The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once
the following comments have been addressed: [Each comment is preceded by the applicable reference, which is
to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302 (A)(4) and 14-302 (A)(5)] Prior to final plat approval, all existing easement labels/callouts must be updated
to state the recorded instrument number that created the easements. See Engineering Division comments #1 and
#2 for further information.
a. Easements should be clearly labeled on all sheets where visible, please revise. Rev. 1: Comment mostly
addressed, please see attached Engineering Division comment #4 regarding PUB FOS easement labeling
in the key and in plan view.
2. [14-302 (A)(14) and 14-428] Per note 10 on Sheet V1, the streets shown on this plat are being dedicated to public
use for public right-of-way. However, the labels on Sheets V2-V6 state "Future" before the road names and the
label below the name states the instrument number for the recorded plat that reserved the ROW.
a. Please revise the road name labels on Sheets V3-V6 so that it states "hereby dedicated to public use" and
does not state "future." Rev. 1: Comment addressed.
b. The labels on Sheet V2 can still reference the recorded instrument that reserved rights -of -way for
dedication. Rev. 1: Comment addressed.
3. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment stands.
4. [14-303 (C) and 14-303 (E)] On some sheets, it is difficult to identify the symbols/monuments that identify where
linear and curve line segments begin/end. Is there any way that the symbology can be revised to be more legible?
Lines C197-C203 on Sheet V3 are the most difficult to ascertain on the current version of the plat. Rev. 1:

5. [14-303 (C)] On Sheet V5, please move the labels for the line segments measuring 61.03' and 44.02' along the
perimeter of Open Space B. The labels currently overlap and obscure the proposed parcel boundary for Open
Space B. Rev. 1: Comment addressed.
6. [14-303 (F)] Please show the block boundaries for Blocks 9, 10 and 11 somewhere on the plat and identify which
lots are located in the blocks. Rev. 1: Comment addressed.
7. [14-303 (G)] Please provide a note on Sheet V1 that identifies who will own and maintain all proposed open space
areas. Rev. 1: Comment addressed.
8. [14-316] Prior to final plat approval, all VDOT comments must be addressed. Please see attached VDOT
comments for further information. Rev. 1: Comment addressed, see attached VDOT no objection letter.

9. [14-317] An instrument evidencing maintenance of all required improvements that will not be owned or
maintained by the County is required with the final plat. This includes private open space and any private
easements. Please be aware that a text amendment is going to the County Board of Supervisors in March 2022
that will revise this Code section. The text amendment is going to result in elimination of the need for a separate
instrument evidencing maintenance of private improvements to be submitted/reviewed/recorded as part of the
final plat review. Instead, a note will only need to be added to the plat once the text amendment is adopted. More
information will be forthcoming. Rev. 1: Please add the following note to the plat: "Unless specifically denoted as
public, the streets and other required improvements in this subdivision are private in nature and will not be
maintained by either the Virginia Department of Transportation or any other public agency. The maintenance
thereof is the mutual obligation of the affected lot owners. Failure to maintain the improvements in substantially
the same condition as originally approved by the County may constitute a violation of County ordinance(s)."
10. [14-414] Prior to final plat approval, the applicant must obtain approval from ACSA. Rev. 1: Comment stands
pending completion of ACSA review.
11. [14-417] Please see Engineering Division comment #3 and add the requested note to the plat. Rev. 1: Comment
addressed.

The Brookhill Blocks 9-11 Final Plat has been reviewed by Engineering. The following comments
will need to be addressed before approval:
1. Easements should be labeled on all sheets, or a note/label similar to, "existing
easement -see sheet V2 for easement label/type." Rev. 1: Comment addressed.
2. Will easements from SUB202100034 be recorded before this plat is recorded? If
so, the DB & PG should be filled in. Rev. 1: Comment addressed
3. Please add the following note: " The existing SWM Forest and Open Space
Easement is subject to the guidance set forth by DEQ in the Virginia Stormwater
Management Program. The areas will remain undisturbed in a natural, vegetated
state, except for activities as approved by the local program authority, such as
forest management, control of invasive species, replanting and revegetating,
passive recreation (e.g., trails), and limited bush hogging to maintain desired

The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the
above referenced — Brookhill, Blocks 9 — 11 — Final Subdivision Plat, as submitted by Roudabush, Gale & Assoc.,
Inc. dated February 14, 2022 and find the plat generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The owner/developer must
contact the Charlottesville Residency land Use Section at (434) 422-9399 for information pertaining to this process.
