Subject: SDP202200002 RST Residences — Final Site Plan Review Comments
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
Anolicable Comments from Initial Site Plan Action Letter (dated November 24. 2021)
Comments that have been addressed have been blurred out. Additional comments are added in bold font, like this.
1. [36.1(c)] County records show there is an outstanding initial site plan fee balance of $615.66. This fee will need to be
paid prior to Friday, December 3, 2021 in order for the initial site plan to be approved. Comment addressed.
2. 132.5.2(b) and 15.31 Will any of the dwelling units be subdivided into individual properties? If so, show lot lines and
provide their dimensions on each proposed lot. Comment addressed.
3. [32.5.2(i)] Please clarify the following:
a. Private Road C is the only vehicular accessway within the site that is labeled as a private road. Please verify that
this is being done in order to provide the inter parcel access to the adjoining property, as shown on the ZMA
Application Plan. If so, a private street easement that grants access to the adjoining parcel needs to be recorded
prior to final site plan approval. Comment partially addressed, Private Road C (Archer Avenue) will be a
private street. Prior to final site plan approval, a private street easement will need to be created through
recordation of an easement plat. See comment #12 below for further information.
b. Please verify that all other travelways are not intended to be either public or private streets. Comment addressed.
4. [32.5.2(a)] Revise the Parcel ID label on the Cover Sheet to state "Tax Map and Parcel Number" or simply "TMP."
Please include a reference to both TMP 46-108 and TMP 46-109. Please revise the "PIN" reference and chance it
to "TMP" in the Site Data table on the Cover Sheet.
5. [32.6.2(a)] Please include a placeholder for the Final Site Plan application number and include a reference to the Initial Site
Plan application: SDP202100079. Please include Final Site Plan application number SDP202200002 and please label
SDP202100079 as the Initial Site Plan number.
6. [32.5.1(c)] Provide setback lines on the Site Plan sheets. Comment addressed.
7. [32.6.2(a)] Provide the Site Data table shown on Sheet C-300 on the Cover Sheet.
a. Use TMP instead of PIN/PID references. Please revise. See comment 4 above.
b. Include a reference to Special Exception SE202000003 underneath the ZMA information. Comment stands.
c. Include all information provided in the Site Data on the Cover Sheet of ZMA202000007. This includes all
required calculations, recreational facility information, affordable dwelling unit information, buffer
information, etc. Comment stands. Please refer to the approved Application Plan dated 6/1/2021.
8. [32.6.2(a)] Paste a copy of the conditions associated with SE202000003 onto one of the general notes sheets.
Comment addressed.
9. [32.6.2(i)] Zoning approval of the proposed parking requirements and the provided layout is required prior to Final
Site Plan approval. Provide a breakdown of types and numbers of units in the apartment buildings to confirm
parking requirements. For example, how many studio apartments, one -bedroom, two -bedroom, etc.
a. Please confirm how parking is being provided for the attached 78 units. Are there driveways and
garages? Where are the guest spaces?
10. [32.6.2(a)] Correct any reference to PID to TMP including labels for adjacent properties. Comment addressed.
11. [General Comment] Please add the Site Review Committee (SRC) signature panel (attached) to the cover sheet. Comment
addressed.
12. [32.5.2 (k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities
will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat
application the County for review. The final site plan will need to be updated so that all easements are shown and
labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with
deed book and page number. Comment stands. Per the site access note on Sheet 1 of the Application Plan, all
travelways within the development will need to have an easement granting public access and use of the
travelways. These easements need to be recorded prior to final site plan approval. Sheet 3 of the Application
Plan identifies the travelways that need the public access easement with a gray dashed line. Please show this
easement on the site plan on all applicable drawings.
13. 132.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. The detail
should identify materials to be used, color, dimensions, etc. Comment addressed.
14. 132.7.8 and 4.171 Lighting Plan
a. 14.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. Comment addressed.
b. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please provide
documentation from the manufacturers that all fixtures will be full -cutoff. Comment addressed.
c. Please state the pole height of all outdoor luminaires. Comment addressed.
d. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more
initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half footcandle." Comment addressed.
15. [32.6.2(f)] Provide a typical street section for Private Street C (See Engineering comment if applicable). Comment
addressed.
16. [General Comment] Final site plan must meet all other requirements of 18-32.6, 18-32.7, and 18-32.8 prior to final
approval.
Final Site Plan Review Comments:
1. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Sheet Index table on the Cover Sheet. The Sheet
Index count suggests there are 42 sheets, but there are 53 total sheets in the set.
2. [General Comment] Add a date of revision.
3. [32.6.2., 4.121 Ensure all parking spaces are counted and labeled properly. In the screenshot below there are 11 parking
spaces in the upper right bubble where it is labeled as 9, and in the larger bubble along Travelway A there are 7 street parking
spaces, but labeled as 8. Travelway B appears to be missing a street parking count as well.

