Design Focused Engineering March 21, 2022 County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Initial SDP Number Pending 664 West Rio - Initial Site Plan Request for Parking Determination Study Dear Reviewer, In accordance with Section 4.12.12 of the Albemarle County Zoning Ordinance, we are requesting a determination of the minimum number of required parking spaces for a proposed 93,750 SF self -storage facility on TMP 45-100, TMP 45-100A, TMP 45-101, and TMP 45-10113. The initial site plan proposes a mixed -use development on Rio Road West. The self -storage facility is a permitted use not specifically identified in Section 20C.9-A-2, and therefore must meet the minimum parking requirements of Section 4.12.12 (a) & (b): a. Application. An applicant seeking to reduce the number of required parking spaces through TDMshall submit to the zoning administrator a parking study demonstrating how the number of required parking spaces may be reduced through TDM. b. Authority to reduce. The zoning administrator may reduce the number of on -site parking spaces using TDMalternatives if the parking study submitted by the applicant demonstrates that the use of TDM tools can effectively eliminate the need for some of the required parking spaces. A total number of spaces sufficient to accommodate the vehicles of all employees of the establishment plus those of all persons who may be expected to visit the same at any one time. Not more than two (2) employees will be present on site at any given time that the facility is open and a total of Nine (9) parking spaces are provided. This means that 7 spaces will be available for self - storage tenants at any given time. The peak hour ITE trip estimation for a 93,750 SF "Mini -Warehouse" (ITE Code 151) is 5 vehicles arriving and 4 vehicles leaving in the AM peak hour, and 7 vehicles arriving and 9 vehicles leaving in the PM peak hour. We know from similar self -storage facilities that about 25% of these trips will be tenants paying their bills, which will take just a few minutes. Most trips to the site take less than 45 minutes. Thus, the eight tenant parking spaces provided with the initial site plan will accommodate the turnover from 9 trips during peak hours of operation. Similar facilities that have been approved and or constructed recently include Storage Sense on Pantops Comer Way on Route 250 in Albemarle County, Ruckersville Self -Storage on Seminole Trail in Greene County, and Extra Space — Hydraulic Road in the City of Charlottesville. The Albemarle facility is 83,095 SF and 10 parking spaces were provided per a zoning determination by the county. The Ruckersville facility is 89,600 SF and required one parking space. 6 were provided with the site plan. The Charlottesville facility is 97,125 SF and required 5 parking spaces. 9 were provided with the site plan. The nine spaces proposed with this final site plan is consistent with the parking provided for these three facilities.
