The County of Albemarle Planning Division will grant or recommend approval of the plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]

Comments from Initial Site Plan Action Letter:
1. [32.5.2 (a)] Please be aware that SUB202100090 is currently under review with the County. The final site plan will
need to show all existing parcels and their Tax Map Parcel (TMP) number. Parcel labels will need to state the TMP,
owner name, zoning, acreage, and recorded instrument number. First submittal: Comment stands. SUB202100090
not yet approved. Prior to final site plan approval, please revise the site plan to show all TMP numbers, lot
boundaries, zoning, acreage, and recorded instrument number.
2. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section 32.6 of the Zoning
Ordinance. First submittal: See comment under "New Comments Final Site Plan" below.
3. [32.5.2 (e) & 32.7.9.4. (c)] Please identify and label all existing landscape features that will be retained on the
landscape plan that will be included with the final site plan. See Engineering Division comment #9 for further
information.
a. [32.7.9A (b) & 32.7.9.4 (c)] If any of the existing landscape features will be retained to meet minimum
canopy requirements specified by Section 32.7.9.8, these features must be identified and labeled
(vegetation type, sizes, etc.). First submittal: Comment addressed.
b. [32.7.9A (b)] A copy of the Conservation Plan Checklist will need to be added as an exhibit to the final site
plan, and must be completed and signed by the owner or contract purchaser prior to final site plan
approval. First submittal: Comment addressed.
4. [32.5.2 0)] Please show all existing water, sewer and drainage facilities and easements within the property. Label
easements by type, state dimensions, and state the recorded instrument number that created the easement. First
submittal: There is an existine 15" HDPE storm nine in the oarldne area on the west side of the development. and
a 6" PVC pipe on the south side. No easements are shown around either pipe. Please clarify whether easements
exist, and if so, show the easement boundaries and recorded instrument number that created the easements.
5. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be submitted, reviewed,
and approved. See Engineering comments for further information. First submittal: Comment stands, see attached
Engineering Division comments.

6. [32.7.4.1] Please be aware that SUB202100090 is currently under review with the County. Prior to final site plan
approval, an easement plat application must be approved and recorded for all proposed stormwater and drainage
easements. Prior to approval of the final site plan, all stormwater and drainage easements created by the
easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the
easement, and state the recorded instrument umber of the plat that created the easements. First submittal:
Comment stands, SUB202100090 not yet approved.
7. [32.7.5] Please be aware that SUB202100090 is currently under review with the County. Prior to final site plan
approval, an easement plat application must be approved and recorded for all proposed water and sewer
easements. Prior to approval of the final site plan, all water and sewer easements created by the easement plat
will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the
recorded instrument umber of the plat that created the easements. First submittal: Comment stands
SUB202100090 not yet approved.
8. [32.7.91 The final site plan will need to include a landscaping plan that meets the following requirements:
c. [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met. First submittal:
Comment addressed.
d. [32.7.9.8] Minimum tree canopy of 10% must be provided within the site. Provide a calculation of the tree
canopy area provided, and state the tree canopy area proposed. First submittal: Comment addressed.
e. Provide a landscape schedule identifying the following information for proposed landscaping: state the
species name, common name, quantity, size/height at time of installation, canopy area per species, and
total canopy area for each species of landscaping material provided. First submittal: Comment addressed.
f. All proposed landscaping must be tree and shrub species specified on the Albemarle County
Recommended Plants List. First submittal: Comment addressed.
g. Canopy figures for all species can be obtained from the Plant Canopy Calculations list. First submittal:
Comment addressed.
9. [32.7.8 and 4.17] Please provide a lighting plan with the final site plan that meets all requirements of Section 18-
4.17 and Section 32 of the Zoning Ordinance. First submittal: See comment #10 below.
New Comment Final Site Plan:
10. [32.7.8 and 4.17] Please address the following related to the lighting plan:
a. [4.17.4 (b)] Show photometric measurements within the site and beyond all property boundaries.
Currently, footcandle measurement spillover exceeds the 0.5 maximum footcandles permitted along the
eastern and north parcel boundaries. Please revise luminaire types or their locations to ensure that
footcandle spillover does not exceed 0.5 footcandles along all property boundaries and onto adjacent
roadways.
b. [4.17] Please be aware that Albemarle County requires photometric plans to use a Light Loss Factor (LLF)
of 1.0 to calculate footcandle measurements on site plans. The LLF used in the tale does not use a 1.0 LLF.
Please be aware that the spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half foot candle.
c. [4.17.4 (a)] Provide manufacturer cut sheets for all outdoor luminaires that will emit 3,000 lumens or
greater. Be sure that the cut -sheets identify that these luminaires will be equipped with full -cutoff
fixtures.
d. [4.17.4 (b)(1)] Add a note stating "The spillover of lighting from luminaires onto public roads and property
in residential or rural areas zoning districts shall not exceed one-half foot candle."
e. [4.17.4 (b)(2)] Add a note stating "All outdoor lighting, regardless of the amount of lumens, shall be
arranged or shielded to reflect light away from adjoining residential districts and away from adjacent
roads."