4. [4.16.2, ZMA2020000071 Finalize all proposed improvements within the recreational areas and show these features on all
applicable sheets.
a. Per recreational area notes on Sheet 1 of the Application Plan, the specific amenities required by Section 18-4.16 of
the Zoning Ordinance must be provided on site unless the applicant requests an amenity substitution request.
b. Please provide recreational area along the southern property line abutting the landscaping buffer as shown on the
Application Plan.
5. [32.7.8 and 4.17.41 Please use alight loss factor of 1.0 to determine footcandles on site. Update the lighting plan accordingly.
6. [General Comment] Prior to final site plan approval, a WPO plan must be submitted, reviewed, and approved by the
Engineering Division. Please see Engineering comments below for additional information.
7. [18-30.7.4 (b)(1)(h)] In order to disturb the areas of Preserved Steep Slopes highlighted in red on the plan, the applicant must
provide new topographic information that is based on more accurate or better technical data demonstrating, to the satisfaction
of the county engineer, that the slopes are less than 25 percent prior to approval of the final site plan.

Albemarle County Building Inspections — Betty Slough, bslou hg &albemarle.org — Requested changes, see below.
1. Based on the size of the pool area, a minimum of 3 means of egress are needed, of which 2 must be accessible. It is
possible that a 4th gate may be needed. These gates must be located per Section 1007 Of the 2018 Virginia
Construction Code.
2. Add the following note to the general notes page:
Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height
require a stamped engineered design also. Walls require inspections as outlined in the USBC.
3. Add the following note to the general notes page:
Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-
09 and the 2018 Virginia Construction Code.
4. Add the following note to the general notes page:
Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream
manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain,
branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims
above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge
through a backwater valve.
5. Add the following to the general notes page:
All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.
6. Note to developer:
Due to required distances from lot lines and structures as required by the NFPA, underground propane tanks may be
prohibited. Plan accordingly.
7. Add the following note to the general notes page:
Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a
demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI.

8. Add the following note to the general notes page:
All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and
inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department(ACBID)
does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in
connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle
County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or
ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s).
The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department
prior to a Certificate of Occupancy being issued.

Albemarle County Fire -Rescue — Howard Lagomarsino, hlaeomarsino@albemarle.org — Requested changes, see below.
On the plans dated 1/10/2022, they indicate apartment buildings are to be constructed on the site, though the
requirement for fire suppression/fire sprinkler systems is the purview of the building official, it is anticipated the
apartment buildings will require the installation of a fire sprinkler system. As such, this requires a fire department
connection (FDC). I do not see the location of the FDC indicated on any of the plan sheets for these buildings. This is
important to assess the placement of hydrants as a fire hydrant needs to be within 100 feet of the fire department
connection and arranged so that when the hydrant and the FDC are in use, it does not obstruct the fire apparatus
access.
2. I did not locate the note on the plans the note for the needed fire flow for the buildings. The flow for the apartments
will be different than the flow for the townhomes. Please place a note on the plans that identifies the needed fire flow
for the buildings.
3. In line with comment # 2, the needed fire flow coincides with the analysis of the available fire flow at the hydrants.
Please place a note on the plan the available fire flow for the hydrants (This calculation is needed to accurately assess
if the hydrant numbers and spacing are sufficient).
4. The hydrant spacing for the townhome section is insufficient. In the least stringent scenario, the spacing is hydrants
every 500 feet but arranged so that no building is more than 250 feet from a hydrant. The townhomes on the west side
of travelway D and travelway E do not conform to this requirement.
5. During construction, the following fire prevention steps are required, so please note them on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and
these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per
Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all
construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department
connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this
access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all
weather conditions.
d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during
construction per the Virginia Statewide Fire Code
e. An approved water supply for firefighting operations shall be in place and available as soon as combustible
materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in
accordance with the Virginia Statewide Fire Code
g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all
floor levels where combustible materials have accumulated, in every storage and construction shed and in
areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance
with the Virginia Statewide Fire Code
h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention
Code and shall require a permit from the Albemarle County Fire Marshal's Office
6. There are places on the roads and travelways where parking spaces are not delineated and the width of the road does
not permit parking without obstructing the travelway below the required 20 foot width for areas with buildings less
than 30 feet tall accessed by the road or travelway or if over 30 feet tall, the 26 foot width. These roads will require no
parking signs that are noted on the plans.

RWSA has reviewed the RST Residences Final Site plan dated 1/10/2022 by Bohler civil and consulting engineering and
has the following comments:
General Comments:
1. Please include RWSA general notes. Attached.
Sheet C-400:
1. Please show RWSA 24" DI WL on overall grading sheet.
Sheet C-500:
1. RWSA would prefer to not have a tap off the 24" DI WL along Seminole trail. Please consult with ACSA as to
whether this is needed or the 6" tap off Ashwood blvd from the ACSA line is enough.
2. With a proposed tap from the RWSA 24" DI WL, RWSA would like the ACSA 12" line to prepare for a future
connection to serve the adjacent parcels and connect through Hollymead, or Rubin Ln.
3. Please plan to perform a wet tap on the 24" DI WL so a shutdown is not required.
4. How do you plan to abandon the existing 2" service lateral, meter, and PRV at Ridgewood Drive?

