Applicant response (letter d. 10/20/21): `Worrell design shall be updated to show a min, of 155' to meet VDOT standard min. at the current design speed (25 MPH) (Per VDOT Geometric Standards for Urban Local Street Systems (GS-8)'. Layout C6.01 appears to show CL radii of horizontal curvature < 155' (112', 125', Sta. 9+50 and 6+25, respectively). Please clarify design intent. (Rev. 2) Persists. Applicant response (1/21/22 RK&K Memo): `Existing road alignment along Worrell Drive from Sta 4+25 to Sta 10+48 is to be maintained as this portion is the section to just be widened, no realignment is proposed.' Engineering was not involved in prior discussion to plat Worrell Drive as private access, defers to Planning Division, Engineering Review Comments Page 2 of 4 acknowledges Road plan proposes slight widening only from Sta. 4+25 to 10+48, acknowledges drivers that customarily transit Worrell Drive may be familiar with existing horizonal curvature, but others may not. Centerline radii along certain sections do not meet VDOT standards. For this reason: Propose caution signs adequate to alert motorists approaching low radius horizontal curves (in either direction) at sections that do not meet VDOT minimum CL horizontal curvature (155'). For example: A series of yellow reflective background /black chevron signs to indicate tight curve ahead, or alternate single signs messaging same to approaching drivers that curves ahead are tight. When CL radius does not obtain VDOT Min. R for design or posted, inertial force may draw vehicles across centerline, or off road. Please propose messaging signs with next submittal. (Rev. 3) Addressed. d. Provide VDOT/AASHTO* basis of design. For example: Road Design Manual, Appx. With road plan, provide analysis of hydraulic effect of Worrell Drive storm discharge to pond upstream of the road. At this point, Worrell Drive is a pond embankment. If hydraulic effect is negligible, provide supporting hydraulic data that compares pre- /post developed 10-yr event flows not simply through structures proposed to discharge to the pond, but through the existing structure that connects upslope /downslope ponds, passing beneath Worrell Drive. (Rev. 1) Partially addressed. Afollow- up:Please confirm that routing data shown on C 11.05 indicate that the 36" RCP that connects the ponds beneath Worrell Drive has adequate capacity to convey the 10-yr event, which appears to route /model as QPe,r,10,r=569.08cfs. Provide LD-229 storm design computations for this existing 36" RCP pipe, that reflect modeled results. (Rev. 2) Addressed. HydroCAD 10-yr event routing, C 11.05, indicates 0.014% increase (post v. pre) for Pond 2. Applicant: `Storm calculations have been added to 2yr and 10yr tables on sheet C 11.03. The capacity and surface elevations remain the same within pre and post conditions. Calculations on Engineering Review Comments Page 3 of 4 the pond capacity have also been added through use of a HydroCAD model, which can be found on sheet C11.04 and C11.05.' b. Show /label Ex. pipe structure (type, length, DIA) that connects ponds, that passes beneath Worrell Drive. (Rev. 1) Addressed. c. Please provide discrete (pond routing) analysis. (Rev. 1) Addressed. d. Storm conveyance must discharge to a manmade network, natural receiving stream, or defined drainage channel. Revise discharge at 4-1 and 5-1 to discharge to a defined drainage channel (by extending pipe to a point that is a defined drainage channel, or natural receiving stream). (Rev. 1) Addressed. Aulicant: `Design shall be updated to show a level spreader to dissipate discharge at 4-1 and 5-1 outfall structures.' 12. C7.02: a. Pipe table lists pipe slope, 3-1 to 3-2 as 0.5, while C9.00 lists slope as 0.47%. Pipe slope <0.50% should be revised to meet Albemarle Engineering Drainage Plan checklist for plan reviewers, Min. slope, =0.50% [ item 3, pg. 2; checklist /Attached]. (Rev. 1) Addressed. b. Label asphalt path. (Rev. 1) Addressed. c. Provide asphalt path cross-section. (Rev. 1) May persist. As follow-up: perhaps overlooked, please direct reviewer to sheet detail showing asphalt path cross-section. (Rev. 2) Addressed. d. Revise outfall structure 3-2 to ensure discharge is to a manmade system, natural receiving stream, or defined drainage channel. (Rev. 1) Addressed. Please show proposed vertical alignment in lower half profile, Sta. 4+25 — 10+48.34 (end project). (Rev. 1) Withdrawn. Applicant: `Along section of Worrell Drive (4+35-10+48.34), existing grades are to be maintained and existing road widened in that section.' b. Provide vertical curve at Sta. 2+61.19 to transition from 4.51% to 1.04% grade. Transition is abrupt, without VC. Smooth vertical curve is required to transition between grades. (Rev. 1) Addressed. c. Recommend label points of intersection with intersecting driveways (Worrell Office Driveway, Driveway I for example). (Rev. 1) Addressed. 