attaching a copy of the deed for the same.

Hi Kirk,
The only time that soils evaluations are not required to be submitted are when boundary line
adjustments are proposed and each lot is larger than 5 acres. Any actual subdivision that
creates a new parcel needs approval from the Virginia Department of Health.

I received the revised plat last week via your email and I've taken a look at it. There are
two comments that need further attention. My comment letter from the first review is
attached for reference.
• Comments #5 — I don't see any information about how the residue of TMP 43-
22C is going to be obtaining street frontage anywhere. The full extent of the
residue parcel is not visible, and the parts that are visible on the plat do not
have frontage on any existing streets.
Comment #7 - I have not received any soils work from you, and this is needed
prior to final plat approval. Soils work and the plat must be sent to the Virginia
Health Department for review in order to verify that both lots will be able to
obtain permits for wells and septic systems. Do you have soils work that you
can send me?

Hi Kirk,
Thanks for sending this. Let me clarify one thing —the comment about this plat not
being able to be processed as a rural division is because neither Catlin Road or Garth
Gate Lane are public streets where they touch the parcels involved here. They're
private streets. Rural divisions can only be done when the parcels involved front on
public streets. This isn't really an issue because the proposed subdivision can still be
processed, it just gets processed as a two -lot division instead of a rural division.
I understand that this plat is essentially restoring the boundaries of the lots to what they
were prior to the previous boundary line adjustments and subdivisions that have
occurred here. But my comment about removing reference to "TMP 43-181)(1)"
stands. That's a TMP number that does not currently exist. The areas you have labeled
as TMP 43-181)(1) just need to be identifies as something else that is not a TMP number,
such as "ParcelX."
Let me know if this clears things up. I didn't see a copy of a revised plat or comments
response letter attached to your first email, so I assume you were just waiting to hear
back from me prior to resubmitting. You can resubmit for another review when ready

The intent of my plat is to restore a portion of the boundary (circa 1982) for TMP 43-18D.
My approach was to subdivide out the Parcels "X" and "2-3" containing 9S.8S acres being
portions of the original TMP 43-18D which have been added to TMP 43-22C. The 9S-85 Ac. is all
that land along Catlin Rd. and being the northern portion of Tract No.1 described in DB 797-353,
359 plat (see attached).
The following is a brief title abstract for the original TMP 43-18D.

3. DB 402-257, 2S9 Plat
4. DB 636-554 Plat TMP 43-18G

00-00-022CO into two parcels, one new parcel measuring 95.85 acres and the residue lot measuring 39.43 acres. These

The only time that soils evaluations are not required to be submitted are when boundary line
adjustments are proposed and each lot is larger than 5 acres. Any actual subdivision that creates a new
parcel needs approval from the Virginia Department of Health.

I received the revised plat last week via your email and I've taken a look at it. There are two
comments that need further attention. My comment letter from the first review is attached for
reference.
• Comments #5 — I don't see any information about how the residue of TMP 43-22C is
going to be obtaining street frontage anywhere. The full extent of the residue parcel is
not visible, and the parts that are visible on the plat do not have frontage on any
existing streets.
• Comment #7 - I have not received any soils work from you, and this is needed prior to
final plat approval. Soils work and the plat must be sent to the Virginia Health
Department for review in order to verify that both lots will be able to obtain permits for
wells and septic systems. Do you have soils work that you can send me?

Thanks for sending this. Let me clarify one thing — the comment about this plat not
being able to be processed as a rural division is because neither Catlin Road or Garth
Gate Lane are public streets where they touch the parcels involved here. They're
private streets. Rural divisions can only be done when the parcels involved front on
public streets. This isn't really an issue because the proposed subdivision can still be
processed, it just gets processed as a two -lot division instead of a rural division.
I understand that this plat is essentially restoring the boundaries of the lots to what they
were prior to the previous boundary line adjustments and subdivisions that have
occurred here. But my comment about removing reference to "TMP 43-181)(1)"
stands. That's a TMP number that does not currently exist. The areas you have labeled
as TMP 43-18D(1) just need to be identifies as something else that is not a TMP number,
such as "ParcelX."
Let me know if this clears things up. I didn't see a copy of a revised plat or comments
response letter attached to your first email, so I assume you were just waiting to hear
back from me prior to resubmitting. You can resubmit for another review when ready

The only time that soils evaluations are not required to be submitted are when boundary line adjustments are
proposed and each lot is larger than 5 acres. Any actual subdivision that creates a new parcel needs approval

I received the revised plat last week via your email and I've taken a look at it. There are two comments
that need further attention. My comment letter from the first review is attached for reference.
• Comments #5 — I don't see any information about how the residue of TMP 43-22C is going to be
obtaining street frontage anywhere. The full extent of the residue parcel is not visible, and the
parts that are visible on the plat do not have frontage on any existing streets.
Comment #7 - I have not received any soils work from you, and this is needed prior to final plat
approval. Soils work and the plat must be sent to the Virginia Health Department for review in
order to verify that both lots will be able to obtain permits for wells and septic systems. Do you
have soils work that you can send me?

