X 1) entrance, driveways, and parking We recommend that you discuss entrance options and the existing sight -distance problem with VDOT before finalizing your submission. As discussed at the pre -application meeting, you should consider using the existing Bryant Ln to reduce the number of entrances and possibly simplify the process of VDOT entrance approval. If the proposed entrance design would require an exception from VDOT, we will ask you to obtain that exception before we would schedule this item for its public hearings. X 2) typical cross -sections to show proportions, scale and streetscape/cross-sections/circulation; X 3) the general location of pedestrian and bicycle facilities; X 4) building envelopes, including previously approved and new proposed structures X 5) parking envelopes; SPECIAL USE PERMIT CHECKLIST 04/2013 Page 1 of 2 X 6) public spaces and amenities; X 7) areas to be designated as conservation and/or preservation areas; X 8) conceptual stormwater detention facility locations; X 9) conceptual grading; X Other special studies or documentation, if applicable, and any other information identified as necessary by the county on the pre -application comment form. • The conceptual plan should include a landscaping plan that proposes native species for screening or offsetting of the visual impact of the expanded facilities. Rather than the older type of SP conditions from the 1970s (preserving "as much as possible' of the existing vegetation, adding fencing, etc.), our recent SP approvals have included references to specific planting plans. We understand that some portions of the site will not be able to support canopy -height vegetation. Shrubs and/or pollinator -friendly plantings are appropriate in those areas. • To update you on the topic of setbacks: The Zoning division has determined that the substation property is a "special lot" (a designation used for utility sites and other non-standard lots) and is not subject to the setbacks required in the RA zoning district. Therefore, the 75-foot front RA setback that we discussed at the pre - application meeting does not apply, and no variance is needed if structures/equipment intrude into the 75 feet. However, we still recommend that structures and facilities be kept as far back from the road as practically possible, and that the landscaping plan discussed above be used to screen visibility of the facility from the road. • Stormwater facilities and associated grading/development should be redesigned to stay outside the 100-foot stream and wetland buffer. Stormwater facilities are permitted within the 75-foot front setback, but retention of mature roadside screening vegetation is recommended. • The application should include information regarding any potential fire/rescue training needed related to the new equipment to be installed. Please note: There are additional submittal requirements outlined on the official application for a Special Use Permit.
