Plans and specifications for the construction of modifications to the Walton Middle School nontransient
noncommunity waterworks located in Albemarle County, prepared by Old Dominion Engineering have
been reviewed by this Office. The plans titled "Water System Modification Design Walton Middle School
Waterworks" are dated revised November 1, 2021 and include sheets I through 6. The specifications titled
"Water System Design Criteria Report, TM 101-56A, Walton Middle School" are dated September 17,
2021.
The project consists of a complete upgrade to the waterworks system. A Description Sheet of the proposed
construction is enclosed.
The plans and specifications are technically adequate and are approved by this Office, in accordance with
12VAC5-590 of the Commonwealth of Virginia Waterworks Regulations. A copy of these documents is
on file in the Lexington Field Office.
This approval does not suspend, minimize, or otherwise alter the waterworks obligation to comply with
federal, state, or local laws and regulations or permits.
This Waterworks Construction Permit is issued in accordance with Title 32.1 of the Code of Virginia, and
12VAC5-590 et seq. of the Waterworks Regulations. This is your authorization from the State Health
Commissioner to construct additions to the subject waterworks in accordance with the approved documents.
Any deviations from the approved documents affecting capacity, hydraulic conditions, operating units, the
functioning of the treatment processes, or the water quality delivered, must be approved by this Office
before any such changes are made. Revised plans and specifications shall be submitted to the Lexington
Field Office in time to permit review and approval before construction.

Upon completion of construction, the owner shall submit a statement signed by a professional engineer
licensed in Virginia certifying that the work was completed in accordance with the approved documents.
Upon receipt of this statement, satisfactory results of the bacteriological analysis and final inspection by an
Office representative, the State Health Commissioner will amend your current waterworks operation permit
in accordance with the Regulations.

This project involves a complete upgrade to the Walton Middle School waterworks system:
1. Removing the existing pump house.
2. Removing the existing atmospheric and hydropneumatic tank.
3. Replacing the concrete well apron surrounding the existing well and extending the casing to achieve
12 inches above the apron.
4. Moving the existing chemical injection pumps and chemical treatment facilities to the school's
mechanical room. The soda ash, sodium hypochlorite, and orthophosphate treatment is existing,
however, the soda ash and sodium hypochlorite feed systems will be separated to have their own
chemical solution tanks and feed pumps.
S. Installing a new 13,500 gallon atmospheric storage tank.
6. Installing new booster pumps (2) with a constant pressure controller.
7. Installing new 2 inch diameter raw water main and 4 inch diameter water main from the storage tank
to the booster pumps.
8. Installing a well pump flow regulator to limit flow to 12 gpm.
Treatment
Contusion Control will be achieved by a multistep approach. Corrosion control treatment is required due to
past lead Action Level exceedances.
gH Adjustment will be achieved by feeding a soda ash solution prior to the injection of sodium hypochlorite.
Equipment will consist of a 12 gpd peristaltic pump and 50-gallon polyethylene solution tank equipped with a
1/20 hp mixer. The chemical feed pump will activate when the well pump runs. (This treatment is existing
but will be relocated to the mechanical room).
Disinfection will be achieved by feeding a sodium hypochlorite solution. Equipment will consist of a 12 gpd
peristaltic pump and 50-gallon polyethylene solution tank. The chemical feed pump will activate when the
well pump runs. (This treatment is existing but will be relocated to the mechanical room). Disinfection is not
required due to specific water quality results, but is provided at the owner's option.
Corrosion Control will be achieved by feeding an orthophosphate solution. Equipment will consist of a 12
gpd peristaltic feed pump and a 50-gallon polyethylene solution tank equipped with a 1/20 hp mixer. The

