Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 March 15, 2022 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Matt Wentland Re: SUB-2022-00020 — North Pointe Subdivision, Section 2 - Road Plans Review # 1 Dear Mr. Wentland: (804) 786-2701 Fax: (804) 786,2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section has reviewed the North Pointe Subdivision, Section 2 - Road Plans, dated January 24, 2022 as submitted by Townes Site Engineering and find the following: 1. Please remove all Structure and Bridge Standard Details from the plans. S&B standard details are to be referenced in plan notes: The Standard Drawings contained in the VDOT Road & Bridge Standards are signed and sealed engineering drawings that are copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to offer the Standard Drawings in a secure electronic format and each Standard is available on this website. Plan assemblies using the Road & Bridge Standards shall reference each standard used. Inserting the Standard Drawings into VDOT, locality, or private development plan assemblies, or modifying the Standard Drawings in any way, is not permitted. 2. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. The HOA will be responsible for the maintenance of sight lines. 3. Please remove trees within 30 of intersections per B(1)-44 RDM. 4. Please show the mail boxes & cluster box units per RDM Appendix B(1)-56 5. Show the utilities either between the proposed wheel path or in the center of undivided road. 6. Please show the cross drain locations on both the plan and profile pages as noted on sheet C-1 7. Show "No Parking" signage on all roads. VirginiaDOlorg WE KEEP VIRGINIA MOVING 8. Road stubs should be built to the property line for future connections. 9. Stubouts must be signed per the SSAR concerning potential/eventual street extension. 10. Type III barricades and signage should be shown at road stubs. 11. Provide drainage calculations. 12. Drainage across CG-12's is generally problematic and proposed flows should be diminished as much as possible to prevent ponding after construction. Examples: a. Retreat Loop and Lewis And Clark Drive b. Steep Rock Court and Steep Rock Place c. Cliff View Court and Cliffstone Boulevard 13. Please correct note 44, General Construction Notes for Streets to Standard CG-9(D). CG-9(D) is required instead of CG-9 A,B, or C 14. Easements as shown on the approved road plans will be reflected in the final plat. 15. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. 16. Please provide a comment response letter with each submission after the initial. 17. Due to the level of items noted in this review, these comments may not be exhaustive. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
