It appears everything but present use has been provided. 5. [32.5.2 0)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. 6. [General Comment] Please copy the Proposed Use table on Sheet CO.07 over to the Cover Sheet. a. Please correct the maximum permitted height which is 35' not 40'. b. [4.12] The Zoning Administrator will need to confirm the proposed number of parking spaces prior to Final Site Plan approval. 7. [Section 32] Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the Zoning Ordinance prior to final approval. 8. [32.6.20)] Provide a landscape plan that complies with Section 32.7.9. 9. [32.7.8 and 4.17] If any outdoor lighting is proposed, please provide a lighting plan will need to be included with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This includes: a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. b. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. Add the following note to the general notes page: Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. 2. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. 3. Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department (ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. During construction, the following fire prevention steps are required, so please note them on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h. C3.01 a. Please submit retaining wall design, when available, at earliest convenience. Wall ht.>4-ft. requires sealed non -generic retaining wall design. Wall ht.>3-ft. requires building permit, and safety railing. C5.01 typical for CMU block retaining wall is generic. Provide specific design, including geosynthetic length of anchoring embedment, plan/profile with wall stationing, etc. b. Provide retaining wall handrail labels, ref. C5.01 detail. c. Provide CG-6 for 14 parking spaces on west side of parking west of building, or CG-2 if flow line is designed into the paved surface near rear wheels of parked vehicles. C3.03 indicates 2.0% paved grade away from west side of building, and provision should be made for storm runoff capture and conveyance. If flow line in pavement, provide surface storm runoff capture at south end of parking on west side of building. Runoff may not exit pavement to an unpaved verge, though runoff may exit to a hard surface surrounding a grate inlet (set in a concrete frame, for example). 3. C3.04 a. Provide outfall design (recommend MH) to redirect flow (SWM facility discharge) such that it aligns with riprap. Design provided does not include element/s sufficient to redirect discharge at outfall. We anticipate discharge may skip over and escape riprap, and cause erosion downslope. A physical structure, preferably MH, is needed to redirect flow so it aligns with riprap. b. Ensure proper ditch lining on south side of site access. Ditch extends —1,140 LF with vertical fall of— 80' (elev.: 608' - 526% and likely requires blanket matting, or riprap armor. Provide velocity calculations as well as lining type. C4.05: Recommend sanitary sewer profile Note /label requiring 95% compaction for fill beneath Str. C05 and pipes to either side since installed in substantial fill section. 5. C4.06 a. STMI, STM2, and pipe between: recommend storm sewer profile note Aabel requiring 95% compaction. b. Although 0.50% is acceptable as minimum pipe grade, length of pipes (168' 212') at Min. grade leaves no room for error during construction. As -built pipe slope < 0.50% requires hydraulic calculations to ensure self-cleaning velocity is maintained throughout reach of pipe. Slopes < 0.50% may require post -installation remedy /expense. It appears that pipe slope between STM 1 and STM2 and between STM2 and STM3 may be increased slightly. Engineering recommends increase pipe slope slightly, to 0.60% or more (0.38' vertical, if an additional 0.1% over 380'). c. Provide VDOT SL-1 label on profile (safety slab) for MH STM3, STM4, STM7. d. Provide VDOT SL-1 detail on the plans. 6. C4.07 a. Provide 95% compaction labels /notes for fill sections at STM15 (and pipes to either side), entirety of STM 19 to STM 21 profile, and STM 17 outfall, and pipe at outfall. 7. What is the design vehicle (type and length)? 2. Please review the entrance radii with respect to the Design Vehicle and ensure they conform to Table 4-3 of Appendix F of the Road Design Manual. 3. At the Founder's Place entrance, ensure there is enough space between the gate and the back -edge of the sidewalk for the design vehicle to sit while the gate opens. 4. Provide turn -lane warrants. 5. Ensure the entrances are appropriately spaced from other entrances and intersections according to the Road Design Manual. If not, they will require an Access Management Exception. 6. Provide sight -distance triangle and profiles along the sight -distance lines for both entrances and ensure they conform with Table 2-5, Appendix F of the Road Design Manual. 7. Show the location of the card reader for the automatic gates. 8. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices 13(1) and F, as well as any other applicable standards, regulations or other requirements. All materials and methods of construction shall comply with the latest version of the General Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015, except as modified below or modified in special notes. 2. RWSA shall approve all construction materials and methods of construction. A preconstruction conference shall be held with RWSA prior to the start of any work. 3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001). 4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days prior to the start of construction. 5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made without coordination with and the presence of RWSA staff. No work shall be conducted on RWSA facilities on weekends or holidays without special written permission from RWSA. 6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the existing system. All doghouse manholes must be pressure -tested before a connection is made to the system. 7. The location of existing utilities as shown on the plans is from data available at the time of design and is not necessarily complete or accurate. The Contractor shall be responsible for the verification of the location, size and depth of all existing utilities, both surface and subsurface. The Contractor shall immediately notify the Engineer of any discrepancies between the plans and field conditions. The Contractor shall use due diligence to protect all utilities and structures from damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without special written permission from RWSA. No grading shall be permitted in the RWSA easement unless permitted otherwise by RWSA in writing. 9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass pumping and/or pre- and post -CCTV may be required. RWSA may also require certification from a licensed professional engineer stating that the proposed blasting will not damage any RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 10. The contractor shall observe minimum separation requirements for utility crossings. When a crossing is made under an existing facility, adequate structural support shall be provided for the existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the springline of the existing pipe. 11. New water main installations shall be pressure tested, chlorinated, flushed and have water samples approved prior to making any permanent connection to the public water system. Approved methods of filling and flushing new water mains will be required to prevent any contamination of the public water system. 12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into service. 13. No permanent structural facilities will be permitted in the RWSA easement. This includes building overhangs, retaining walls, footers for any structure, drainage structures, etc. 14. Trees are not permitted in the RWSA easement.
