ALBEMARLE COUNTY DESIGN STANDARDS MANUAL - GENERAL
CONSTRUCTION NOTES FOR EROSION AND SEDIMENT CONTROL PLANS
1. The plan approving authority must be notified one week prior to the pre -construction conference, one
week prior to the commencement of land disturbing activity, and one week prior to the final inspection.
2. All erosion and sediment control measures will be constructed and maintained according to minimum
standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia
Regulations VR 625-02-00 Erosion and Sediment Control Regulations.
3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing.
4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times.
5. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but
not limited to, off -site borrow or waste areas), the contractor shall submit a supplementary erosion
control plan to the owner for review and approval by the plan approving authority.
6. The contractor is responsible for installation of any additional erosion control measures necessary to
prevent erosion and sedimentation as determined by the plan approving authority.
7. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing
activities and during site development until final stabilization is achieved.
8. During dewatering operations, water will be pumped into an approved filtering device.
9. The contractor shall inspect all erosion control measures periodically and after each runoff producing
rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices
shall be made immediately.
10. All fill material to be taken from an approved, designated borrow area.
11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials only, free
of roots, stumps, wood, rubbish, and other debris.
12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section
5.1.28.
13. All inert materials shall be transported in compliance with section 13-301 of the Code of Albemarle.
14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of
7:00am to 9:00pm.
15. Borrow, fill or waste activity shall be conducted in a safe manner than maintains lateral support, or order
to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to
any public street because of slides, sinking, or collapse.
16. The Owner shall reserve the right to install, maintain, remove or convert to permanent stormwater
management facilities where applicable all erosion control measures required by this plan regardless of the
sale of any lot, unit, building or other portion of the property.
17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs/acre, and in
the months of September to February to consist a 50/50 mix of Annual Ryegrass and Cereal Winter Rye,
or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw
mulch is to be applied at 80lbs/100sf. A.Iternatives are subject to approved by the County erosion control
inspector.
18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade
limestone shall be applied at 90lbs/1000sf, incorporated into the top 4-6 inches of soil. Fertilizer shall be
applied at 1000lbs/acre and consist of a 10-20-10 nutrient mix. Permanent seeding shall be applied at
180lbs/acre and consist of 95% Kentucky 31 or Tall Fescue and 0-5% Perennial Ryegrass or Kentucky
Bluegrass. Straw mulch is to be applied at 80lbs/100sf. Alternatives are subject to approved by the County
erosion control inspector.
19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or clogging to
structural measures is to be repair immediately. Silt .traps are to be cleaned when 50% of the wet storage
volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good
stand of grass. Silt fence and diversion dykes which are collecting sediment 'to half their height must be
cleaned and repaired immediately.
20. All temporary erosion and sediment control measures are to be removed within 30 days of final site
stabilization, when measures are no longer needed, subject to approval by the County erosion control
inspector.
PROJECT NARRATIVE
PROJECT DESCRIPTION
THE PURPOSE OF THIS PROJECT IS THE CONSTRUCTION OF A GROUND STORAGE TANK AND PUMP STATION ON EAST
CORNER OF EAST RIVANNA VOLUNTEER FIRE COMPANY'S PARCEL AT 3501 STREAMER DRIVE AND EAST OF GLENMORE
WAY AT THE ENTRANCE TO THE GLENMORE COMMUNITY IN KESWICK, VIRGINIA. THE PROJECT WILL INCLUDE THE
CONSTRUCTION OF THE GROUND STORAGE TANK AND THE PUMP STATION, THE INSTALLATION OF A WATER SUPPLY LINE
CONNECTING FROM AN EXISTING WATER LINE ON THE WEST SIDE OF THE GLENMORE WAY AND STEAMER DRIVE
INTERSECTION TO THE NEW GROUND STORAGE TANK AND PUMP STATION, AND THE INSTALLATION OF A WATER
DISCHARGE LINE CONNECTING FROM THE GROUND STORAGE TANK AND THE PUMP STATION TO AN EXISTING WATER LINE
AT THE CUL-DE-SAC AT THE END OF GLENMORE WAY.
