Re: SUB202100203 Belvedere Phase 56 Final Plat - Review Comments
Dear Cameron,
We have received the comments for the above referenced project dated January 21, 2022.
Below are responses to the comment letter:
2. [14-302 (A)(5)] Please show the location and dimensions of all existing and proposed
public easements outside of a street right-of-way. Existing easements shall be labeled with the
deed book and page number and the name of the public owner of record.
a. Proposed easements shall be labeled as "hereby dedicated to public use." See Engineering
Division comments for specific easements that must be public. First submittal: Comment
stands, please state this in the labels for the proposed public easements, or add a note to the
cover sheet.
Response: Note added to cover (#14).
b. Any public easements that will be dedicated in Phase 5B will need to include a deed of
easement. Consult with the Engineering Division to obtain templates for public drainage and
stormwater deed of easement templates. First submittal: Comment stands, see attached
Engineering Division comments.
Response: Noted. Please provide when ready.
18. [14-303 (0)] Add a note stating that the properties will be served by the public water
and sewer system.
First submittal: Comment not addressed, please add this note to the cover sheet.
Response: Note added to cover (#15).
20. [14-311] A road plan application will need to be submitted, reviewed, and approved
prior to final plat approval. See VDOT comments below for additional information on street
design. First submittal: Comment stands, road plans (SUB202100195) currently under review.
This comment will be addressed once the road plans are approved.
a. [14-410, 14-411, 14-4221 All public streets must meet the requirements specified in these
Code sections. This information must be provided on the road plans. First submittal: Comment
stands, road plans (SUB202100195) currently under review. This comment will be addressed
once the road plans are approved.
b. [14-428] Public street rights -of -way, including sidewalks and planting strips within the right -
of way, must be dedicated to public use. First submittal: Comment stands, road plans
(SUB202100195) currently under review. This comment will be addressed once the road plans
are approved.
Response: Noted. Will wait on Road Plan approval.

21. [14-316] VDOT approval of entrances onto existing public streets will be required
prior to final plat approval. First submittal: Comment stands, see attached VDOT comments.
Response: See response to VDOT comments below.
22. [14-317] Prior to final plat approval, an instrument evidencing maintenance of all
require improvements (private easements, open space, etc.) must be submitted and reviewed to
ensure compliance all applicable sub -sections of Section 14-317. First submittal: A Subdivision
Ordinance text amendment is going before the Board of Supervisors on February 16, 2022 to
amend this code section. If the text amendment is approved, this Code section will no longer
require submittal of a separate legal instrument evidencing maintenance of private
improvements. A note will simply need to be added to the plat. Staff will provide the language
for the note on a subsequent submittal.
Response: Note from amended 14-317 added to cover sheet (#16).
23. [14-434, 14-4351 Prior to final plat approval, all proposed streets must be built or
bonded. First submittal: Comment stands, road plans (SUB202100195) not yet approved and
roads not yet built or bonded.
Response: Noted.
24. [14-302 (B)(5)] The zoning information note on Sheet 1 appears to have several
errors. Please address the following:
a. The acreage summary on the cover sheet states that the acreage of Phase 5B is 7.978 acres.
With 20 lots proposed, the proposed density is 2.5 du/acre. The density in the zoning note
states that the proposed density is 4.2 du/acre.
b. The proposed density note appears to include the lots already approved in Phase SA Is there
a reason for this? The note should just state the proposed density of Phase 5B.
c. The allowable density of a standard level cluster development is 4.0 du/acre, not 4.2. Please
revise.
Response: Zoning information has been corrected.
Engineering Comments:
1. Show the temporary SWM facility easement for the level spreader located on the Open
Space F lot.
Response: Easement shown on V3.
2. The roads must be built to acceptance or bonded prior to final plat approval.
Response: Noted.
3. Drainage deed will need to be recorded prior to final plat approval.
Response: Noted. Please provide when ready.

VDOT Comments:
1. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design
Manual are required prior to plat approval.
Response: Noted.
2. Please include a note stating that "VDOT will only maintain within drainage easements
to the extent necessary to protect the roadway from flooding or damage."
Response: Note added to cover (#17).
3. Please include a note "Landscaping plants and trees adjacent to the sight distance
triangle will need to be maintained in area between 2 and 7 feet above ground as a clear
zone to preserve sight lines and accommodate pedestrians. The HOA will be responsible
for the maintenance of sight lines."
Response: Note added to cover (#18).
