As you know, the site plan for your building is a portion of the site plan for a development entitled Broadway Court that includes four buildings. The property line divides the travelway between your building on Lot D and the abutting Lot A. We review every site plan under the zoning ordinance to insure that it meets our minimum requirements. Each site must then be built and maintained in accord with the approved site plan. The following site plan requirements are found in the County's Zoning Ordinance, Section 32: 32.7.2 SAFE AND CONVENIENT ACCESS, CIRCULATION, PEDESTRIAN WAYS; PARKING AND LOADING Each development shall be provided with safe and convenient ingress from and egress to one(1) or more public roads designed to: reduce or prevent congestion in the public streets; minimize conflict and friction with vehicular traffic on the public street and on-site; minimize conflict with pedestrian traffic, and provide continuous and unobstructed access for emergency purposes such as police,fire and rescue vehicles. To these ends, the commission or the agent in the review of a site plan may specify the number, type, location and design of access points to a public street together with such measures as may be deemed appropriate to insure adequate functioning of such access points. 32.7.2.5 The commission or the agent may require provision for and/or construction of travel lanes or driveways to serve adjoining properties. The pavement of vehicular travel lanes or driveways designed to permit vehicular travel on the site and from adjacent property and parking areas shall be not less than twenty(20)feet in width. 32.7.2.7 On-site parking and circulation shall be designed and constructed in accordance with section 4 12, off-street parking and loading requirements, subject to county engineer approval in accordance with sound engineering practices, including but not limited to grade, drainage and paving specifications; and agent approval of the safe and convenient vehicular circulation patterns In addition, Section 4.12 requires parking for every use. To receive a certificate of occupancy and a zoning clearance, and you must provide safe and convenient access to the parking or it cannot be considered as provided. Since a portion of your parking is behind your building, the following provisions would apply to its access: 4.12.17 MINIMUM DESIGN REQUIREMENTS AND IMPROVEMENTS FOR VEHICLE ACCESS AISLES The following design requirements and minimum improvements shall be provided for all vehicle access aisles c. Vehicle access aisle standards. Vehicular access aisles that are not adjacent to parking spaces shall comply with the following: 1. Two-way access aisles.