11. [ZMA200400007] Per proffer #6 and Section 5 of the Code of Development from ZMA200400007, it is staff's
understanding that the community center is going to house an exhibit with archaeological artifacts/objects that
were identified through the archaeological surveys referenced in the COD and proffer #6.1. Please add a note or
notes to the plans identifying the following:
a. What artifacts will be preserved within the community center.
b. How they will be curated inside of the community center.
12. [ZMA200400007] Special Exception #SE202000008 established a deadline for completion of the community
center. Please add a note to the cover sheet stating that "completion of the community center must be completed
on or before December 31, 2022 in accordance with the Code of Development variation approved on October 7,
2020 by the Albemarle County Board of Supervisors."
13. [32.7.9.9 (a)] On the landscaping plans, add a note stating "All landscaping shall be installed by the first planting
season following the issuance of the first certificate of occupancy within the development, or a phase thereof."
14. [32.7.9.9 (c)] On the landscaping plans, add a note stating "All landscaping and screening shall be maintained in a
healthy condition by the current owner or a property owners' association, and replaced when necessary.
Replacement material shall comply with the approved landscape plan."

the 2018 Virginia Construction Code.

All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.

All water, sewer and fire lines require NEW inspection and testing procedures- The ACSA performs any testing and
inspections of the public sewer and water main(s).
The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the
building drain, water service pipe and the sprinkler lead-in connection.
The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for
Site Utilities to perform the visual inspection and testing of all utilities
not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the
m ete r(s )/b u i ll i n g (s ).
The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a
Certificate of Occupancy being issued.

1) The building requres a fire apparatus access road that provides a 20 ft unobstructed travelway width. Though there appears
to be suffficient right of way, the depiction of the parking spaces shows them extending into the travelway. Based on this
depiction, the road is not suffiecinet wid0h to meet the requirements of the code for fire apparatus access roads. In addition,
the fire appartus access roads shall provide access to all side of the ground level, within 150 ft of the roads and as preseneted,
I cannot accurately assess if this requirement is met.
2) 1 acknowledge your note about the ISO calculation is not provided due to no sprinkler being involved. Unfortunately, the ISO
needed fire flow calculation is not related to a sprinkler system. The needed fire flow calculation is the fire flow needed to fight
a fire in the building based on factors such as size of the building and the construction type for the builiding. The presence of
a sprinkler provides credit to lessen this needed fire flow, but the absence of a sprinkller or presence of sprinkler does not
mean the note is not necessary for the plans. This calculation determines the number of hydrants and the spacing of thoise
hydrants needed for the building. Please calculate the needed fire flow per the ISO formula for the building and place this as a
note on the plans.
3) Related to # 2, please provide an availble fire flow calculation for the hydrants and place this as a note on the plans as well.
This is to ensure the needed fire flow for the building is met.
4) Turn raddi for the road must meet the requirements for fire apparatus, which is generally 25 ft radii.
5) The road garde shall not exceed 10 degrees.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the Belvedere Community Center — Final Site Plan, dated December 23,
2021 as submitted by Roudabush, Gale & Assoc., Inc. and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process.

• Estimated average daily dry weather sewage flow (ADDWF)
• Point of connection into RWSA system (which manhole)
• Number of units/square footage
• Estimated in-service date