chemical feed pump will activate when the well pump runs. (This treatment is existing but will be relocated
to the mechanical room).
Storage and Pumping
Atmospheric storage will be provided by a 13,500-gallon overall capacity ground level storage tank. The
vertical welded steel tank will measures 12 feet in diameter and 16 feet in height. A screened rooftop
mushroom vent, rooftop manway, separate drain, overflow, ladder and guardrail will be provided. The
effective storage volume based on level control settings will be 10,969 gallons.
Pressurized storage will be provided by one (1) 7.3 gallon diaphragm tank and one (1) 65.1-gallon
diaphragm tank. The 7.3 gallon tank will serve as a buffer for the well output and will be located prior to
the chemical feed injection points. The 65.1 gallon tank will be located after the booster pumps and will be
equipped with a pressure gauge, drain, and an isolation valve for bypass capability.
Booster Pumoine will be provided by two (2) 7.5 hp booster pumps, each capable of delivering 60 gpm at
183 TDH, to the proposed pressure tank located in the mechanical room. The booster pumps will be
controlled by a variable frequency drive and constant pressure controller. Each booster pump will be
equipped with a suction gate valve, discharge check valve, discharge gate valve, a pressure gauge on the
combined suction line, pressure sensors on each individual discharge line, and a combined pressure gauge on
the discharge line.
PROJECT CAPACITY EVALUATION
Design Capacity: Water production over the period August 2019 — August 2021 indicated an average usage
of 2,473 gpd. The peak demand during this period was 12,273 gpd in January 2020. Walton Middle School
was battling an excessive leak from December 2019 through March 2020, which is to blame for the higher
than normal monthly demands during that time. Excluding those months, the maximum monthly demand
was 5,083 gpd in November 2019.
Using a peak factor of 4.0 with the average demand of 2,473 gpd, the peak hourly demand is estimated to be
1,237 gaUhr.
Estimated Peak Hour Demand = (4.0 peak factor) (2,473 gpd) / (8 hrs/day) = 1,237 gal/hr
Treatment Capacity:
pH Adjustment will be achieved by feeding a soda ash solution prior to the injection of sodium hypochlorite.
A 100,000 ppm soda ash solution will be fed. The design engineer determined that--63.36 ppm of soda ash
would be necessary to raise the pH of the water from 6.5 to 8.3. The system operator will be responsible for
fine tuning the soda ash concentration and feed rate to maintain a 7.0 7.5 pH.
Required soda ash concentration = 66.36 ppm
Well pumping rate = 12 gpm
Chemical feed pump capacity = 12 gpd
Feeding a 100,000 ppm solution, the following solution feed rate is required:
Required solution feed rate = (12 gpm) (66.36 ppm) (1,440 min/day) / (100,000 ppm) = 11.46 gpd
The 12 gpd feeder will be capable of achieving the target dosage.
Disinfection will be achieved by feeding a 5,000 ppm sodium hypochlorite solution.
Desired chlorine residual = 1.0 ppm

Chemical feed pump capacity - 12 gpd
Feeding a 5,000 ppm solution, the following solution feed rate is required:
Required solution feed rate = (12 gpm) (1 ppm) (1,440 min/day) / (5,000 ppm) — 3.5 gpd
The 12 gpd feeder will be capable of achieving the target dosage.
Corrosion Control will be achieved by feeding a 5,800 ppm orthophosphate solution.
A 1.0 ppm phosphate residual is desired
Metering pump capacity = 12 gpd
Well pump output — 12 gpm
A powder phosphate product, with 55.2% total phosphate, will be used.
—4.35 Ibs of the phosphate product per 50 gallons, will make up the stock solution.
Phosphate concentration a (4.35 lb) (0.552) / (8.34 lb/gal) (50 gal) = 0.58% (5,800 ppm)
Required solution feed rate = (12 gpm) (1,440 min/day) (1.0 ppm) / (5,800 ppm) = 2.98 gpd
The 12 gpd feeder will be capable of achieving the target dosage.

Non -community systems are required to provide delivery capacity to meet peak hour demand.

delivery capacity is calculated as follows:
Total peak hour delivery capacity = (1/3) (65.1 gal) + 7,080 gal - 7,102 gal
7,102 gal > 1,237 estimated peak hour demand
The peak hour delivery capacity calculation does not include the effective volume of the
atmospheric storage tank per the latest ODW Permit Manual. However, below is a "supply check"
to ensure the well pump and atmospheric storage tank can adequately supply the booster pump
capacity:
