Dear Stephen.
Thank you for the comments dated July 31,.2000. Attached are six (6)tentative plan copies, a
copy of our transmittal letter to the Engineering Department, and one (1) copy of your comments
as a checklist.
Our response to the comments is as follows:
A Planning Department
1 The developer has submitted an application to the Architectural Review Board. A
Certificate fAppropriateness has not been issued at this time
2. The correct Tax Map and Parcel Number for each development listed in the traffic study
has been provided.
3. The landscape plan shall be made to comply with the Architectural Review Board's
requirements upon receipt of their comments.
B. Engineering Department
1. A note stating "the developer will contribute 3% of future traffic signal cost at shopping
center entrance upon request by VDOT" is now shown on sheet 1/6 under"NOTES"
The developer will address the notarized letter.
2. a. The erosion control plan, narrative, application and fee is being submitted directly to
the Engineering Department with this submittal.
b. Addressed directly with the Engineering Department (the developer is addressing the
storm water management agreement for use of the existing lakes).
c. Provided directly to the Engineering Department.
C. Building and Zoning Services
1. A lighting plan, sheet 6/6, has been added to the plan.

D. Albemarle County Service Authority
1. 3 sets of the tentative plan are to be submitted directly to the Service Authority with this
submittal, building fixture information has been supplied and the meter has been properly
sized.
E. Fire and Rescue Division
1. Available Fire flow is 2,000 gpm. at 20 psi. The proposed building is to be constructed at
a minimum of Type 2 construction reducing required fire flow to 1,850 gpm. at 20 psi

To whom it may concern:
For your information we are submitting directly to engineering and providing a copy of
our transmittal letter to Bill Fritz. It is my understanding that this is an acceptable procedure.
Attached is a copy of the final Engineering conditions (items)to be submitted. My
comments relative to the attached requirements are as follows:
B 1 We have included a note on the site plan relative to the traffic signal. The Kessler Group
(Clay Green) will be sending a notarized letter.
B2(a) Two erosion control plans and narratives are included with an application and fee.
Relative to the existing 54" drainage outfall into the existing lake below this site, this was
designed for a full development of the shopping center. A copy of the previous drainage
calculations covering this site is included with the drainage computations for the new
storm pipes.
B2(b) Don Franco is in the process of handling/obtaining the stormwater management
agreement required.
B2(c) Two sets of drainage computations and drainage areas are included for the new culverts,
in addition to the previous computations, which included the site plan area.
In addition to the above requirements,a erf of the site plan isle included. Please
advise if you have questions or need additional information for your review.

a 2. Provide the correct Tax Map and Parcel Number for each development listed
in the traffic study;
a 3. Approval of a landscape plan depicting species types,number and location.
The landscaping provided on the preliminary site has been reviewed for
compliance with the requirements set forth in the Zoning Ordinance.
However, additional landscaping may be required upon review by the
Architectural Review Board. Any ARB required landscaping must also be
shown on the final site plan.
❑ B. Engineering Department approval to include
❑ 1. The applicant shall provide a final site plan note and notarized letter stating
that applicant will contribute 3% of future traffic signal cost at shopping
center entrance upon request by VDOT.
❑ 2. The following items must be submitted with the Final Site Plan for review by
the Engineering Department:
a a. An erosion control plan,narrative, computations, application and fee.
Applicant should note the requirement from the State regulations
(4VAC50-30-40 19.b.) concerning adequate drainage outfall will be
evaluated;
a b. A stormwater management/BMP plan, computations, application and
fee must be submitted, and a completed stormwater management
facilities agreement, with fee, will be required. As noted on the plan's
cover sheet, a stormwater management agreement for use of the
existing lakes must be approved prior to approval of this plan or an on-
site facility must approved and bonded for construction prior to
approval of the final site plan;
a c. Drainage computations.
a C. Albemarle County Building Codes and Zoning Services approval to include:
❑ 1. [32.5.6 n] Show the location of all outdoor lighting on the plan;
J 2. [32.6.6 j] Provide a description and photograph or diagram and show the
location of each type of outdoor luminaire that emits 3,000 or more initial
lumens. Please be aware that installation of such luminaires in the future that
are not shown on this plan shall require an amendment to this plan;
o 3. [32.6.6 j & 4.17.4 b] Include a photometric plan on the site plan
demonstrating that parking area luminaires are in compliance with 4.17.4 b;

RE: SDP 00-074 The Shops at Forest Lakes Preliminary Site Plan
Dear Mr. Morris:
The Department of Planning and Community Development hereby grants administrative approval to
the above-referenced site plan.
The approval of the preliminary site plan is valid for(1) one year in accordance with Zoning
Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire July 31 , 2001. If the
preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit six (6) tentative plan
copies to the Department of Planning and Community Development. This letter must be submitted
with the tentative plans, as a checklist, to document that you have addressed all requirements or
conditions, or the tentative plan will be denied. A submission and review schedule is attached for
your information.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the
associated applications and fees, may also be submitted with the six (6) tentative Plans. Failure to
do so will resi'lt in a separate application to he filed with the Engineering Department at a later date.
After the initial tentative plan submittal, each department/agency will contact you to discuss any
remaining conditions. After all aforementioned departments and agencies have granted a tentative
approval, you may submit the final mylars (2 sets), one blueprint copy, final site plan application,
final site plan fee, and a copy of all written tentative approvals to the Department of Planning and
Community Development by 5:00 p.m. on any Monday. Assuming that the final site plan mylars
reflect all tentative approvals, signing of the plans will occur within one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6),
in addition to the following conditions.
1. The Planning Department shall not accept submittal of the final site plan for signature until
tentative approvals for the following conditions have been obtained. The final site plan shall
not be signed until the following conditions are met:

❑ D. Albemarle County Service Authority Approval to include:
1. Approval of final construction drawings for the water line and sewer lines.
This information must be submitted to the Service Authority, separately. No
building fixture information has been provided. The plan can not specifically
call out a 1"meter without being properly sized by ACSA.
❑ E. Fire and Rescue Division approval to include:
❑ 1. Verify that adequate fire flow is available. Required fire flow is 3,350 gpm. at
20 psi. Based on a 14,217 sq. ft. building of Type 5 construction. (Albemarle
County Zoning Ordinance 18-32.7.6)
