Bohler Engineering is pleased to submit on behalf of Halle Properties, LLC the revised Final Site
Plan 31 Submission for the Discount Tire in Albemarle County, Virginia. The following is our
comment response letter addressing comments received from various departments. Each
comment is addressed and responded to as follows:
Applicable Comments from Initial Site Plan Action Letter (July 28, 2021)
Comment 6: [32.5.2 (k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage
facilities, or any proposed utilities will need to be reviewed, approved, and
recorded prior to final site plan approval. Please submit an easement plat
application the County for review. The final site plan will need to be updated so
that all easements are shown and labeled identifying easement type, whether it's
public or private, a width dimension, and the recorded instrument with deed book
and page number

updated with record information upon recordation of plat.

Comment 9: Provide VDOT MASH guardrail (GR-MGS1) before wall drop-off (where height is
a foot or above). (Rev.1) Specify VDOT type of guardrail.
Response 9: Type of guardrail is labeled as VDOT GR-2 on Sheet C-301. VDOT GR-2
Details added to Sheet C-902.

Comment 11: (Rev.1) VSMP plan will need to be approved prior to FSP approval
(WPO202100069).
Response 11: Acknowledged.
Albemarle County Fire -Rescue — Howard Lagomarsino
Comment 1: The needed fire flow of 250 gpm note is not correct, this is well below the
minimum threshold for non-residential buildings, especially since it is non-
sprinklered.
Response 1: Utility note #4 revised on Sheet C-501 to state the required fire flow for the
building is 1,000 gpm.
Comment 2: Please clarify, you are showing the hydrant in the NW corner with a line
indicating 100 feet distance from the building. The requirement cited in previous
review was in reference to a fire department connection on the building for a
sprinkler or standpipe system, yet you have a note on the plan that indicates no
sprinkler system (sheet 501, unitlity notes). The building code establishes
whether there is a need for such a system. Keep in mind that though the size of
the building may preclude the requirement for one, the storage array might make
a sprinkler system necessary. In any case, if a system is required by the building
code, the connection needs to be on address side, within 100 feet of a hydrant
and arranged so use of the FDC and hydrant does not obstruct the travelway (the
hydrant on the NW corner as presented and the building location does not meet
the full breadth of the requirements of ditsance from FDC to hydrant in the
appropriate arrangement to prevent obstruction of travelway).
Response 2: Remote FDC has been located to the south side of the proposed building
and shown on Sheet C-301. Proposed fire hydrant has been relocated to
shorten water main extension and shown on Sheet C-501.
Comment 3: Please place a note on the plans to indicate a knox will be required and contact
the fire marshal office to discuss its placement.
Response 3: Note #1 added to Firelane Plan on Sheet C-303.
Comment 4: During construction, the following fire prevention steps are required, so please
note them on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions such
as to make smoking a hazard and these areas shall be designated with no
smoking signs per Virginia Statewide Fire Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for
discarded smoking materials per Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for
firefighting shall be provided at all construction and demolition sites, provide
access to within 100 ft. of temporary or permanent fire department
connections, and have no overhead wiring or other overhead obstructions
lower than 13 ft. 6 inches; this access may be via permanent or temporary
road, but shall be capable of supporting fire apparatus in all weather
conditions.
d. Contractor shall ensure the street numbers are always plainly visible from the
frontage street during construction per the Virginia Statewide Fire Code

e. An approved water supply for firefighting operations shall be in place and
available as soon as combustible materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the end
of each day and disposed of in accordance with the Virginia Statewide Fire
Code
g. Fire extinguishers shall be provided, with not less than one approved fire
extinguisher at each stairwell, on all floor levels where combustible materials
have accumulated, in every storage and construction shed and in areas of
special; hazards, such as where flammable and combustible liquids are
stored or used, in accordance with the Virginia Statewide Fire Code
h. Operations involving the use of cutting and welding shall comply with the
Virginia Statewide Fire Prevention Code and shall require a permit from the
Albemarle County Fire Marshal's Office
Response 4: Notes #2 - #9 added to Firelane Plan on Sheet C-303.
Virainia Department of Transportation IVDOTI — Adam Moore
Comment 1: Review the placement of the detectable warning surface and ensure it complies
with the most recent version of Standard Drawing CH-12.
Response 1: CG-12 detectable warning surfaces revised on Sheet C-301 per VDOT CG-
12 detail revised 04119.

Comment 6: Consider revising the site plan to relocate the electrical switch cabinet to
eliminate visibility from the EC. Alternatively add a wing wall and paint the
cabinet to match the building. Add a note to the site plan to identify the cabinet.
Response 6: Labels for proposed electrical cabinet and wing wall shown on Sheet
C-301. Wing wall is to match grand blanc architectural masonry per
architectural elevations.
Comment 7: A note identifying the cabinet has not been added to the site plan. Also the
screening wing wall has not been added to the site plan. Revise the site plan to
include the wing wall and a note identifying the cabinet.
Response 7: Labels for proposed electrical cabinet and wing wall shown on Sheet C-301.
Comment 10: Consider revising the plan to provide additional planting area along the Rt. 29
frontage to accommodate required frontage trees free of utilities. Note that this
will likely require the elimination of some parking spaces in the 8- space parking
row adjacent to the Rt. 29 frontage. Alternatively, locate larger trees further into
the planting area towards the building and one in the parking area, eliminating
one parking space.
Response 10:The planting plan has been revised to remove the five previously shown
medium canopy trees with three large canopy trees with their 20-year
mature tree canopy outside of the limits of the existing overhead wires. See
Sheet C-701 for revised landscape plan.

Comment 11: It appears that some of the frontage trees will still conflict with either the nearby
overhead lines or other trees, I have highlighted the trees (3) below. Staff
recommends revising these trees to ornamental trees and providing an increased
amount of shrubs in the area highlighted in yellow below to account for the
reduction of large shade trees below what is required based on the length of this
parcel's frontage.
Response 11: Two of the trees of concern have been moved and the tree just east of the
parking lot remains. It is the opinion of the landscape architect that the
location as shown is not a concern since the area shown on the plan
depicts the 20-year mature tree canopy and does not conflict with the
location of the existing overhead wires. See Sheet C-701 for revised
landscape plan.
Comment 12: Revise the deciduous landscaping along the northern perimeter of the site to
evergreens.
Response 12:The deciduous landscaping along the northern perimeter of the site has
been updated to evergreens; see Sheet C-701 for revised landscape plan.
Comment 13:The landscaping along what is labeled the northwest property line was revised to
evergreens; however, the deciduous landscaping that this condition is referring to
is the landscaping along what is labeled the northeast property line on the
landscape plan. Revise the deciduous landscaping along the northeast property
line to evergreens.
Response 13: The deciduous landscaping along the northeast perimeter of the site has
been updated to evergreens; see Sheet C-701 for revised landscape plan.
