Albemarle County Engineer Dept. of Community Development Division of Zoning and Current Development 401 McIntire Road Charlottesville, VA 22902 Regarding: Northside Material Recovery Facility —Certified Engineer's Report (Third Submittal) Dear Mr. Pohl, This report summarizes the process and impacts of the proposed Northside Drive material recovery facility, a by right use, which crushes, screens, and sorts asphalt, concrete, and other inert masonry products for reuse. The information presented herein is based upon field inspections and field measurements of sounds created by the proposed use. Site measurements were also made at an offsite location where the Conveyor was stored so that noise and other impacts from their use could be evaluated. In summary, we find that the impacts from the proposed use do not violate the County standards or cause adverse impacts to adjoining properties with the exception of the adjacent Hall's Auto building which experienced sounds in excess of the County required limits. This property is under common ownership with the material recovery facility and a special exception to the noise ordinance has been requested for this exceedance. The material recycling process will utilize various machinery and equipment, a list of which is provided below. Manufacturer Specification Sheets for the onsite equipment has also been provided with this report. Equipment for crushing operation: 1. 2015 McCloskey J44 crusher 2. 2015 McCloskey R105 screen plant 3. 2015 McCloskey St80 4. 2015 Komatsu Wa-380 wheel loader 5. 2016 Komatsu Pc-290 excavator RECEIVED P.1Rt2i COMMUNITY DEVELOPMENT The performance standards of Zoning Ordinance Section 18-4.14 are addressed as follows: • Noise — o The source sound level received from this operation was measured by Frank Pohl, County Engineer for Albemarle County, accompanied by Justin Shimp of Shimp Engineering. A total of 12 tests were conducted on February 4th, 2019 using an IEC 61672-1, 60651/60804 Type 2 compliant; Extech 407780A Integrated Sound Level Meter with an accuracy of ±1.5dB. The ambient sound levels and the operating sound levels where measured for 5-minutes at each location. Please note that location 2 was only measured during operation, an ambient test was not performed at this location. Further, the location for Test #2 was abandoned, leaving a total of 11 complete tests. The resulting data and field notes where compiled by Shimp Engineering, P.C. on February 27th, 2019 for analysis. o The data has been compiled in the attached graphs and tables, please see the Sound Level Worksheet for a summary. The main concern in regards to noise for this operation is the sound levels at the Residential Receiving Zones, locations #4 and #5. The Total Sound Level Average at these critical locations did not exceed the Maximum Sound Level of 60 dB for Residential Receiving Zones, set forth in Section 4.18.04. Results from Location 2, an Industrial Receiving Zone, demonstrated that the Total Sound Level remains above the Maximum Sound Level of 70 dB when measured beyond the property line. Location 2 will therefore require a Special Exception be granted, please see the Special Exception Request for further details. The remaining receiving zones are classified as Industrial and the Total Sound Level Average at these locations did not exceed the Maximum Sound Level of 70 dB. o Please note that the Source Sound Level was not determined for these locations, as the procedure laid out in Section 4.18.03(I) specifies. Source Sound Level procedure involves a correction factor which applies a reduction to the Total Sound Level in order to determine the Source Sound Level. A more conservative approach has been used for this analysis. The Total Sound Level Average has been used to evaluate the sound level against required Maximum Sound Levels without applying any reduction or correction. o Additional noise testing was conducted on the ST80 Track Conveyors at a remote location, as they were not present on -site during other tests. The Conveyors are not part of the recycling operation, but are using to move material into different material stockpiles. Measurements were taken 100-ft from the end of the Track Conveyor, as this will be the nearest to the property line the equipment will be operating. Ambient measurements where recorded at 51.3 dB, operating measurements were recorded at a high of 57.4 dB and an average Total Sound Level of 55.5dB. Additionally, the Front End Loader used to load the Track Conveyor was recorded during operation at a distance of 50-ft from the loader. The peak recording did not exceed 60 dB during operation. Vibration — The on -site machinery includes vibratory material screening equipment. The vibratory equipment contains rubber pads that reduce transmission of vibration from the machine to the ground. The created vibrations are not expected to exceed the values specified in Section 4.14.2 at the adjacent receiving zones. Glare — No significant glare from onsite lighting or reflections. Air Pollution — No Significant air pollution from onsite machinery and equipment or the crushing process will take place. Any dust created from the crushing process will be maintained by spraying the material with water sprinkler during dry conditions. Water may also be used for dust control on stockpiles if necessary. An air emissions permit has been issued by VDEQ. A copy of the VDEQ emissions permit is provided with this report. Water Pollution — The onsite processes include the spraying of water, used to maintain dust and fines created from the crushing process. The water used for this purpose will be absorbed by the material and therefore will not have significant contribution to the site runoff. Any areas of disturbance that remain indefinitely will be contained by diversion ditches which will carry any fines to a permanent sedimentation pond located at South East corner of the site. The pond will have a storage area adequate for settling of fines and the basin will be dredged as required to maintain storage. Radioactivity— The material recycling process does not create any significant radioactivity. Electrical Interference — The material recycling process does not create any significant electric interference. The site plan proposal has been revised to address specific noise and visibility concerns at the North property line. An 8-ft tall berm will be constructed adjacent to the North property boundary. The top of the berm will be 8-ft wide and include 27 new trees, planted in a staggered formation with 7.5-ft between staggered trees and 15-ft between adjacent tress.
