The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approval of the plan referred to above when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each comment
is preceded by the applicable reference to the Albemarle County Code.]
Applicable Comments from Initial Site Plan Action Letter (July 28, 2021)
If the comment has been addressed, it has been blurred out. Additional comments are added in
bold font, like this.
1. [32.7.5.2(d)] Revise the plan to provide additional planting area along the Rt. 29 frontage to accommodate
required frontage trees free of utilities and easements. Note that this will likely require the elimination of the
8-space parking row and possibly some of the adjacent travelway.
2. [32.5.2(a)] Please correct the Tax Map and Parcel Number on the cover sheet and any additional TMP
reference number on the Plans to say Tax Map and Parcel number or simply TMP instead of "PIN." Revise
the TMP reference in the Site Data table on Sheet C-101.
3. [32.5.2(a)(b)] Please include the following general information and information regarding the proposed use
on the Cover Sheet.
a. Zoning District — Highway Commercial
b. Zoning Overlay Districts — Airport Impact Area and Entrance Corridor. Please add "Steep Slopes
— Managed" to the Zoning Overlay Districts information in the Site Data table on Sheet C-
101.
c. Please include a reference to the Initial Site Plan Number: SDP202100054
d. The proposed use and square footage of the building
e. The schedule of parking and amount provided
f. Maximum building height permitted and the proposed building height
4. [32.5.2(b), 4.12.61 The parking schedule on Sheet C-301 suggests that there are 15 employees and 6 service
bays for a total minimum parking requirement of 27 spaces. Section 4.12.4 of the Zoning Ordinance states
that the total nunber of parking spaces provided may not exceed the parking requirements by more than 20
percent. 33 parking spaces is ((33-27)/27 = 0.2222) 22.22 percent more than the parking requirements. Please
remove one parking space or revise the Plans accordingly.
5. [32.5.2(i)] Please see VDOT comment #1 (attached). Provide pedestrian accommodations across the
entrance.
6. [32.5.2 (k)(I), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any
proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval.
Please submit an easement plat application the County for review. The final site plan will need to be
updated so that all easements are shown and labeled identifying easement type, whether it's public or
private, a width dimension, and the recorded instrument with deed book and page number.

7. [32.7.8 and 4.17.41 Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what
LLF factor was used on the Lighting Plan.
8. [32.7.8 and 4.17.41 Please add a note to which states "Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires
onto public roads and property in residential or rural areas zoning districts shall not exceed one-half
footcandle."
9. [32.6.2(h)] Please provide a signature panel for signature by each member of the site review committee.
10. [4.12.19(c)] On the final site plan, please provide a plan and profile view detail of the proposed dumpster
enclosure. Identify the dimensions, materials, etc. Comment stands.
11. [4.12.19 (b)] Please show that concrete will be used as the surface material at the dumpster enclosure. The
concrete pad must extend a minimum of 8' beyond the front of the dumpster.
12. [32.5.2 (q)] Please provide traffic generation figures. See VDOT comments for further information.
13. [32.7.2.1(b)] Please see VDOT comment #4. The proposed entrances to the site do not meet VDOT spacing
requirements, and VDOT has stated that an Access Management Exception (AME) needs to be approved in
order to allow the proposed entrance location. Please coordinate directly with VDOT to address the AME
requirement.
14. [32.7.91 The Site Plan currently shows a 25' landscape buffer along the property frontage. Why is this being
provided? Is this an existing easement that applies to the property?
Final Site Plan Review Comments
1. [32.6.2] Please include the Final Site Plan Number on the Cover Sheet— SDP202100084.
2. [General Comment] Please add a date of revision to Sheet 2.

