We received the revised plans for this site plan, and we will be granting approval. However, there is still an outstanding
$435.00 fee that needs to be paid prior to the County issuing the action letter. This comment was made by Chris on the
previous review, but our system does not show that the fee has been paid.
The fee needs to be paid by Friday of this week since that is the deadline for us to take action. You can submit payment
in person or online. Please give me an update on when you plan to pay the fee. If you can't submit it this week, you'll
need to request a deferral on our action of the site plan so that we don't have to deny it.

Attached is the draft action letter, which is a 3 part letter for you to review, edit, and assemble as you see fit. It consists of
an approval cover letter, the review of the revision with conditions of approval, and other SRC review comments.
Please review the conditions of approval, specifically the highlighted comments #1, #2, and #4.1 offer the following
information:
Comment #1: As mentioned in the email below the applicant has not paid the required $435 SRC notification fee. An
action of approval shall not take place till this fee is paid. Please contact the applicant and obtain that fee prior to
approval. An action must be taken on this plan by Dec 41, unless a deferral request is received.
Comment #2: The applicant added the bus stop turn off to the plan, based on the time allotted to take an action on this
revision VDOT was not provided a copy of the revision. Thus VDOT's attached approval is prior to the bus stop turnoff
being added to the plan. VDOT has not reviewed this aspect of the plan. If the applicant would like VDOT's review of
this item prior to a conditional approval being issued they need to request a deferral and allow for VDOT review.
Comment #4: The requirement of the playground was discussed at our meeting with zoning on 11-30-20. The standards I
have listed in the comment are those provided in Section 4.16.2. The addition of this improvement may be problematic for
the site to address based on the proposed grading of the SWM facility. It may be appropriate to have a conversation with
the applicant about this item and see if they would like to defer to address this item before moving forward.

1) It was discussed that the applicant is not required to provide building 433 (Daycare/Inst/Comm), as this is not
a required amenity. Also, they do not have to relocate the building or the use to another section of the
development.
2) Building #34 (Community Clubhouse) can be below 6,000 SF. The 3,800 SF they are proposing with
SDP2020-57 is appropriate and the difference does not need to be relocated in another section.
3) The applicant needs to provide the playground as depicted on sheet G of the application plan. This will be a
condition of the initial site plan approval.
4) The 2.06 acres proposed in Park I meets the minimum square footage required for passive/active recreational

I would like to discuss comment 42 from SDP2020-57, provided below and attached. This initial site plan is
under review and requires an action by Dec Wh. The applicant doesn't want to comply with the requirement
mentioned in the comment. Planning staff would like to meet with Zoning to determine if there is a work around
to this requirement that possibly involves utilizing a chart and notes on the site plan regarding the different
amenities that were required in this park and pushing them to some other park in the development and dictating

I have not been involved in discussions on this project since Cameron took it over. But I can run that solution by Rebecca
in Zoning and see what she thinks, but from my perspective that's not possible as the ZMA application plan was very
clear in what amenities go in this park, down to the square footages. They are seeking to provide substantially less
improvements in this park. Without a ZMA amendment or a variation to permit the relocation of the amenities of this park
I don't think it meets the ZMA. I'm a little worried for a Dec 41 action date if we are going to rely on Zoning to make a
determination of the suggested solution, as that's only 4 days after the holiday and they usually take longer to respond. If
we are going to seek that it would be helpful to get a deferral from the applicant to allow for Zoning to get into it for this
item.

As we were going through distribution and workload reports today, it has been decided that you are going to finish the
review on this initial. It appears that there are only 2 comments that needed to be addressed prior to initial site plan
approval, one of which is verifying that they paid their advertisement fee.
Prior to you taking an action, you will send me the comment letter and I will go over it and put my name on it regardless
of whether it's an approval or denial.
We appreciate your help on this one. Please let me know if you have any questions,

This is a resubmittal of an initial site plan for North Pointe that Chris had reviewed previously. Since it's an initial, it's on
a strict timeline for review and approval. See Chris' email below, there are only 11 days from yesterday that we have to
take an action to approve or deny.
Margaret & I want to have Chris review this resubmittal since it looks like there were only 2 comments that needed to
be addressed prior to initial site plan approval. We will go the route that had been previously discussed where Chris
does the review, and I just check his comment letter and sign my name on it.
