Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Engineering Services (Engineer) Albemarle County Information Services (E911) Albemarle County Building Inspections Albemarle County Architectural Review Board Albemarle County Department of Fire Rescue Albemarle County Department of Parks & Recreation Albemarle County Service Authority Virginia Department of Transportation Virginia Department of Health Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to final plat approval. [General Comment] The total fee for this project is $1,821.00. The County has only received $1,489.00 for this application. Please submit payment of the $331.80 balance. The remaining fee must be paid prior to Friday February 25, 2022 in order for the preliminary plat to be approved. 2. [14-304] On sheets 2 and 3, dark gray shading is shown and this appears to correspond with the location of the Preserved Steep Slopes Overlay District according to County GIS. Please address the following: a. On the final plat, please label and identify all existing Preserved Steep Slopes with this phase. b. [38-30.7A (b)(1)] It appears that grading is proposed within Preserved Steep Slopes on lots 194, 195, and 183-187. Grading is not permitted within these Preserved Steep Slopes in order to create new lots and structures on these lots. Please do not show grading of Preserved Slopes in those areas. To be clear - Preserved Steep Slopes are allowed to be located within the private lot boundaries, but grading is not allowed over the slopes. c. [14-304] Additionally, SWIM ponds 4 and 5 are located within Preserved Steep Slopes. See attached Engineering Division comments, the ponds must be moved outside of the Preserved Steep Slopes. d. [18-30.7A (b)(1)(h)] The applicant may provide new topographic information that is based on more accurate or better technical data demonstrating, to the satisfaction of the county engineer, that the slopes are less than 25 percent. If the topographic information proves the slopes are less than 25% to the satisfaction of the County Engineer, the grading for new lots and stormwater facilities may be permitted. Comments to be addressed prior to final plat approval: 3. [14-302 (A)(3)] Please state the recorded instrument number that created the right-of-way for the surrounding streets that will serve Phase IV-B visible on the plat. Specifically, the recorded instrument number for Fowler Street should be added to the street label. 4. [14-302(A)(3)] Please state the width and name of the northernmost street proposed in this phase. Indicate whether it is a public or private road. 5. [14-302 (A)(4) and 14-302 (A)(5)] All existing public and private easements must be shown and labeled on the final plat with dimensions and the recorded instrument number of the plat that created the easement. 6. [14-302 (A)(7)] Please clearly delineate the existing and departing parcel boundaries of the parent tracts that are proposed to be subdivided. a. The cover sheet states that TMP 62-A31B is part of Phase IV-B. However, it does not appear that any lots or streets within Phase IV-B are proposed within TMP 62-A31B. Please clarify whether this was an error. 7. [14-302 (A)(31)] Please add notes on the cover sheet that state the instrument that created each TMP that will be subdivided to create Phase IV-B. 8. [14-302 (A)(12)] Please provide a note stating the date and source of the topography. See Engineering comments for further information. 9. [14-302 (A)(13)] See Engineering comments regarding "Infiltration Pond 1." This feature is not visible on the plat 10. [14-302 (A)(14)] Please state the acreage of public right-of-way that is proposed to be dedicated to public use with this phase. 11. [14-302 (A)(15)] Please state the owner name and address of each existing parcel as a note on the final plat. 12. [14-302 (A)(16)] Note 5 indicates that the property is located within a state dam break inundation zone (DBIZ). Please show and label the limits of the DBIZ on the plat. a. Please verify whether this note was made in error, and if so, please remove the note. 13. [14-302 (13)(5)] Note on Sheet 1 indicates that this is a standard level cluster development. Please address the following: a. [38-2.2.1] Identify the total acreage of the cluster development proposed in Phase IV-B. b. [38-2.2.1] Calculate the density of Phase IV-B (lots/acreage of the total land area). 14. [14-302 (13)(9),14-308] Please show the location of any part of the property within the flood hazard overlay district, as set forth in section 18-30.3. 15. [14-303 (A)] On the final plat, please add a statement of consent to division for each property proposed to be subdivided. The note should be worded as follows: 'The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." 16. [14-303 (C)] The final plat must show the exterior boundary lines of each existing and proposed property with bearings in degrees, minutes and seconds. Curvilinear data shall include radius, central angle, arc length, and tangent distance. All dimensions shall conform to the standards set forth in this chapter. 17. [14-303 (D)] On the final plat, state the acreage of existing TMP, and provide a note calculating the residue acreage of each parcel. 18. [14-303 (E)] Please provide all linear, angular, and curvilinear dimensions of lots, streets, alleys, public easements and private easements and shared driveways shall conform to the requirements set forth in 8 VAC 10-20-370(C), a copy of which shall be on file in the department of community development. Curvilinear data shall include radius, central angle, arc length, and tangent distances and may be shown either directly on the corresponding boundary or surveyed line or in table form. Easements shown for private streets, alleys and shared driveways shall be labeled as "private street easement", "alley easement" or "shared driveway easement." 19. [14-303 (G)] Please state who will own all proposed open space/common areas. 20. [14-303 (H)] Please identify the location and material of all permanent reference monuments. Monuments found or installed prior to plat recordation may be referred to if they are permanent and undisturbed. If any monument required by this chapter will be installed after recordation of the final plat, the certification of the professional engineer or land surveyor shall so note. 21. [14-303 (L),14-431] All public easements will need a deed of dedication to be recorded with the final plat. Engineering staff will draft the deeds during final plat review. 22. [14-303 (M)] Please see attached E911 comments. All proposed street names must be approved by E911 prior to final plat approval. Street names must be shown on the final plat. 23. [14-303 (0)] Please provide a signature panel for each property owner and for the agent for the Board of Supervisors. a. The signature panel for the owner shall be located immediately below the statement required by comment #15 above. 24. [14-303 (P)] Provide notary panels next to the statement of consent to division for each parcel mentioned in comment #23. 25. [14-303 (Q] Please provide a statement as to whether the subdivision will be served by a public water supply and a public sewer system. 26. [14-303 (S)] Please identify at least four control points evenly distributed across the property and located at survey property corners, and shown on each sheet depicting the property. See Engineering Division comments for further information. 28. [14-312] Please show the location of all existing buildings. 29. [14-311, 14-316, 14-434] Prior to final plat approval, streets must be built or bonded. a. [14-311] Approval of a road plan application is required prior to final plat approval. Please see attached VDOT and Fire Rescue comments for further information. b. [14-409] The Places29 Master Plan identifies a street connection being made to the parcel north of Phase IV-B. This would be an extension of Belvedere Boulevard that is proposed on this plat. Please either extend Belvedere Boulevard to the abutting property line, or provide additional information regarding whether the road will be extended with a future phase north of IV-B. c. [14-410, 14-411, 14-422] Public streets must meet all minimum design requirements, including sidewalks, curb& gutter, and planting strips. 30. [14-318] Pending applicant response to comment #12a above, the applicant must comply with all requirements of Section 14-318 prior to final plat approval. 31. [14-400,18-2.2] Please add a note stating the minimum acreage of open space that must be provided in order for this block to be developed as a cluster development. Cluster developments require a minimum of 25 percent of the total land area of the cluster development shall be in common open space, subject to section 18-4.7, regulations governing open space. 32. [14-414] Prior to final plat approval, applicant must obtain approval from ACSA for all proposed water and sewer utilities. 33. [14-426,14-302 (A)(14)] On the final plat, please add a note stating that the public street right-of-ways shown hereon are dedicated to Albemarle County for public use. 34. [General Comment] Please see attached comments from Parks & Recreation regarding the 100' right-of-way along the Norfolk Southern railroad. Has that ROW been dedicated or reserved?