Thanks for sending this. Let me clarify one thing —the comment about this plat not being able
to be processed as a rural division is because neither Catlin Road or Garth Gate Lane are public
streets where they touch the parcels involved here. They're private streets. Rural divisions can
only be done when the parcels involved front on public streets. This isn't really an issue because
the proposed subdivision can still be processed, it just gets processed as a two -lot division
instead of a rural division.

I understand that this plat is essentially restoring the boundaries of the lots to what they were
prior to the previous boundary line adjustments and subdivisions that have occurred here. But
my comment about removing reference to "TMP 43-181)(1)" stands. That's a TMP number that
does not currently exist. The areas you have labeled as TMP 43-181)(1) just need to be identifies
as something else that is not a TMP number, such as "Parcel X."

The intent of my plat is to restore a portion of the boundary (circa 1982) for TMP 43-18D.
My approach was to subdivide out the Parcels "X" and "Z-3" containing 95.85 acres being portions of the
original TMP 43-18D which have been added to TMP 43-22C. The 95-85 Ac. is all that land along Catlin Rd.
and being the northern portion of Tract No.1 described in DB 797-353, 359 plat (see attached).

I received the revised plat last week via your email and I've taken a look at it. There are two comments that need
further attention. My comment letter from the first review is attached for reference.
Comments #5 —1 don't see any information about how the residue of TMP 43-22C is going to be obtaining street
frontage anywhere. The full extent of the residue parcel is not visible, and the parts that are visible on the plat
do not have frontage on any existing streets.
Comment #7 - I have not received any soils work from you, and this is needed prior to final plat approval. Soils

Thanks for sending this. Let me clarify one thing —the comment about this plat not being able to be processed as a rural
division is because neither Catlin Road or Garth Gate Lane are public streets where they touch the parcels involved
here. They're private streets. Rural divisions can only be done when the parcels involved front on public streets. This
isn't really an issue because the proposed subdivision can still be processed, it just gets processed as a two -lot division
instead of a rural division.
I understand that this plat is essentially restoring the boundaries of the lots to what they were prior to the previous
boundary line adjustments and subdivisions that have occurred here. But my comment about removing reference to
"TMP 43-18D(1)" stands. That's a TMP number that does not currently exist. The areas you have labeled as TMP 43-
18D(1) just need to be identifies as something else that is not a TMP number, such as "Parcel X."
Let me know if this clears things up. I didn't see a copy of a revised plat or comments response letter attached to your
first email, so I assume you were just waiting to hear back from me prior to resubmitting. You can resubmit for another
review when ready.

The intent of my plat is to restore a portion of the boundary (circa 1982) for TMP 43-18D.

My approach was to subdivide out the Parcels "X" and "24" containing 95.85 acres being portions of the original TMP 43-18D which
have been added to TMP 43-22C. The 95-85 Ac. is all that land along Catlin Rd. and being the northern portion of Tract No.1
described in DB 797-353, 359 plat (see attached).

Hopefully I can be of at least a little bit of help - I remember this plat being very confusing to try and figure
out. I looked at this with Bill and David, and we decided that it was on the surveyor/applicant to provide the
information showing how each parcel was getting its frontage (and that we didn't have enough information
with the first submittal of the plat I had).
Bill and I did also look back at some correspondence he had for plat SUB2006-268 (attached) - some of this
may be of help with the revised plat as well. After that plat, Megan took SUB2007-257 to the PC - that request
got approved, but if I recall correctly they never went ahead with the proposed division after that.
I'll let you know if I can find anything else in my files!

I found it, finally (in a box with some working files, books and pictures in the truck of my VW). I went to the office and
dropped it off. I also quickly pulled a few files listed in Countyview that were associated with the parcel/area being
divided. It was late so I didn't really look through them. So I'm not sure if they are relevant, but thought they may be
helpful as you assess the plat. One was pretty big, so I hope that's not a bad omen. I put the file for SUB2021-111 and
the other files on the chair in your office. Took a real quick look at it. Looks like an additional lot accessed by an existing
old non-public road (can't tell if it's an approved private road). It's listed as a rural division. I don't think it's a rural
division??

I guess I forgot that I was assigned this project. I have not done any review of it. I will try to look at it tomorrow for a
little bit but I may not be able to get to it until the weekend. The Rio Road Corridor Plan and the Rivanna are in high
gear right now. The Rivanna Plan needs to be ready for distribution to the City PC by Monday and we are still working
on the Implementation section. Two other Rio Rd Plan meetings with stakeholders and with consultant on Friday and
pop -ups that I need to help Serena/CAPE with that are supposed to start by early to mid August (we are I behind
schedule developing — I think). Do you think anyone can pick it up at this point? If not, I'll try to work on —just afraid I'm
less efficient than a site reviewer given the time left to review it.
