While I don't know with certainty who will inspect Ashcroft 3 (WP02013000401, as soon as we receive the preconstruction
form ( Emily provides link, below, incl. payment link), the assigned inspector will reach out to schedule a virtual
preconstruction meeting with you. Please note that a final (permit application) fee is due prior to / with preconstruction. For
project with Area of disturbance 2 1. 10 Ac., this final fee amount is shown on the form to be $1.167.92. When paying, please
identify payment is for: CDD, WP0201300040, Ashcroft Phase 3. That way, the fee payment is properly assigned. Also worth
noting, VAR107225 is an active state VPDES Construction General Permit (CGP) issued for land disturbance, Ashcroft 3.
An important item: SWM facilities approved with VR0201300040 require SWM facility easement. I've checked county
online real estate (GIS) and file tracking system (CV), and there is no indication Ashcroft 3 has been subdivided into lots. It
appears SWM facility easements are not established; please be advised that final subdivision plat (of Ashcroft phase 3 into lots)
must show SWM facility easements for facilities approved with WP0201300040, 7/3/13. SWM facility easements and public
drainage easements for SWM facility outfalls may be shown on a single plat sheet, and once final subdivision plat review
comments are addressed, Engineering will format deeds to accompany plat recordation. We want you to be aware of this
requirement, which does not delay preconstruction. At preconstruction, a Grading Permit will be issued, and land clearing may
commence.
I intend to attend preconstruction, and ask a moment of your time then to discuss road plan construction for Ashcroft 3, the
type construction -phase documents required for private street acceptance once the roads are built. Beyers Homes posted
$1,392,840 ROAD Plan bond, and certain documents that verify roads are built to plan are required before we can reduce or
release this bond. That is what I hope to discuss: the documents /information we need to reduce and release the ROAD plan
bond (private streets). Our aim is to reduce any bond when we can, as much as we can, without delay, but much depends on
construction -phase documents that attest roads are built to approved plan (SUB200600411, stamped approved 10/28/10).
Attached email (August 19, 2021 3:03 PM) to Dustin Greene, RGA, with several (incl. BeyersHomes) copied, outlines certain
plan -approval details. We do not want road plan construction -phase documents or SWM facility /public drainage easement
details to be overlooked, since both may affect speed of final subdivision plat approval, sale of lots, or ROAD plan bond
reduction /release. I am point of contact on the ROAD Plan. The pre -construction meeting process lies with one of several
ESC inspectors. We look forward to receiving the preconstruction request form.

I have been given this email address by Frank since he is out.
I was questioning him about whether I could begin harvesting the logs and pulpwood in Ashcroft phase III once the
bonds are in place or if I have to wait on having the pre -construction meeting.
Is that an answer you can give me?

I have the bonds signed and delivered to Ana with the letters of credit and she has given them to the attorney for final
approval, so I think I am close to being ready to go to work but I have a couple of questions.
In the past I had a pre -construction meeting with a county engineer, and I assume that will be the case now?
I have a company set to cut the trees for timber and pulpwood and I am wondering if I can go ahead at this point since
there will be no soil disturbance? The stumps will be dug out and topsoil will be stripped once I take whatever steps I
need to take once I have the pre -construction meeting.