3. (Rev. 1) Easement plat will need to be recorded prior to FSP approval.
9. Provide VDOT MASH guardrail (GR-MGS 1) before wall drop-off (where height is a foot or above).
(Rev. 1) Specify VDOT type of guardrail.
11. (Rev. 1) VSMP plan will need to be approved prior to FSP approval (WPO202100069).
Note: Separate building permit will be needed for walls over 3-ft high.
Albemarle County Building Inspections — Betty Slough, bslou hg galbemarle.org—No objection.
Albemarle County Fire -Rescue— Howard Lagomarsino, hlasomarsino@albemarle.org—Requested changes,
see below.
1. The needed fire flow of 250 gpm note is not correct, this is well below the minimum threshold for non-
residential buildings, especially since it is non-sprinklered.
2. Please clarify, you are showing the hydrant in the NW comer with a line indicating 100 feet distance from
the building. The requirement cited in previous review was in reference to a fire department connection on
the building for a sprinkler or standpipe system, yet you have a note on the plan that indicates no sprinkler
system (sheet 501, unitlity notes). The building code establishes whether there is a need for such a system.
Keep in mind that though the size of the building may preclude the requirement for one, the storage array
might make a sprinkler system necessary. In any case, if a system is required by the building code, the
connection needs to be on address side, within 100 feet of a hydrant and arranged so use of the FDC and
hydrant does not obstruct the tyravelway (the hydrant on the NW corner as presented and the building
location does not meet the full breadth of the requirements of dittance from FDC to hydrant in the
appropriate arrangement to prevent obstruction of travelway).
3. Please place a note on the plans to indicate a knox will be required and contact the fire marshal office to
discuss its placement.
4. During construction, the following fire prevention steps are required, so please note them on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a
hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire
Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking
materials per Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be
provided at all construction and demolition sites, provide access to within 100 ft. of temporary or
permanent fire department connections, and have no overhead wiring or other overhead
obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but
shall be capable of supporting fire apparatus in all weather conditions.
d. Contractor shall ensure the street numbers are always plainly visible from the frontage street
during construction per the Virginia Statewide Fire Code
e. An approved water supply for firefighting operations shall be in place and available as soon as
combustible materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the end of each day and
disposed of in accordance with the Virginia Statewide Fire Code
g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each
stairwell, on all floor levels where combustible materials have accumulated, in every storage and
construction shed and in areas of special; hazards, such as where flammable and combustible
liquids are stored or used, in accordance with the Virginia Statewide Fire Code
h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire
Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office

I have reviewed the resubmittal for this site and have the following review comments (note numbers
correspond to the ARB action letter dated 12/7/21):
6. Consider revising the site plan to relocate the electrical switch cabinet to eliminate visibility from the EC
Alternatively add a wing wall and paint the cabinet to match the building. Add a note to the site plan to
identify the cabinet.
A note identifying the cabinet has not been added to the site plan. Also the screening wing wall has not been
added to the site plan. Revise the site plan to include the wing wall and a note identifying the cabinet.
10. Consider revising the plan to provide additional planting area along the Rt. 29 frontage to accommodate
required frontage trees free of utilities. Note that this will likely require the elimination of some parking spaces
in the 8- space parking row adjacent to the Rt. 29 frontage. Alternatively, locate larger trees further into the
planting area towards the building and one in the parking area, eliminating one parking space.
It appears that some of the frontage trees will still conflict with either the nearby overhead lines or other trees, I
have highlighted the trees (3) below. Staff recommends revising these trees to ornamental trees and providing
an increased amount of shrubs in the area highlighted in yellow below to account for the reduction of large
shade trees below what is required based on the length of this parcel's frontage.
12. Revise the deciduous landscaping along the northern perimeter of the site to evergreens.
The landscaping along what is labeled the northwest property line was revised to evergreens; however, the
deciduous landscaping that this condition is referring to is the landscaping along what is labeled the northeast
property line on the landscape plan. Revise the deciduous landscaping along the northeast property line to
evergreens.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Bohler Engineering, dated 21
January 2022, and offers the following comments:
1. Review the placement of the detectable warning surface and ensure it complies with the
most recent version of Standard Drawing CH-12.
Please provide a digital copy in PDF format of the revised plan along with a comment response

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
