Access to this site will occur along a new road aligned with Deerwood Drive (see attached). Site plan should show and accommodate future roadway and ROW changes with Airport Road project. Applicant should dedicate adequate ROW and grant any necessary temporary construction easements for the Route 649 widening project. The site's entrance along Dobleanne Drive should not interfere with the operation of the existing Dobleanne Drive/Route 649 intersection. SP-00-024 Hertz Corporation Car Rental Office,Route 649 See above comments for SP-00-023. ZMA-00-004 Fontaine Research Park,Route 29 Bus We have met with applicant regarding scope of traffic study update for this office park expansion, but have not yet received it. We will provide comments after receipt and review of this study. ZMA-00-005 Albemarle SPCA (New Shelter), Route 1403 VDOT is currently negotiating ROW acquisition for the proposed US 29 bypass with the applicant on a portion of this parcel (see attached). This proposed rezoning request must not affect these ROW negotiations. We recommend that negotiations be completed prior to this rezoning. At a minimum,this rezoning should not include portions of this SPCA parcel within the proposed bypass ROW or realigned Woodburn Road ROW(estimated 2.69 ac). There will be estimated 5.88 acre piece remaining along Berkmar Drive(Route 1403)and estimated 0.55 acre piece along Woodburn Road (Route 658). A parcel purchased by VDOT adjacent to 29 Bypass ROW is available for SPCA and/or parcel to north (TM-45-112F). We recommend SPCA discuss the acquisition of this parcel with VDOT. We recommend full frontage improvements along Berkmar Drive, as this rezoning to C-1 allows significantly higher traffic uses than the current R-6 zoning, At a minimum, the applicant should dedicate 12' additional ROW along complete frontage with this rezoning and agree to construct full frontage improvements should the site ever develop with higher traffic use than SPCA as allowed under proposed C-1 zoning. The applicant should construct right turn lane (minimum 100' x 100')at any proposed new site entrance and allow completion of right turn lane improvement by adjacent site to south, . Adjacent property owner to south has agreed to allow access to the SPCA parcel through their site. The applicant should utilize this entrance and show easement on plans. Any proposed new access in the vicinity of Planet Fun must align with that entrance. Applicant should agree to dediratr ROW and easements needed for 29 Bypass improvements along Woodburn Road. Some of the high traffic uses allowed under C-1 zoning would significantly change the level and character of traffic on Woodburn Road. All site plan features, including grading, should be compatible with 29 Bypacs ph ns, including realignment of Woodburn Road. Along Berkmar Drive,site plan should indicate ROW and roadway features,entrances, improvements by applicant and adjacent parcels, and access easements with adjacent properties. Site plan should indicate existing and proposed Woodburn Road ROW and roadway features. ZMA-97-011 South Pointe,Route 631 We have not yet received any new information or site plan for this previously submitted rezoning application. An updated traffic study will be required. We recommend a meeting with applicant to discuss the scope of this traffic study. We will provide comments after receipt and review of these items.