1. The proposed tap calls out a 12"xl2" Tee but should be a 12"x24" Tee.

1. VDOT Road Design Manual, Appendix A(1), prohibits `parking within 20 feet of any intersection
measured from the curb return of the intersection.' Recommend remove parking proposed within 20-ft. of
any VDOT Road Design Manual No parking zone. For example: Int. travelway A and private road C,
travelway E and private road C. Ref. Appendix A(1), p. A(1)-77. (FSP) Addressed.
2. Similarly, parallel parking is proposed coincident with curb return on travelway A, at entrance/exit to
roundabout (Int. travelway B and travelway A). Recommend eliminate parallel parking proximate to

c. Avoid impact to currently mapped preserved steep slopes, impact appears imminent with proposed

field run survey indicates topography flatter than 25%, comment will be withdrawn provided
applicant coordinates survey with Engineering (slopes exhibit /survey data submittal required).

d. Acquire temporary off -site construction or permanent grading easement, as needed, to construct

9. C-402

10. C-401
a. Provide capture for runoff from entrance to this development, at U.S. Rt. 29, since approximate 8'
vertical grade break sends uncaptured runoff into U.S. Rt. 29 NBL. (FSP) Persists. Applicant:
`System is being analyzed, however currently unable to capture the runoff here due to the depth of
the proposed system.'
b. Resolve apparent conflict between CG-12 and inlet on E side of roundabout (Int. travelway A-
travelway B). (FSP) Addressed.
c. Provide spot elevations to ensure positive drainage to inlets, especially grate inlets in pavement
(travelway E, for example). (FSP) Addressed.
11. C-305
a. Proposed Road A/Rt. 29 sight distance (left) vertical separation between sight line and U.S. Rt. 29
pavement appears to be < 0.25'. If as -built condition prevents 680' sight distance left, the
intersection of Road A / Rt. 29 may require constructive revision prior to zoning (or road plan)
bond release, or VDOT acceptance of this entrance onto U.S. Rte. 29 NBL. (FSP)

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Bohler, dated 10 January 2022,
and offers the following comments:
1. The Auto -TURN diagrams for the ingress movement at the Route 29 entrance shows the
fire truck mounting the sidewalk and taking out a street sign. Also, the egress movement
runs on top of the median for its entire length at the same entrance. Please make
adjustments to the turn tracks or design accordingly.
2. Limits of mill -and -fill must extend 2 feet beyond the limits of work in the right-of-way
for entire lane widths.
3. Limits of mill -and -fill on Rte 29 South must include the left-thru-lane for the entire
length of the turn -lane to eliminate the angled cross joint.
Please provide a digital copy in PDF format of the revised plan along with a comment response

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The

Rivanna Water & Sewer Authority (RWSA)
General Water & Sanitary Sewer Notes
Last Revised: April 2016
1. All materials and methods of construction shall comply with the latest version of the General
Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015,
except as modified below or modified in special notes.
2. RWSA shall approve all construction materials and methods of construction. A preconstruction
conference shall be held with RWSA prior to the start of any work.
3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001).
4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days
prior to the start of construction.
5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made
without coordination with and the presence of RWSA staff. No work shall be conducted on
RWSA facilities on weekends or holidays without special written permission from RWSA.
6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the
existing system. All doghouse manholes must be pressure -tested before a connection is made to
the system.
7. The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
verification of the location, size and depth of all existing utilities, both surface and subsurface.
The Contractor shall immediately notify the Engineer of any discrepancies between the plans and
field conditions. The Contractor shall use due diligence to protect all utilities and structures from
damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be
repaired by the Contractor to the original condition at no additional cost to the Owner.
8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without
special written permission from RWSA. No grading shall be permitted in the RWSA easement
unless permitted otherwise by RWSA in writing.
9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and
RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey
may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass
pumping and/or pre- and post -CCTV may be required. RWSA may also require certification
from a licensed professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to
the original condition at no additional cost to the Owner.
10. The contractor shall observe minimum separation requirements for utility crossings. When a
crossing is made under an existing facility, adequate structural support shall be provided for the
existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the
springline of the existing pipe.
11. New water main installations shall be pressure tested, chlorinated, flushed and have water
samples approved prior to making any permanent connection to the public water system.
Approved methods of filling and flushing new water mains will be required to prevent any
contamination of the public water system.
12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into
service.
13. No permanent structural facilities will be permitted in the RWSA easement. This includes
building overhangs, retaining walls, footers for any structure, drainage structures, etc.
14. Trees are not permitted in the RWSA easement.