14. C8.01: Recommend Worrell Office Driveway Min. Ks,g of 15.00 (typical of pvt./public streets) for safe illumination of vertical sag curve after dark. (Rev. 1) Addressed. 15. C9.00: a. Revise proposed 0.47% storm line grade, 3-1 to 3-3 to 0.50%, Min. (Rev. 1) Addressed. b. Immediately upstream of line 3-1 to 3-3 is a storm line at 0.50%. Three storm pipes are proposed at Min. pipe slope, 0.50%. Pipe installed at flatter slope (<0.50%), As -built, condition, requires Engineer confirm adequate self -scour velocity and capacity in As -built condition. Pipe < Min. pipe slope may need to be replaced (along with riser section/s) to ensure adequate fall, capacity, and self -scour velocity. Engineering recommends design slope 0.55% or greater, to allow leeway during construction. (Rev. 1) Addressed. c. Storm profile Storm Sewer Ex DI to 1-2 indicates 18" DIA pipe/s feed into an existing storm structure with 15" DIA INV OUT. This is atypical; revise to ensure existing DI structure and existing pipe network for this storm pipe run are adequate to convey anticipated development runoff. I.E.: Examine /route existing storm pipe network downstream of Ex. DI that receives development runoff at Int. Martha Jefferson Drive and Worrell Drive. See existing condition at Ex. DI, C4.00. (Rev. 1) May persist. Applicant: `Design shall be revised to provide existing network downstream, and analysis shall be made to determine if 15" is adequate for design.' As follow-up: Please provide (analysis) findings of system adequacy of proposed v. existing storm pipe. (Rev. 2) Addressed. Applicant: `Storm calculations have been revised and existing downstream system is adequate for proposed 15" storm sewer pipe connection, which are shown on sheet C 1 LOY 16. C11.03: Unless overlooked, provide spread (4 in. event) for DIs on Worrell Drive. (Rev. 1) Partially addressed. Applicant: `Spread calcs have been updated.' As follow-up: It appears that C 11.03 has been removed from the road plan set. Please restore this sheet to the road plan so updated spread calcs may be Engineering Review Comments Page 4 of 4 checked. (Rev. 2) Addressed. Engineering defers to RK&K on inlet 3-3. C 11.03 includes caption below table with inlet values: `* Inlet 3-3 is receiving flow from the hillside over the curb. Due to the nature of the office building, only one lane needs to remain passable, which is met with the combination of inlets 3-3 and 3-2.' 17. If Worrell Drive, a private street, is to remain passable to thru-traffic during construction, provide narrative sequence that discusses maintenance of traffic (MOT), lane restrictions, barriers, flagging requirements, or any proposed limits on hours of construction activity (mill/pave, for example). Note: WPO Plan should indicate location of staging area/s (contractor vehicles, equipment, material storage, etc.). (Rev. 1) Addressed, As follow- Engineering recommends Note/s to contractor, barriers, labels, etc. on the road plan to control and limit pedestrian access to areas closed to vehicles during any phase of construction. If portions of roads are closed for construction, pedestrian intersections with roads under construction should likewise be temporarily closed, with adequate barrier protection and public notices that help ensure pedestrian safety. (Rev. 2) Addressed. Applicant: `We have added notes on the MOT plan sheets temporarily closing pedestrian intersections /path segments accordingly. We have provided additional notes on the Sequence of Construction for the Contractor to add safety fence as necessary to ensure pedestrian safety during the different phases. We have also specified in the Maintenance of Traffic notes that when sidewalks /pedestrian path closures are implemented, the paths shall be closed using type 3 barricades and the sidewalk closed in accordance with the latest revision of the 2011 V WAPM.'
