For bond release:
1. Acceptance of public streets by VDOT (Phase B3 street/s, Cottontail Wavy.
2. Provide As -built pavement design using (as -built) base /surface asphalt values /depth and F&R
CBR values.
a. F&R reports for Sta. 13+00, 19+00, 24+00: CBR values 7.4, 4.0 and 17.5, respectively.
b. Ref. 12/15/17 F&R Asphalt report (report d. 12/27/17), 4" base.
c. Reference and revise/resubmit as needed F&R report No. AND:7121-05040, test d. 7/23/21:
Revise asphalt course column to read asphalt surface. 2" layer thickness. (asphalt base
should read asphalt surface, since placed in 2021).

d. Ensure As -built condition meets design (DP > D,). Ensure As -built drawing captures /reports
this information (As -built pavement section meets design, though layer depths may vary).
3. Install guardrail per approved Road Plan, sheet RP9, RP10. Guardrail is mandatory at locations
shown, is approved by VDOT, and is required for bond release /public street acceptance.
4. Sheet 10: Install pedestrian bridge similar to bridge depicted in photo below (bridge in Phase B1),
since road design directs runoff via 36" RCP beneath the road then across riprap to a point not
served by a pedestrian bridge, with trail subsequently severely eroded and unacceptably impacted.
This road design anticipated a pedestrian bridge without which road design impacts an amenity
feature, and drainage design itself unacceptable. A pedestrian (trail) bridge at this location, at
approx. Cottontail Way Sta. 25+00, is required for bond release. Photos, below.
5. Ensure county road name signs /posts meet requirements at Road Naming and Properly
Numbering Ordinance and Manual, rev. Oct-20, 2021, especially sign /lettering reflectivity:
