RE: Response Letter #1 for SUB202100149 HTC Area C Townhomes Road Plan - Planning
Dear Mr. Reitelbach,
Thank you for your review of the Road Plan for HTC Area C Townhomes. This letter contains responses
to County comments dated November 4, 2021. Our responses are as follows:
1. [18-32.7.91 Required street trees should be situated within planting strips located in the street
rights -of -way, not within proposed private residential lots. Otherwise, a landscaping easement
will be required for the trees to ensure their maintenance.
I have done my best to locate trees in the ROW given the numerous constraints. Trees
which cannot be placed inside the ROW are within landscape easements.
2. [32.5.2] General Information. Include the application number for the final site plan on the cover
sheet, SUB2021-00149.

3. [32.5.2(p)] Landscaping plan.
a. Many of the street trees along the internal streets are not in the planting strips. They need
to be provided within the planting strips as part of the right-of-way. Street trees along the
external public streets also need to be within the planting strips
Many trees relocated, where trees cannot be located in planting strips, they are
placed in easements.
b. Provide the height at 10 years of maturity for the vegetation. That determines whether the
landscaping counts for the required canopy amount.

c. Provide units for the table identified as "pavement."
Table removed, this is not relevant to the road plan -required landscaping.
d. Revise the number of required street trees. The requirement is inclusive, so for example
750 linear feet of frontage requires 16 trees, not 15. (The first tree is planted at 0 feet,
then 50 feet, then 100 feet, and so on.) This comment applies to both Block H and Block
III.

e. Street trees also need to be provided along Private Road C.

f. Many trees are planted in very narrow spaces between driveways, which does not provide
sufficient space for the trees to grow in a healthy manner. Revise these locations or
narrow the driveways.
Driveways have been narrowed. Entrances cannot be narrowed further, due to
county engineering requirements.

4. [32.5.2(i)] Streets, easements, and travelways.
a. Separate application forms, and the associated fees, must be submitted for the requests
for waivers to the street requirements, such as sidewalk, planting strip, and curb and
gutter waivers. These applications must be submitted, and the fees paid, prior to being
taken to the Planning Commission for that body's review. (Also reference the comments
made for the submittal of the final site plan for this proposal, SDP2020-00063. See
comment #14 from the comment memo dated December 4, 2020, prepared for SDP2020-
00063, for additional information on this requirement and what is needed. This comment
memo has been attached.) Otherwise, planting strips, sidewalks, and curb and gutter must
be provided along both sides of all streets in the development.
Noted. These waiver requests, fees, and applications have been submitted with the
Final Site Plan, submitted concurrently to this Road Plan.
