Waller MCP, Senior Planner DATE: July 13, 2004 RE: SDP 04-030 Albemarle Baptist Church Final Site Plan The Albemarle County Department of Planning and Community Development will approve the above-mentioned final site plan when the following items have been addressed satisfactorily. Please note that the following conditions are those that have been identified at this time. Additional conditions may be added or eliminated based on further review. [Where appropriate, comments are preceded by the applicable reference]: �1. [SP 01-047, #1 J Administrative approval of all conditions of the Architectural Review Board's Certificate of Appropriateness. 2. [SP 01-047, #4] Virginia Department of Health must grant approval of the proposed well and septic systems. 3. [SP 01-047, #9] The Virginia Department of Transportation must grant approval of the entrance and any other improvement related to the public road rights-of-way. Mylars will not be accepted for signatures until all departments have granted final tentative approval. In accordance with Section 32.6.1,mylar copies of the site plan must be sealed, signed and dated by an architect,professional engineer, land surveyor, or certified landscape architect when submitted for final approval. I have the following comments: 1. You have shown tree protection fencing in this revision, but the extent of fencing stills needs to be adjusted. I have included a highlighted copy of the drawing to indicate our expectations for the extent of the tree protection fencing. Please adjust the extent of the tree protection fencing on your drawings. 2. On the revised landscape plan,you have noted a 6"limit on the size of scrub to be removed. This revision has been approved. A Certificate of Appropnateness from the ARB is required pnor to final site plan approval from the Community Development Department. The described changes to the plan are required to receive a Certificate of Appropriateness. Please submit 2 copies of revised drawings addressing these comments at your earliest convenience. Include a memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. When staff's review of this information indicates that all conditions of approval have been met,a Certificate of Appropriateness may be issued. If you have questions, feel free to contact me. The cleanwater diversion shall be installed and stabilized according to detail pnor to site grading and sediment trap installation. Outlet Protection shall be installed on both outlet pipes as shown on the E&SC plan immediately after installation. Inlet protection shall be installed on the yard drain in the future lawn/patio area immediately after installation to prevent sediment compromising the capacity of the structure. g Dust Control measures shall be utilized to prevent the movement of dust from exposed soil surfaces and reduce the presents of airborne substances which may present health hazards,traffic safety problems or harm animal and plant life. Plan sheet: 3.Remove the 1"=30' scale from the corner of the plan sheet unless it refers to one of the details on the plan sheet. 4.Vicinity map is required. 5.Please update the Paved Construction entrance detail i.e. Remove reference to stone entrance and show pavement requirements. The E&SC portion of the Water Protection bond is$23,000.00 and shall become a part of the whole Water Protection Bond amount.
