Also some of your search perimeters are subjective. For example I would consider the Elledge application to be located on the periphery of Key West due to its proximity to the river and not centrally located. What I can provide you is the attached list of sites. This list was prepared by performing a search in County View(our permit tracking system). I searched for all applications in the system with an application type of Personal Wireless Facility(PWF). I had the search return all the applications with that application type and also show the application number, project name, description and the tax map and parcel number. Sheet 1 is the raw run. Sheet 2 has been reformatted to make it easier to read and also has removed duplicate applications on the same parcel (some parcels have multiple applications but sheet 2 just shows the first application on the property). This information goes back to February 2, 2004(the day we started using County View). It may be incomplete and not capture all applications. It only captures those where an application type has been entered and in the early years of using our system this was not always done. I hope that this information is helpful to you. With it you should be able to use the GIS mapping system or physically visit any site you believe meets your criteria and evaluate it. I just checked with some other staff and we could also provide you with a rather large database of sites. It includes all of the known sites in the County and City (it was developed for E911 purposes). It would include not just towers but collocations on buildings and other structures. That database is to large to email which is why I didn't include it. However, it is available if you would like a larger list of sites. At the time I had asked about the presence of other cell phone towers in our county in situations analogous to the one that Key West neighbors are facing —the question of an independently standing cell phone transmission tower that is placed deep within an already established neighborhood and on a lot with a home and in close proximity to other homes in a suburban neighborhood. When we first spoke about this matter with Albemarle County's Planning Department, we were referred to the examples of Bellair and Colthurst neighborhoods. After considerable work visiting the areas and talking with neighborhood leaders, we discovered that those situations did not relate to the kind involved with Key West (Bellair's tower situation was way off to the outer edges of the neighborhood of large-acreage lots, alongside Highway 29, and community leaders at Colthurst said there was not an independently standing tall tower to their knowledge on a lot within their neighborhood). After that investigation I offered to ride to a few locations in the county with you to observe some situations that appeared similar to that of Key West. You recommended instead that I look on the county's Internet-based map that identifies towers. But you are more familiar with the information on those maps than I, for efforts to identify similar situations were difficult to achieve. Some of the towers on the map, for instance, are not standing independently but are attached to electricity poles or are along rights of way or near a major highway. In view of the difficulty of finding an analogous situation and because your office is far more familiar with the situation (since your office handles judgments about applications for towers), I am requesting assistance in identifying at least three examples that are, in fact similar to that of Key West. Briefly, here are the criteria that identify similarity: 1. It is an independently standing tower (not attached to a structure or a power pole) on a lot with a home, and it is adjacent to several other homes in the neighborhood (i.e., other neighborhood homes are within two-hundred feet or three-hundred feet of the tower and other neighborhood homes —that are not on adjacent lots -- are within a few hundred feet beyond that) 2. The independently standing tower is a tall one that extends above the trees (that is, it is at least 100 feet tall; in the case of Key West the proposed tower is 103 feet tall). 3. The tower is not on the periphery of the neighborhood; i.e., it is centrally located in the neighborhood and on a rather dense neighborhood block, in proximity to several homes. 4. The decision by Albemarle County to approve the tower's placement occurred after the neighborhood was built out completely on the street where the tower is located. In other words, the tower was not present before the neighborhood homes were built. 2 We appreciate your assistance in this matter, and I want to tharuc you in advance for your work on this inquiry. As you can understand, the question is important for identifying other situations in the county that roughly match that of Key West's condition, and individuals in your office are best prepared to address the question. There may, indeed, be related tower placements within neighborhoods around the county. Still, to understand what those situations are and for us to be able to visit the sites and to inquire with neighborhood leaders about the circumstances of those tower placements, we need to receive examples of at least three circumstances that relate closely to the case involving Key West. Since time is of the essence, we would be very appreciative if you can provide this information to us by Thursday, September 19. This inquiry is not just a personal one; it represents the research currently being conducted by groups of Key West citizens.
