This form is intended to aid the Department in documenting and characterizing the nature of development proposed in the
floodplain.Development includes buildings or other structures,mining,dredging,filling,grading,paving,excavation or
drilling operations or storage of equipment or materials. The form responses will be used to determine whether a
floodplain impact plan or special use permit is required.Fees are listed in County Code§18-35.1.f9& 10.

Please describe the nature of the development activity proposed within the floodplain (e.g. new structure, grading for a
playing field,driveway stream crossing,installation of a fence,etc.):
Major rainfall events resulted in significant erosion and loss of bank and bed material downstream of the existing 48"
culvert,resulting in exposed portions of the existing sanitary sewer system(pipe and manhole).This project replaces
portions of the exposed sanitary sewer,protects the exposed manhole and restores portions of the stream that eroded.To
prevent future erosion,riprap is proposed along the bed and banks of the stream for approximately 100 linear feet.
Additionally,where the sewer pipe crosses the stream,a rock seal will be installed to protect the pipe.Please see
associated design drawings for further details.The proposed conditions as shown in the design drawings when compared to
the 2003 survey of the site does not result in a net increase of fill therefore no impact to the floodplain is anticipated(see
Attachment 1).Installation of the stream stabilization measures will minimize erosion,protect valuable infrastructure,and
reduce sediment loads to Biscuit Run.

1 Background
Albemarle County Service Authority(ACSA)contractor Ramboll Americas
Engineering Solutions, Inc. (Ramboll)to develop a detailed design associated
with rehabilitation of a portion of existing sewer line in a tributary to Biscuit Run
located in Charlottesville,VA. The sewer line crossing under the creek was
exposed as a result of significant erosion (loss of bed and bank material) of the Ramboll
portion of the creek downstream of the existing 48" culvert(see attached 333 West Washington Street
Syracuse,NY 13202
project location map - Figure 1). The erosion of the creek was caused by USA
significant flow out of the 48"culvert following rainfall events and minimal
outlet protection downstream of the culvert. The design proposes rehabilitation T 315 956 6100

protect these assets and to restore and stabilize portion of the creek
downstream of the existing culvert, including the location where the sewer pipe
crosses the creek.
2 Floodplain Development Impacts
The section of the creek where stream stabilization is proposed is currently
within the Federal Emergency Management Agency (FEMA) designated Special
Flood Hazard Zone (SFHA) AE,which is considered part of the regulatory
floodplain for Biscuit Run. Per Albemarle County Ordinance, a Floodplain
Development Permit is required when development is proposed within the FEMA
floodplain.
On February 1, 2021 a pre-application meeting was held between Ramboll
(represented by Piotr Domaszczynski and Daniel Kahn) and the Albemarle
County Engineer and Floodplain Manager, Mr. Frank Pohl to discuss the
approach to the project and requirements for the development of the Floodplain
Development Permit. Based on this discussion the following was established:
o Since the project is with the FEMA-established flood hazard zone a
Floodplain Development Permit with be required as part of the project
permitting process.

o The 2003 as-built drawings(Timmons Group Survey of 5/16/2003) reviewed during the meeting
may be used to established site's conditions prior to the erosive event(see attached - only
relevant pages included).
o Ramboll will estimate the approximate volume of material lost by comparing the grade in the
area based on the 2003 surface with the recently completed survey (survey of 01-2021).
o The proposed stream improvements associated with this project should not result in net fill
volume greater that the volume of material lost as established based on the above proposed
calculation.
o The Floodplain Development Permit application will include the summary of the earthwork volume
calculation to support the "no anticipated floodplain impact" claim (this memorandum).
Based on the above approach, Ramboll performed assessment of the material lost to erosion (see
attached Figure 1) which resulted in the estimate of 175.92 cubic yards (CY). The proposed project was
developed in accordance with the direction that the total fill does not exceed that value.As shown in
attached Figure 2, this value of net fill associated with proposed construction was estimated at 175.71
CY. In the figures,green color is used to indicate fill, or aggregation of material, while shades of blue
indicate proposed cut, or loss (erosion)of material.The calculation of the earthwork balance was done
for matching spatial extents (limits of each analysis are exact).
3 Summary
Based on the evaluation of material lost to erosion along the portion of the stream where construction is
proposed,and the analysis of earthwork balance for the project, it is concluded that the work will result
in no net fill of material (net of minus 0.21 cubic yards)and as such, no impacts to the FEMA designated
floodway are anticipated. The project proposed stabilization of the existing 48" culvert outlet and
existing sewer pipe crossing in an effort to minimize the risk of further erosion of the stream.
