SDP202100096; Engineering review comments (for Final Site Plan approval):
1. Sheets 3A
a. Please ref. deed bk.-pg. for sight distance easement (rt.) at Int. McComb Street and Litchford
Road, or establish sight distance at this intersection, if not recorded. Sight easement may be
recorded with Phase III final subdivision plat.
b. Show private entrances extending across sidewalks to FC for all lots, similar to linework shown
for lots 58-64 fronting Litchford Road (Phase II).
c. Display private entrance (PE) curb radii, graphically, which may minimize conflicts, with water
meters for example, similar to linework shown for lots 58-64.
d. Provide lines to demarcate individual parallel parking spaces for on -street parking.
e. Please include Alston Street deed bk.-pg. ref. shown on sheet 3 on sheet 4.
2. Sheet 5
a. Provide deed bk.-pg. reference for existing public /private drainage easements recorded with phase
I or II final subdivision plats.
b. Establish public drainage easement on Lot 245, or provide deed bk.-pg. ref for recorded easement.
3. Provide LD-204, store water inlet computations, LD-229, stormwater drain design computations.
4. Provide storm drain profiles, Phase III structures and pipes.
5. Sheet 6
a. Provide storm capture behind attached units to ensure surface runoff does not cross more than
three lot lines. For example: provide capture /conveyance in areas behind attached units at lots
162-169, 185-194, 220-232, similar to that provided for Phase II lots 131-136.
b. Revise proposed grade contours to ensure grate /yard inlet capture for lots, as needed.
c. Provide private drainage easements for yard inlet systems, item a. above.
6. Pleasant Green Phase III ROAD plan must be approved, and roads built or bonded prior to ESP approval.
Please submit Phase III road plan at earliest convenience.
7. Sheet 7: Please rename Rambling Brook Lane (in Trip Generation graphic inset) to Alston Street.
8. Note: Phase III is partially covered by WPO20200053, approved 10/1/21, but requires a WPO plan, mostly
for Phase III E&S measures. WPO202000053 for phase II included phase III in stormwater calculations, so
WPO Phase III should be consistent with that plan. Please submit WPO application for Phase III at earliest
convenience.

1) acknowledged the note about fire flow data will be included on the final site plan. Ensure this includes
hydrant flow and needed flow for buildings.
2) No street on this plan is wide enough to allow parking on both isdes and several are not wide enough
to allow parking even on one side. The travelway width shall be 20 feet, unobstructed. Ensure the final
site plan incldues the notation of no parking parking sides to prevent parking from becoming an
obstruction to the travelways.
3) Ensure the final site plan notes fire hydrants arranged in accordance of the anticipated fire flow,
where the spacing is a amximum of 500ft and the arrangement is sothat no building is more than 250
feet from a hydrant.
4) Ensure the site plan includes the following note:
During construction, the following fire prevention steps are required, so please note them on the plan:
a) Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a
hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire
Prevention Code.
b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking
materials per Virginia Statewide Fire Prevention Code.
c) Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided
at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent
fire department connections, and have no overhead wiring or other overhead obstructions lower
than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of
supporting fire apparatus in all weather conditions.
d) Contractor shall ensure the street numbers are always plainly visible from the frontage street
during construction per the Virginia Statewide Fire Code
e) An approved water supply for firefighting operations shall be in place and available as soon as
combustible materials arrive on site.
f) Waste and combustible debris shall be removed from the building at the end of each day and
disposed of in accordance with the Virginia Statewide Fire Code
g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each
stairwell, on all floor levels where combustible materials have accumulated, in every storage and
construction shed and in areas of special; hazards, such as where flammable and combustible
liquids are stored or used, in accordance with the Virginia Statewide Fire Code
h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire
Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office

Submit water/sewer utility plan to ACSA for review.
RWSA sewer capacity certification will be required.
Dedication of ACSA utilities for Phase 1 will be required prior to utility plan approval.

Review# 1
Dear Mr. Holt:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the Pleasant Green Subdivision, Phase 3 — Preliminary Site Plan and
Preliminary Plat, dated December 6, 2021 as submitted by Collins Engineering. and find the
following:
1. Phase 3 appears to have overlapped phase 2 for the block between Dunnagan Drive and
Lexi Lane. Please clarify.
2. CG-12's appear to be missing from Dunnagan Drive.
3. Lexi Lane does not match phase 2 Lexi Lane per Albemarle County plan #SUB-2020-
00226.
4. Please include Dunnagan Drive in the Typical street sections.
5. Planting plan should be included.
6. Please include a note stating "Landscaping plants and trees adjacent to the sight distance
triangle will need to be maintained in area between 2 and 7 feet above ground as a clear
zone to preserve sight lines and accommodate pedestrians. The HOA will be responsible
for the maintenance of sight lines."
7. Provide drainage calculations.
8. Please include a note stating that VDOT will only maintain within drainage easements to
the extent necessary to protect the roadway from flooding or damage.
9. Show "No Parking" signage on all roads except in areas with designated parking.
Begin/end signs should be shown to delineate areas.
10. Please show the mail boxes & cluster box units per RDM Appendix B(1)-56
11. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design
Manual are required prior to plat approval.

12. Due to the required changes additional comments or conditions will be forthcoming.
13. Please provide a comment response letter with each submission after the initial.
14. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process.

As requested, I have reviewed the Preliminary Plat, dated 12/6/21, for the proposed
development, referenced above. Since both water and sewer will be provided by public
utilities, and there does not appear to be any existing onsite well or septic systems, I have
no objection to the proposed development and recommend approval.
