Hi Megan,
Planning staff confirmed that a separate application will be needed for the stand alone parking uses (Sec 2.2.2(9)) on the
neighboring parcel. We can run the two applications (private school SP and stand along parking SP) concurrently but a
separate application and fee will be needed for each.
In terms of a pre-app meeting for the stand along parking uses, Planning agreed that one was not needed in this case.
The only advice we had, which you probably already know, is to be aware of the supplemental regulations associated
with parking lots and structures.

Hi Mariah,
We are preparing our special use permit application for submittal this month, and as we have been working with VIA,
there will be a need for additional parking off -site. We will go into greater detail in the narrative and parking needs
assessment with our submittal; however, the summary is that the school plans to phase their enrollment and anticipates
the need for the parking some time as enrollment increases. They were discussing the possibility with the landowner at
the time of the preapp, which is why we didn't bring it up at the meeting. The parking is anticipated to be located in a
vacant property across Hillsdale Drive (see concept below), which I believe will require an additional SP for stand-alone
parking. Can you confirm that this will require its own special use permit? Also, will this require a second pre -application
meeting, or can we submit this application with the school SP/use?

Hi Valerie and Megan,
Thank you for meeting with us Monday, November 29 regarding a possible application for a private school expansion.
Attached is the Mandatory Checklist from the meeting. I believe you are already familiar with the County processes
regarding special use permits, however, below are some additional links and code section that may be helpful as you
prepare your materials.
County Code 18-33: Special Use Permits
• Special Use Permits (starting at 33.40)
• This describes the entire SP process and includes information on what is required in the application
• Includes the 'four factors' used to analyze SP's
• Allows for conditions to be written for SP's to mitigate effects of the use (e.g. noise, lighting)
Comprehensive Plan
• Legislative review applications (Special Use Permits and Rezonings) are reviewed against consistency with the
Comprehensive Plan
• The Comp Plan is a guiding policy document with the long-range vision for the County
• This includes consistency with the applicable Master Plan, which in this case is the Places29 Master Plan
Places29 — Hydraulic Community Advisory Committee (CAC)
• This is where the required community meeting would be held, about 3-4 weeks after submitting the application
• The applicant is responsible for sending letters to nearby/adjacent property owners. The County provides the
names and addresses and a letter template.
• CAC Chair: Cynthia Neff
• Board of Supervisors Liaison: Diantha McKeel
• Planning Commission Liaison: Julian Bivins
• County Staff Liaison: Michaela Accardi
Summary of SP process and steps:
• Submit application (3' Monday of each month)
• Coordinate with Planner lead reviewer on the required community meeting (usually with the CAC)
• Resubmit (if needed) to address review comments
• Planning Commission Public Hearing (PC makes a recommendation)
• The staff report will also have a recommendation
• Board of Supervisors Public Hearing (votes to approve or deny)
