Subject: SUB202200030 Combination Easement and Special Lot Plat — Animal Wellness Center
The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once
the following comments have been addressed: [Each comment is preceded by the applicable reference, which is
to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302(6)(7)] Revise Note 6 to state that the subject parcel is within the Lickinghole Creek Water Supply
Watershed. Note 8 can be removed.
2. [14-302 (B)(1)] Please add a date of last revision.
3. [14-302A] Include the standard note that the parcel contains a building site that complies with Section 4.2.1
of the Albemarle County Zoning Ordinance.
4. [14-303(1)] See Engineering comment below.
5. [14-303 (L)] New public drainage and stormwater facility easements will require a deed of dedication to be
recorded with the plat. Once all revisions to the plat have been made, staff from the Engineering Division
will draft the deeds and transmit them to the applicant. When the plat is ready to be submitted to the County
for signature/approval, signed hard copies of the deeds will also need to be submitted so that the County
Executive and County Attorney can sign them. Please contact Engineering Division staff directly if you
have further questions about the deeds.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Foresight Survey, P.C., dated
10 February 2022, and offer the following comments.
Land use
1. Proposed right of way labeling will need to be changed to; dedicated to the
Commonwealth of Virginia, for public use. Route 240 is a primary road, and in most
circumstances right of way dedications, are to be dedicated to the Commonwealth of
Virginia.
2. The applicant will need to provide VDOT with an environmental report, stating that
there's no hazardous material in the dedication area.
3. Attached you'll find the deed of dedication form to the Commonwealth of Va., please
have the applicant fill out and notarize. Once this has been completed, it will need to be
QC and QA by our Right of Way section manager, for accuracy, before the State Right
Way Director signs the deed. Please forward this back with your response letter.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at
(434) 422-9399 for information pertaining to this process.
