Since there are extra spaces provided with this plan, but are not needed for Gander Mountain, we would rather place this additional handicap parking space over in Phase IIB with the future buildings. Would that be possible? We still will provide the necessary amount of handicap parking spaces, but will not have the majority of them at Gander, but will spread them out between the buildings. I am trying to review it and there are a number of problems with this proposal. 1. The site plan submitted with the permit has not been approved yet. I looked at the site plan still under review and saw that the sign location was shown on the plan. Please remember that signs are a separate review and a separate permit, and are not reviewed at all when they are shown on a site plan. If this site plan gets approved that does not mean the proposed sign location is approved. 2. The permit is already on the wrong parcel. It is shown to be on the same parcel as the bank in our system and I know that is wrong. I can't tell from what was submitted which parcel it is on. It appears to be either on tax map/parcel 45-110A which I think is part of the Gander Mountain site or it is on tax map/parcel 45-111 which is as I understand the future car dealership parcel. I need someone to let me know which parcel it is on. 3. It is a multi-tenant panel sign.As I have explained in previous conversations with you and Mr.Wood this property is zoned Highway Commercial, so any freestanding sign on this site can only contain the names of the businesses located on the same parcel as the sign. North Town Center is made up of 5 separate parcels right now.There are 5 proposed tenant panels on this sign.Are there going to be 5 tenants on the same parcel?Any tenant who wishes to have the name of their business on this sign either has to be on the same parcel as the sign or they will have to apply for a Special Use Permit for an offsite sign. There is a Zoning Text Amendment being worked on that would possibly allow this type of sign to be permitted and any tenant of North Town Center could have their name on this sign structure, but that ZTA has not been approved yet.The absolute earliest it would be approved is September 2013. It might not get approved at all. You might end up building a sign that you can't use for numerous tenants if you proceed forward with this sign design. I have to deny the permit for now because it was submitted on an unapproved site plan and does not provide the distance from the sign to the front property line or the edge of the VDOT right-of-way where the 5 foot setback will be measured from. Please feel free to forward this e-mail to your sign contractor and let me know how you wish to proceed. Otherwise, if I transmit the changes tomorrow or Wednesday,the other reviewers won't get them until next week(holiday) so you'll end up waiting a lot longer for comments. I'll try to send out an email to the reviewers to let them know about the road, but they may comment anyway because it is shown on the plan as of now. This makes sense. We will want to leave the roadway width the same, 24'f/c to f/c. Therefore,the site plan amendment will be just to remove the pedestrian bridge (as suggested by Mark Graham) and to show the location of the sign. You will want to make sure to add easements over the easement(for lack of a better way to express it)for the parking that would extend into the 30' private street easement and any other issues like that on the site plan (when you submit the plat). Does this make sense? Let me know if you still want this minor amendment reviewed...it's next up on my list. I wanted to get your thoughts/opinion on this access road that we are trying to provide to the site. I under that the need for the easement to be 30' wide if we were to every subdivide the back parcel. My question is about the width of the roadway within this access easement. We submitted a plan that changes the roadway with from 24' f/c to f/c to 30', but when looking at in the field today, I am not sure that 30' wide roadway will work within the area that we have available, based on grades. What is the width of the roadway. Right now, we have (2) 12' lanes accessing this area, so would that be wide enough, as long as we provide the 30' easement. What's going on...am I crazy? Anyway, if you want to submit the correct plans, bring them in marked to my attention. Next week is a site plan submittal week, so as long as you have them in by Monday it shouldn't push you back any.
