RE: SDP-03-028 Forest Lakes Terrace Preliminary Site Plan
Dear Ms. Long:
The above referenced site plan was administratively approved on this date.
The approval of the preliminary site plan is valid for(1)one year in accordance with Zoning Ordinance Section 32.4.3.1.
Therefore,the preliminary approval shall expire June 11,2004.If the preliminary site plan approval expires,a new
application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight(8)tentative plan copies to the
Department of Planning and Community Development. This letter must be submitted with the tentative plans, as a
checklist,to document that you have addressed all requirements or conditions,or the tentative plan will be denied. A
submission and review schedule is attached for your information.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and
fees,may also be submitted with the eight(8)tentative Plans. Failure to do so will result in a separate application to be
filed with the Engineenng Department at a later date.
After the initial tentative plan submittal,each department/agency will contact you to discuss any remaining conditions.
After all aforementioned department/agencies have granted a tentative approval,you may submit the final mylars(2 sets),
one blueprint copy, final site plan application, final site plan fee, and a copy of all written tentative approvals to the
Department of Planning and Community Development by 5:00 p.m. on any Monday.Assuming that the final site plan
mylars reflect all tentative approvals, signing of the plans will occur within one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the
following conditions.
The Planning Department shall not accept submittal of the final site plan for signature until tentative approvals for the
following conditions have been obtained.The final site plan shall not be signed until the following conditions are met:
A. Planning Department approval to include:
❑ [32.7.9] A landscape plan in conformance with Section 32.7.9 of the Zoning Ordinance.
❑ [32.5.6I] Show the extent of all access easements granted to this property and identify each separate easement so that
it differentiated from the other. I'm trying to establish a clear and legal access pattern to this site from Route 29(that
one is pretty clear)and from Timberwood Boulevard(not clear at all). Include this information on sheet 3 also so that
access is clear from Timberwood. If no such easement exists from Timberwood,we will need to create it by plat.
❑ [32.5.6I] You are required to plat the proposed 30' access easement.
❑ [32.5.6n] Dimension the dumpster pad.

,r0 [32.7.2.8] Provide a sidewalk along the back side of the property, into the property at the traffic island and then a
crosswalk to the"elevated conc.Walkway."
❑ [Albemarle County Engineering Policy] Provide copies of off-site easements,or letters of intent to grant them from
off-site property owners.
B.Engineering Department approval to include:
❑ It is noted that the parking grades exceed the maximum allowable 5%in places and will need slight adjustment on the
final site plan. [18-4.12.15c]
❑ The following items must reviewed and approved by the Engineering Department before tentative approval of the
final site plan can be granted. A completed submittal form and application,available at the Engineering Department,
must accompany all submittals. The required number of copies and the required fees are indicated on the form and
application.
❑ A completed Water Protection Ordinance application and fee. [17-203, 17-303]
❑ An erosion control plan,narrative and computations. [18-32.7.4.3, 17-203]
❑ A stormwater management/BMP plan and computations. Computations must include water quality, detention
routings for the 2yr and l0yr storms, and downstream pipe system checks. [17-304]
❑ A completed stormwater management facilities maintenance agreement and fee. [17-323]
❑ Drainage computations. [18-32.7.4,Policy]
C. Albemarle County Building Codes and Zoning Services approval to include:
❑ [32.5.6(n)] Show the location of all outdoor lighting on the plan.
❑ [32.6.6(j)] Provide a description and photograph or diagram and show the location of each type of outdoor luminaire
that emits 3,000 or more initial lumens.Please be aware that installation of such luminaires in the future that are not
shown on this plan shall require an amendment to this plan.
❑ [32.6.6(j)] [4.17.4(b)] Include a photometric plan on the site plan demonstrating that parking area luminaires are in
compliance with 4.17.4(b).
❑ [32.5.6(1)] [32.5.6(n)] Show the location of all proposed utility structures,including above ground fuel tanks,HVAC
equipment and the like on the plan.
❑ [30.6] The final plan approval is subject to the issuance of a Certificate of Appropriateness from the Architectural
Review Board.
D.Albemarle County Service Authority approval to include:
❑ Show the correct size of the existing water main along Rt. 29. It is an 8"diameter main.
❑ If the proposed tenants for the building are not known at the time of final site plan submittal then provide a note
stating the water meters are to be sized by the Service Authority
❑ Verify whether or not the elevation of the existing manhole frame and cover in the parking lot will have to be adjusted
to meet final grade.The amount of adjustment,if required,will determine the method of adjustment.