EXISTING SITE CONDITIONS
THE GLENMORE SUBDIVISION CONSISTS OF 761 RESIDENTIAL UNITS, A GOLF COURSE, EQUESTRIAN CENTER, AND
SWIMMING POOL. GLENMORE IS ZONED AS A PLANNED COMMUNITY FOR RIVANNA VILLAGE, APPROVED FOR AN
ADDITIONAL 804 RESIDENTAL UNITS AND COMMERCIAL DEVELOPMENT.
THE WATER SUPPLY PIPELINE WILL PRIMARILY BE CONSTRUCTED ALONG THE SOUTH SIDE OF STEAMER DRIVE. THE
SUPPLY LINE WILL BE A DEDICATED LINE TO THE NEW GROUND STORAGE TANK. THE PUMP DISCHARGE LINE WILL BE
INSTALLED IN A 20-FOOT WIDE EASEMENT BETWEEN 1192 ASHTON ROAD AND A PROPERTY OWNED BY RIVANNA
VILLAGE LLC.
GROUND ELEVATIONS RANGE BETWEEN 350 FEET TO 420 FEET. THE SITE HAS AN APPROXIMATE EIGHT FOOT ELEVATION
DROP ACROSS 90 FEET OF THE AREA FOR THE NIEW GROUND STORAGE TANK AND PUMP STATION.
TOTAL DISTURBANCE FOR THE GROUND STORAGE TANK, PUMP STATION AND WATER SUPPLY AND DISCHARGE PIPELINE
INSTALLATION WILL BE APPROXIMATELY 1.57 ACRES.
ADJACENT PROPERTY
THE EAST RIVANNA VOLUNTEER FIRE COMPANY PARKING LOT IS LOCATED WEST OF THE NEW GROUND STORAGE TANK
AND PUMP STATION. GLENMORE WAY BORDERS THE PROJECT SITE TO THE WEST AND SOUTH. A VACANT AREA BORDERS
THE PROJECT SITE TO THE NORTH. A VACANT AREA BORDERS THE PROJECT SIDE TO THE EAST WITH SOME RESIDENTIAL
PROPERTY TOWARD THE SOUTHERN EAST POINT.

STRUCTURAL PRACTICES
PAVED CONSTRUCTION ENTRANCE 3.02: A PAVED CONSTRUCTION ENTRANCE SHALL BE INSTALLED AT THE ENTRANCE TO
THE SITE.
TEMPORARY PAVED WASH RACK: A MINIMUM WATER TAP OF 1" MUST BE INSTALLED WITH A MINIMUM 1" BALL -COCK
SHUTOFF VALVE SUPPLYING A WASH HOSE WITH A DIAMETER OF 1.5" FOR ADEQUATE CONSTANT PRESSURE. WASH
WATER MUST BE CARRIED AWAY FROM THE ENTRANCE TO AN APPROVED SETTLING AREA TO REMOVE SEDIMENT. ALL
SEDIMENT SHALL BE PREVENTED FROM ENTERING STORM DRAINS, DITCHES, OR WATER COURSES. SHOULD THE

CULVERT AT APPROXIMATE STATION 5+48, TO PROTECT THE DOWNSTREAM SIDE FROM EROSION.
SOIL STABILIZATION MATTING 3.36: SOIL STABILIZATION MATTING WILL BE INSTALLED IN AREAS OF STEEP SLOPES NEAR
STATION 3+38 TO MINIMIZE DISTURBANCE BY CONSTRUCTION.
TREE PROTECTION 3.38: A FENCE BARRIER IS TO BE PLACED AROUND THE TREES WHICH WILL NOT BE DISTURBED TO
PROTECT THE TREES FROM CONSTRUCTION EQUIPMENT AND SOIL COMPACTION.
MANAGEMENT STRATEGIES
1. CONSTRUCTION WILL BE SEQUENCED SO THAT GRADING OPERATIONS CAN BEGIN AND END AS QUICKLY AS POSSIBLE.
2. SEDIMENT TRAPPING MEASURES WILL BE INSTALLED AS A FIRST STEP IN GRADING AND WILL BE SEEDED AND
MULCHED IMMEDIATELY FOLLOWING INSTALLATION.
