15 The bed and banks of a watercourse shall be stabilized immediately after work in the watercourse is completed. MS-16 Underground utility lines shall be installed in accordance with the following standards in additions to other applicable criteria: a. No more than 500 linear feet of trench may be opened at one time. b. Excavated material shall be placed on the uphill side of trenches. C. Effluent from dewatering operations shall be filtered or passed through an approved sediment trapping device, or both, and discharged so that it does not adversely affect flowing streams or off -site property. d. Material used for backfilling trenches shall be properly compacted in order to minimize erosion and promote stabilization. e. Re -stabilization shall be accomplished in accordance with these regulations. f. Comply with all applicable safety regulations. MS-17 Construction entrances are required at all access points to the construction site. Where sediment is transported onto a paved or public road surface, the road surface shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and transported to a sediment control disposal area. Street washing shall be allowed only after sediment is removed in this manner. This applies to individual development lots as well as to larger land -disturbing activities. MS-18 All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization or after the temporary measures are no longer needed, unless otherwise authorized by the local program authority. Trapped sediment and the disturbed soil areas resulting from the disposition of temporary measures must be permanently stabilized to prevent further erosion and sedimentation. EROSION AND SEDIMENT CONTROL NARRATIVE SITE LOCATION: This project is located at the intersection of The Square (Route 1217) and Oak Street adjacent to Crozet Avenue (Route 240) in Albemarle County, Virginia. PROJECT DESCRIPTION: Project construction will consist of roadway and sidewalk improvements and parking facilities along The Square (Route 1217) and Oak Street. EXISTING SITE CONDITIONS: The site contains asphalt —paved Urban Local Streets with on —street parking and sidewalk facilities_ Site topography ranges from flat to moderate slopes. ADJACENT AREAS: This site is adjacent to commercial properties, with access from Crozet Avenue (Route 240) and from connecting streets. OFF —SITE AREAS: Several off —site areas will be disturbed for the project. Areas include construction of fill and cut slopes, construction of temporar erosion and sediment control measures, utility relocations, and permanent drainage features (including culverts and7or storm sewer). SOILS: The project corridor consists of silts, sandy silt and silt sand soils (Hydrologic Soil Group D) CRITICAL AREAS: N/A EROSION AND SEDIMENT CONTROL MEASURES: Erosion and Sediment Control p lans have been included and depict erosion control construction sequencing, temporary silt fence, temporary seeding, inletprotection, and permanent seeding. PERMANENT STABILIZATION: All disturbed areas will be stabilized with permanent seeding immediately following finished grading. Seeding will be done per the Roadside Development Summary Sheet 2X. STORMWATER RUNOFF CONSIDERATIONS: This project complies with part IS of the VSMP regulations. It meets Channel Protection and Flood Protection criteria at all three outfalls via A —Site Energy Balance. SEQUENCE/MAINTENANCE: a.) Contractor shall provide 48 hours notice to the project manager prior to the start of construction. II The CRLD must be at the pre —construction meeting. c.) Environmental Engineering Inspector must be notified of the offsite borrow or spoil location at the on —site pre —construction meeting. d.) All erosion control measures shall be installed as the first step in the clearing process. e.) No erosion control measure shall be removed without approval of the Environmental Engineering inspector. f.) All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities until stabilization is achieved. g.) Access to properties shall be maintained at all times. II Driveway material shall be replaced with some or better material. i.) The contractor shall inspect all erosion control measures periodically and after each runoff producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control device shall be made immediately. j.)
