Bohler Engineering is pleased to submit on behalf of Halle Properties, LLC the revised VSMP
Permit Plan 31d Submission for the Discount Tire in Albemarle County, Virginia. The following is
our comment response letter addressing comments dated March 11, 2022. Each comment is
addressed and responded to as follows:
A. Stormwater Pollution Prevention Plan (SWPPP)
Comment 1: Section 8 - Complete. (Rev. 1) Please complete prior to pre -con request.
Response 1: Acknowledged. Section 8 on the SWPPP will be completed prior to pre -
construction request.
Comment 2: Section 9 — Sign & date. (Rev. 1) Please complete prior to plan approval.
Response 2: Acknowledged. Section 9 on the SWPPP will be completed prior to plan
approval.
Comment 3: Section 10 — Complete. (Rev. 1) Please complete prior to pre -con request.
Response 3: Acknowledged. Section 10 on the SWPPP will be completed prior to pre -
construction request.
C. Stormwater Management Plan (SWMP)
Comment 2: [C-901] Use the 1-year design storm values in your Energy Balance to determine
if you meet compliance. 2-yr was used/shown. (Rev. 1) See below and revise
values, EB worksheet where needed. Change value from 3.65" to 3.01 ".
Response 2: Design storm values have been revised. See Sheet C-901 for revised EB
worksheet, pre and post flow rates, and Sheets C-903 — C-906 for updated
Hydrograph Reports.

Response 3: Design storm values have been revised. See Sheet C-901 for revised EB

Comment 10: Record the SWM Maintenance agreement. Response: Acknowledged; SWM
Maintenance agreement to be approved and recorded prior to plan approval.
(Rev. 1) Not addressed.
Response 10:SWM Maintenance Agreement coordination and review ongoing; to be
approved and recorded prior to plan approval.
Comment 11: Note: SWM easement plat & deed will need to be recorded.
Response 11: Easement plat to be submitted under separate cover. VSMP plan to be
updated with record information upon recordation of plat.
Comment 12: Purchase of credits needed prior to permit issuance.
Response 12: Acknowledged; Nutrient Credit availability letter for 0.66 credits is shown
on Sheet C-908. Nutrient credit purchase and agreement to be finalized
prior to permit issuance.
D. Erosion and Sediment Control Plan
Comment 8: Note: VDOT entrance permit required prior to grading permit issuance.
Response 8: Acknowledged.