3. TEMPORARY SEEDING OR OTHER STABILIZATION WILL FOLLOW IMMEDIATELY AFTER GRADING.
4. AREAS WHICH ARE NOT TO BE ._;DISTURBED WILL BE CLEARLY MARKED BY FLAGS, SIGNS, ETC.
5. THE VPDES PERMIT OPERATOR SHALL BE RESPONSIBLE FOR THE INSTALLATION AND MAINTENANCE OF ALL E&S
CONTROL PRACTICES.
6. UPON ,AUTHORIZATION FROM DESIGNATED COUNTY INSPECTOR, REMOVE ALL SEDIMENT CONTROLS AND STABILIZE ALL
DISTURBED AREAS.
PERMANENT STABILIZATION
ALL AREAS DISTURBED BY CONSTRUCTION SHALL BE STABILIZED WITH PERMANENT SEEDING (PRACTICE 3.32) OR
MATTING (PRACTICE 3.36), AS REQUIRED, IMMEDIATELY FOLLOWING FINISH GRADING.
MAINTENANCE
IN GENERAL, ALL E&S CONTROL MEASURES WILL BE CHECKED DURING AND AFTER EACH SIGNIFICANT RAINFALL. IN
PARTICULAR, THIS SILT FENCE WILL BE CHECKED REGULARLY FOR UNDERMINING OR DETERIORATION OF THE FABRIC.
SEDIMENT SHALL BE REMOVED WHEN THE LEVEL OF SEDIMENT DEPOSITION REACHES HALF WAY TO THE TOP OF THE
BARRIER.
SEDIMENT CONTROL PROGRAM - PHASE I
PHASE I E&S CONTROL PLAN IS INTENDED TO ESTABLISH PERIMETER CONTROL MEASURES, INCLUDING SILT FENCE.
1. INSTALL PAVED CONSTRUCTION ENTRANCE AND PERIMETER CONTROLS, INCLUDING SILT FENCE AS SHOWN ON
CONSTRUCTION PLAN SHEETS.
2. CLEAR THE SITE TO NO MORE THAN THE LIMITS OF CONSTRUCTION SHOWN ON THE CONSTRUCTION PLANS.
SEDIMENT CONTROL PROGRAM - PHASE II
PHASE II EROSION AND SEDIMENT CONTROL PLAN IS INTENDED TO PROVIDE CONTROL MEASURES DURING THE FINAL
STAGES OF IMPROVEMENTS.
1. BEGIN GROUND STORAGE TANK, WATER PUMP STATION AND PIPELINE CONSTRUCTION.
2. INSPECT CONTROL MEASURES AT LEAST ONCE DAILY.
3. STABILIZE WITH PERMANENT SEEDING AFTER TRENCH BACKFILL AND COMPACTION. USE SOIL STABILIZATION MATTING
WHERE CALLED FOR BY THE DRAWINGS.
4. REMOVE CONTROL MEASURES ONLY AFTER ALL DISTURBED AREAS HAVE BEEN STABILIZED AND ONLY AS APPROVED
AND DIRECTED BY THE COUNTY INSPECTOR.
PRE AND POST DRAINAGE AREAS
THE PRE AND POST DRAINAGE AREAS ARE SHOWN ON THE SITE PLAN ON SHEET 4. THE MAJOR DRAINAGE AREAS
REMAIN UNCHANGED IN THE PRE AND POST CONDITIONS, WHICH FLOWS TO THE SOUTHEAST AND IS CONVEYED INTO
THE ADJACENT PROPERTY AND AN EXISTING STREAM THROUGH SHEET FLOW OR THE EXISTING DITCH (TO BE MODIFIED
AS PART OF THE PROJECT). CONSTRUCTION OF THE NEW GROUND STORAGE TANK AND THE PUMP STATION WILL CAUSE
A PORTION OF DRAINAGE AREA TO BE CONVEYED INITIALLY TO THE NEW BIORETENTION FACILITY, BUT THE OUTFALL OF
DRAINAGE AREA WILL REMAIN UNCHANGED. SILT FENCING DURING CONSTRUCTION WILL PROTECT PROPERTY FROM
RUNOFF. _
