HomeMy WebLinkAboutSUB201800020 Correspondence 2022-04-07 (2)John Anderson From: John Anderson Sent: Thursday, April 7, 2022 11:55 AM To: 'Dustin Greene'; Rick Beyer; Andrew Slack Cc: Emily Cox; David James; Jim Taggart Subject: RE: SUB201800020 - CV Update -- Ashcroft 3 ROAD Plan [ SUB200600411 Attachments: WPO201300040R; VAR107225 ; RE: starting road clearing Andy, please see below. A road plan under review will be suspended, but Brian Becker's comments indicate certain of several private roads approved for Ashcroft 3 in 2010 no longer work. CV includes digital copy of the approved ROAD plan design, SUB200600411. Ashcroft 3 roads will be built to this design. Please access that approved ROAD Plan, approved 10/28/10, as backdrop to requested Amendment to the road plan. Engineering asks (below) RGA /Rick Beyer to propose alternate road names acceptable to GIS, via SLJB200600411 ROAD Plan Amendment. We hope this is clear, please let us know if GIS has any questions, or if Engineering has misinterpreted GIS comments. No action needed until we receive a ROAD Plan Amendment /SUB200600411. Thanks, Andy! best, J. Anderson Dustin, Rick, SUB201800020 (Ashcroft 3 ROAD Plan) does not require further review. Rather, RGA Beyer Homes need/s to propose alternate names for several private streets, and this will be accomplished via Amendment to Road Plan SLIB200600411, which was approved 10/28/10. Roads will be built to SUB20060041 I design. ROAD Plan bond has posted (4/7/22). I updated SUB201800020, since Ashcroft 3 will go to construction under approved VIPO201300040 (VSMP) and SUB200600411 (ROAD) Plans. Over a period of months last year, multiple correspondence point to WPO201300040 and SUB200600411. I make ref. to SUB200600411 at (CV record) SUB201800020. Again, roads will not be built to SUB201800020 design, but will rely on prior -approved SUB20060041 I road plan. The VSMP /WPO permit is grandfathered, a status confirmed over a period of months last year. I sent email earlier today, attach that now to this note, and have included (uploaded to CV) that email at SUB201800020, for future reference. I've updated SUB201800020, but leave Engineering review status as `pending' since we need to ask RGA Beyer Homes to request that SUB201800020 Road Plan be withdrawn, with review suspendedat which point, Engineering can change review status to `Void.' While updating, I noticed these two SUB201800020 review comments: ACFR: `Based on the response from the applicant it is my understanding this project was approved in 1979. If the project is being constructed as such then Fire Rescue will not have any objections. It should be noted that this phase will only have one point of emergency access and fire flow that is less than normally accepted due to approvals made in the past. If there are substantial changes to the plans then a second point of emergency access should be added.' GIS: `Critical Issues: The road names Meadow Crossing Trail and Cedarcroft Way are not acceptable. Comments: The Albemarle County Road Naming and Property Numbering Ordinance and Manual limits the number of road names that can begin with the same word to five, and both "Cedar" and "Meadow" exceed the limits. Please provide alternate road names for Cedarcroft Way and Meadow Crossing Trail. ' The ACFR comment has no effect. The GIS comments must be addressed since, even though SUB200600411 is approved (10/28/10), long delay since approval means there are now the maximum number of roads that begin with Meadow or Cedar, and so those names no longer work, though shown on the approved ROAD Plan. We anticipate SUB200600411 (Approved ROAD Plan) Amendment to propose road names acceptable to GIS. No other agencies need review Amendment to SUB200600411, since it is a valid approved ROAD Plan without change to design but with street names that cannot be approved with Ashcroft 3 fmal subdivision plat. I hope this all makes sense. Click here for ROAD Plan Application Click here for digital payment portal* Please identify payment is for: Amendment to ROAD Plan SUB200600411, CDD. That way, fee is assigned to right application. ROAD Plan Amendment does not affect or delay pending request for preconstruction meeting, WP0201300040. * fee for ROAD Plan with easement /deed ($491.92) - $100 Fire Rescue Fee is not required since Fire Rescue need not review Amendment to SUB200600411.
