(troy.tripp@cfacorp.com) From: Mariah Gleason Division: Community Development - Planning Date: April 6, 2022 Subject: SDP202200005 Chick-Fil-A #3187 Canopy Project - Minor Site Plan Amendment The site plan amendment referenced above has been reviewed by the Planning Services Division of the Albemarle County Department of Community Development (CDD) and by other members of the Site Review Committee (SRC). The Planner will approve the plan when the following items (from the Planner and other SRC plan reviewers) have been satisfactorily addressed and when all SRC plan reviewers have indicated in writing their tentative approvals. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [Comment] Application number. This application has been assigned an application number. Please update the plan set and future submission materials to reference SDP202200005. 2. [Comment] Format. Please combine all plan sheets together into one document. As this is one request to the County, it will be approved as a single document. 3. [Comment] Dates. a. Relatedly, in the plan set, all of the plan sheets should have the same original drawing date and note the same revision date. The County refers to plans by their original drawing date and date of last revision. (Note: The ordinance stipulates that revised plans include the original date of drawing and the revision date(s) for each subsequent version of the plan.) b. The Project Narrative that was submitted with the application was dated July 28, 2021, however this document was not received by the County until the February 7, 2022 submission date. Please revise the narrative to update the date to either the original submission date (2/7/2022) or a future revision date. 4. [Sec 35.1] Fees. There looks to bean outstanding balance on the account for this application in the amount of $14.10. The total cost for this application is $615.68, not including any transaction fees. Please submit the outstanding balance through the County Portal and email a copy of the transaction receipt to the Planning reviewer. Feel free to follow up with the Planner if you feel this is a mistake. 5. [Comment] Previously approved changes. The Minor Site Plan Amendment should reflect the three previously approved Letters of Revision (LORs) on this site. Staff will email the approval documents and materials for each of the aforementioned LORs. In the past, some applicants have integrated this information by identifying on an overall plan map the location of each LOR and noting the LOR number (LOR #1, LOR #2, LOR #3) and changes made by the respective LOR. 6. [32.6.2(k)] Lighting schedule. WWW.ALBEMARLE.ORG 401 McIntire Roadl Charlottesville, VA 22902-4596 a. The symbology depicted in the Luminaire Schedule on Sheet ES-1.0 does not seem to match the lighting symbols used on the plan map. Please review and revise for better alignment. b. There appears to be one additional light along Luxor Rd, close to the intersection of State Route 250, east of the building, that is not being accounted for in the Luminaire Schedule. Please revise accordingly. c. Please see additional comments provided by the ARB reviewer, Margaret Maliszewski, below. 1011:IAWrlIT4411WAIWITAd:b9 Albemarle County Engineering Services (Engineer) Matthew Wentland, mwentland@albemarle.org - No Objection Albemarle County Building Inspections Betty Slough, bslough@albemarle.org - No Objection Albemarle County Department of Fire Rescue Howard Lagomarsino, hlagomarsino@albemarle.org - No Objection Albemarle County Service Authority Richard Nelson, rnelson@serviceauthority.org - No Objection Albemarle County Planning Services - Architectural Review Board (ARB) Margaret Maliszewski, mmaliszewski@albemarle.org - Requested Changes 1. Adjust the drawings to make canopy color information consistent on G-1 and A-3 2. Reduce the visual impact of the fans and heaters by matching their color to the color of the canopy ceilings. 3. Revise the lighting plan using an LLF of 1.0. 4. Provide on the plan the cut sheets for the pole fixtures. 5. Revise the lighting plan to make clear which options have been chosen for all new fixtures. 6. Revise the lighting plan to indicate a warm white color temperature for lamps for the new fixtures. 3000K is recommended. 7. Revise the lighting plan to indicate the finish for the pole fixtures. Black is recommended. 8. Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 9. Revise the plan to identify the trees and shrubs to be removed and to more clearly show that all other landscaping from the approved site plan is to remain. (The note reading, "Existing landscaping to remain" is confusing because only a portion of the approved landscaping is shown.) Provide an updated plant schedule. 10. Add the standard plant health note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." In accordance with the provisions of Section 32.4.3.5 of Chapter 18 of the Code, if the applicant fails to submit a revised site plan to address all of the requirements within six (6) months after the date of this letter, the application shall be deemed to have been voluntarily withdrawn by the applicant.
