RE: Response Letter for SDP2020-52 Regents School of Charlottesville
Dear Dyon,
Thank you for your review of the final site plan for Regents School of Charlottesville. This letter contains
responses to RWSA comments emailed on January 7, 2022. Our responses are as follows:
General Comments:
1. Does Regents School still anticipate that a second entrance from Reservoir Road will be included
in later phases of the project? RWSA will need to take this into account when designing the new
36" raw water main.
RESPONSE: The second entrance may be incorporated in later phases of the project. A separate
exhibit will be provided to RWSA for review.
2. What is the timeline for Construction of this project?
RESPONSE: Clearing and grading of the site has been initiated and construction is anticipated to
continue through the summer, with completion in the fall.
Sheet Cl/C2:
Include RWSA General Water and Sewer Notes.
RESPONSE: Comment received. See the RWSA notes on the cover sheet.
Sheet C9:
1. Please show the proposed new RWSA 36" WL and 40' easement as depicted in the attached
exhibit.
RESPONSE: Comment received. See the future RWSA waterline and easement shown in the
relevant plan sheets.
2. Show tree clearing in the proposed RWSA easement and confirm whether there is any conflict
with the buffer zone.
RESPONSE: A note has been added to the cover sheet under RWSA General Water and Sewer
Notes that indicates that trees cannot be located within the RWSA easement. No new trees are
proposed within the future easement area. At the time when the easement is enacted, trees may be
removed from the easement. The `school buffer zone' is part of the special use permit conditions,
that prohibits school travelways and parking area in the buffer area. There is no conflict between
the RWSA easement and the buffer zone as utilities are permitted in the school buffer.
What is the status of the second entrance to the Regents School on previous plans? Was that
pushed to a later phase or taken off?

RESPONSE: The second entrance will be part of a later phase. An exhibit to RWSA is
forthcoming.
Sheet Cl 1:
1. Please show the proposed new RWSA 36" WL and 40' easement.
RESPONSE: Comment received. Please see the revised sheet.
2. RWSA requires 18" of minimum separation for all utility crossings.
RESPONSE: Comment received. Any crossing with an RWSA utility line has been revised to be
a minimum of 18".
3. The proposed new 8" water line in Reservoir Road does not appear to provide sufficient
horizontal separation from the proposed new RWSA 36" raw water main and could create
challenges during construction or future maintenance. Can the ACSA line be replaced in place, or
can the new water line be shifted closer to the existing line to allow additional space for
construction of the 36" raw water main?
RESPONSE: Comment received. Per email correspondence on February 24, 2022, the revised
location of the proposed waterline, which allows for a minimum of 8.6' of horizontal separation,
is acceptable by RWSA.
Sheet C15:
1. No trees permitted within 10' of the 18" raw water main.
RESPONSE: Comment received. No new trees are proposed within 10' of the 18" raw water
main.
Sheet C25:
1. Show 18" raw water main n the profile and call out 18" min. separation from force main. Force
main needs to be installed below the water main OR the crossing needs to be constructed of
ductile iron pipe per VDH requirements for water and sewer line crossings.
RESPONSE: Comment received. The 18" raw water main crossing is now shown on this profile,
and the force main has been revised to cross underneath the existing RWSA line.
